ON THURSDAY, APRIL 8TH AND WE'RE GONNA GET STARTED TONIGHT WE HAVE AH, FULL AGENDA, BUT WE'RE GONNA TAKE OUR TIME GETTING THROUGH IT AND ENJOY IT. WE GOT A FULL HOUSE TONIGHT IS CERTAINLY GOOD TO SEE EVERYBODY. APPRECIATE YOU ALL COMING OUT. I HOPE WE CAN GET TOULON TRIST AREAS AS EFFICIENTLY AS POSSIBLE. SO AS WE TYPICALLY DO, WE'RE GONNA OPEN TONIGHT WITH A WORD OF PRAYER AND I'M GOING TO START US OUT TONIGHT. SO LET'S LET'S HAVE A WORD OF PRAYER AND WE'LL GET STARTED. HEAVENLY FATHER. WE'D LIKE TO RECOGNIZE TONIGHT AND SO I WANT TO READ A FEW STATEMENTS ABOUT THEM AND WHAT THEY MEAN TO OUR TOWN WE HAVE HERE TONIGHT, MR KYLE BROWN AND MISS EMILY HARVILLE. AND SO WE'D LIKE TOL, READ A COUPLE THINGS AND TAKE A PICTURE WITH THE PLAQUE AND THANK THEM FOR THEIR SERVICE. BUT BOTH OF THEM ARE. ARE CELEBRATING WITH US FIVE YEARS OF SERVICE TO OUR TOWN, AND SO WE LIKE TO RECOGNIZE OUR EMPLOYEES ON THOSE THOSE OCCASIONS, BUT WE WANT TO GET THEM IN AND OUT TONIGHT AND SO THEY CAN GET ON THEIR WAY AND THEN I HAVE TO SIT THROUGH. ALL THE REST OF OUR BUSINESSES TONIGHT. SO LET ME GET MY NOTES HERE. ALL RIGHT. IN NO PARTICULAR ORDER WILL START WITH MR BROWN TONIGHT. UM KYLE BEGAN HIS CAREER WITH TOWN, NORTH LAKE AND APRIL 2016 FACT BOTH OF THEM STARTED ON THE FIRST DAY. KYLE AND EMILY, AS I'M TOLD, AND HE AS A MAINTENANCE WORKER. AND SINCE THEN HE'S BEEN PROMOTED SEVERAL TIMES IN OUR TOWN TO POSITION HIS CREW LEADER, AND HE'S RESPONSIBLE FOR MAINTENANCE OVER WATER AND WASTEWATER SYSTEMS, WHICH ARE CRITICAL FOR US, AND SO WE APPRECIATE THAT VERY MUCH. AND IN PARTICULAR, HE'S BEEN HELPFUL WITH OUR GPS SYSTEM, THE FIRE HYDRANTS AND THE VALVE MAINTENANCE PROGRAMS WHICH WE SEE HIM OUT ON THE ROADS ALL THE TIME. YOU KNOW, TESTING THOSE THINGS SO. GOOD TO GOOD TO SEE HIM OUT IN THE COMMUNITY, AND KYLE'S BEEN A MENTOR TO OUR STAFF DURING THEIR GROWTH, ESPECIALLY IN THEIR PROFESSION AND THEIR SPECIFIC AREAS OF EXPERTISE AND HIS ATTENTION TO DETAIL AND COMMITMENT TO PROVIDING SAFE DRINKING WATER. HAS BEEN UNPARALLELED TO OUR CITIZENS.

AND SO WE THANK YOU FOR THAT, AND WE'VE HAD SOME SOME RECENT WINS IN THAT AREA IN TERMS OF KEEPING THINGS SAFE. AND SO WE GIVE GIVE YOU A LOT OF CREDIT FOR THAT. SO THANK YOU. KYLE HOLD SEVERAL LICENSES WITH THE TEXAS COMMISSION OF ENVIRONMENTAL QUALITY AND THE DEPARTMENT OF AGRICULTURE, AND HE'S CONTINUING TOL WORK ON HIS TECHNICAL TRAINING, AND WE'RE VERY PROUD TO HAVE HIM IS PART OF THE NORTH LIKE PUBLIC WORKS DEPARTMENT AND THANK YOU FOR FIVE YEARS OF SERVICE. SO I'LL DO EMILY AS WELL AT THIS TIME. SO EMILY STARTED HER CAREER ON THE SAME DAY IN APRIL. 2016 IS AN ACCOUNTING CLERK AND, AS IS TYPICALLY THE CASE, AND, UH, SMALL TOWNS. YOU MOVE AROUND A LOT OF DIFFERENT ROLES IN THE EARLY YEARS. ASKEW START GETTING GROWTH GOING. AND IN JANUARY 2018 EMILY TRANSITION TO THE POLICE DEPARTMENT AS OUR FIRST CIVILIAN EMPLOYEES IN THE POLICE DEPARTMENT. AND SHE HAS BEEN SERVING AS ADMINISTRATIVE ASSISTANT RECORDS COORDINATOR. AND SO OBVIOUSLY SHE DOES JUST ABOUT EVERYTHING OVER THERE THAT ISN'T RELATED TO POLICING, AT LEAST IN THE FIELD. AND HER DUTIES INCLUDE THE PAYROLL, OPEN RECORDS ASSISTING CITIZENS AT IN THE LOBBY, WHICH IS ALWAYS FUN AND FILING CASES THAT THE D A AUDIO AND VIDEO, REDACTION AND MANY OTHER THINGS. SO SHE WEARS A LOT OF HATS, AND SHE KEEPS PACE WITH ALL THE NUMBER OF THINGS THAT SHE HAS TO DO FOR A GROWING TOWN. AND SO WE APPRECIATE THAT VERY MUCH. SHE ALSO RECEIVED THE FIRST CHIEF STAR AWARD IN 2019 FOR HER HARD WORK AND DEDICATION TO OUR TOWN. AND SHE'S KNOWN THROUGHOUT THE DEPARTMENT AS THE GO TO PERSON AS YOU CAN EXPECT IN THAT ROLE ON BECAUSE OF THE DIVERSE WORK SHE DOES IN THE GREAT ATTITUDE SHE DISPLAYS EVERY DAY, AND SO EMILY AND STILL IS THE DEPARTMENT'S CORE VALUES OF RESPECT. INTEGRITY SERVICE AND EXCELLENCE IN EVERY PART OF HER JOB, AND WE ARE ESPECIALLY THANKFUL FOR YOU AND YOUR FIVE YEARS AS WELL IN SERVICE TO THE TOWN OF NORTH LAKE, SO THANK YOU BOTH. BUT YOU BOTH. KEYNOTE THIS EVENING. WE DON'T OFTEN GET TOE HOST DISTINGUISHED GUESTS, BUT TONIGHT WE HAVE ONE WITH US, AND SO WE'RE VERY GLAD AND PRIVILEGED TO HAVE THE COMMISSIONER EDMONDSON WITH US THIS EVENING. AND THIS IS, UH, COMMUNITY GOVERNMENT MONTH. AND SO WE ARE. WE'RE REALLY OUR COUNTY GOVERNMENT MEANT I SHOULD SAY SPECIFICALLY, BUT WE WANT TO INVITE HER TO TEA. HAVE SOME COMMENTS THIS EVENING AND HAVE SOME CONVERSATION AND JUST HEAR FROM HER, AND WHAT'S ALL THAT'S GOING ON WITH THE COUNTY COUNTY HAS BEEN. TERRIFIC THIS YEAR AND INSTRUMENTAL IN HELPING US THROUGH THIS COVERT SEASON AND SO WE'RE VERY APPRECIATIVE FOR THEM, AND IT'S ALL IT'S ONLY IN TURN TIMES OF TROUBLE THAT WE REALLY GET DOWN TO WHAT GOVERNMENT REALLY DOES, AND SOMETIMES BEHIND THE SCENES, AND SO THE COUNTY HAS BEEN JUST TREMENDOUS, PARTICULARLY THE HEALTH AREA. BUT WE'RE ALSO APPRECIATED FOR THE PARTNERSHIP THAT WE HAVE AND TO SHARE ON ON ROADS AND SAFETY AND MANY OTHER THINGS RELATED TO THE COUNTY, SO COUNTIES IN TEXAS OR A LITTLE MORE IMPORTANT THAN SOME OF THE STATES, I'VE BEEN TO AND LIVED IN, SO I'VE LEARNED TO APPRECIATE WHAT THEY DO AND CONSIDER, CONSIDER YOUR FRIEND OF WE'VE GOT TO KNOW EACH OTHER AND THE COUNTY IS THE HOLES IS FRIENDS. SO WHEN IT TURNED OVER TO YOU, AND I HEAR YOU GOT 20 SLIDES AND NO MORE THAN AN HOUR, I IMAGINE. YOU CAN TAKE THE TIME YOU NEED OKAY. ALL RIGHT. VERY GOOD. JUST BETTER, OKAY? I WANT TO THANK THE MAYOR AND THE COUNCIL FOR INVITING ME TO COME TONIGHT AS THEY WOULD FINALLY GOT AROUND TO SAYING IT IS NATIONAL COUNTY GOVERNMENT WEEK AND WE'RE ALL PART OF THE SAME COMMUNITY, BUT THE COUNTY GOVERNMENT IS SPECIFICALLY BEING TARGETED AND HIGHLIGHTED. THIS MONTH, SO I AM PLANNING TO MEET WITH ALL OF MY MUNICIPALITIES OF POSSIBLE THERE ARE 18 INCREASING FOR I MAY NOT BE ABLE TO GET TO ALL OF THEM BECAUSE THERE'S ONE THAT WON'T EVEN GIVE US THE PHONE NUMBER. OH IT'S NOT THIS.

NOT THIS ONE. BUT AT ANY RATE I DO WANT TO THANK YOU FOR BEING IN MY FIRST GROUP. I'M SO EXCITED TO BE HERE WITH NORTH LAKE FOR JUST THE SECOND PRESENTATION AND I'LL TRY TO KEEP IT TO THE TIME WHEN WE DISCUSSED IF YOU'LL HAVE ANY QUESTIONS AFTERWARDS. GLAD TO TAKE HIM. SO LET'S START WITH THIS FIRST SLIDE THAT SHOWS THAT HERE IN DENTON COUNTY WE HAVE FOUR COMMISSIONER PRECINCTS AND WE HAVE ONE COUNTY JUDGE. THEY'RE ALL THESE COMPOSED. THE UM, COMMISSIONER'S COURT AND AS YOU CAN SEE, PRECINCT FOR INCREASING ONE ARE THE TWO LARGEST COMMISSION FREE SINGS BY AREA. WE ACTUALLY HAVE ABOUT 500 LANE MILES, INCREASING FOUR, AND THAT'S OUR MAIN RESPONSIBILITY IS TO TAKE CARE OF THOSE COUNTY ROADS, NOT CITY ROADS, NOT STATE ROAD, NOT FEDERAL ROAD. COUNTY ROADS, STATUTORILY AND BY THE STATE CONSTITUTION. HOWEVER WE DO PARTNER WITH OTHER MUNICIPALITIES. FROM TIME TO TIME WE PARTNERED WITH NORTH LAKE AND WERE PLANNING TO AGAIN. WE'VE GOT SOME BIG PLANS FOR THE FUTURE. THE MAYOR AND I ARE ON THE SAME PAGE WITH LOTS OF PROJECTS, SO I'M SURE THAT WE WILL CONTINUE TO HAVE GOOD PARTNERSHIPS ON THERE. NOW, UM, I AM. KIND OF A NEW COMMISSIONER. I'M NOT THE NEWEST ANYMORE. WE HAVEN'T EVEN THAT CAME ON JUST THE FIRST OF THIS YEAR, BUT I HAVE BEEN IN SINCE JANUARY. 2019 TRYING A LITTLE MORE THAN HALFWAY THROUGH MY FIRST TERM. I WANT TO JUST GIVE YOU A BRIEF OVERVIEW OF SOME OF THE THINGS THAT WE'VE DONE. I INITIATED WHAT IS CALLED THE QUARTERLY ROAD UPDATES THAT WE HOLD IN THE COMMUNITY ROOM OVER IN THE SOUTHWEST COURTHOUSE, AND I THINK SOME OF YOU HAVE BEEN TO THOSE. WE HAD TO STOP AFTER THE SECOND ONE BECAUSE OF COVERT. AND ONCE WE'RE SURE THAT IT'S SAFE AGAIN FOR US TO HAVE UP 250 PEOPLE IN THAT COMMUNITY ROOM WILL BEGIN DOING THIS AGAIN, AND WE ALWAYS WANT TO INVITE THE PUBLIC TO COME AS WELL. NOT JUST THE ELECTED OFFICIALS, BUT WE WANT THE PUBLIC TO UNDERSTAND WHAT WE'RE DOING FOR THEM. AND THAT WAY THEY'LL HAVE MAYBE FEWER QUESTIONS WHEN THEY SEE ONE OF THOSE BIG ROAD GRADERS OUT THERE DOING SOMETHING. WE ALSO, UH, MAKE SURE YOU INTERACT WITH ALL OF OUR PERSON FOR MUNICIPALITIES. AS I SAID, THEY'RE ABOUT 18 OF THOSE. ANOTHER THING THAT WE'VE DONE.

I'M VERY PROUD OF THIS. WE HAVE LOWERED THE RESIDENTS TAXES TWO WAYS. ONE WAS WITH OUR HOMESTEAD EXEMPTION. WHICH WAS PASSED LAST YEAR, AND THEN MY FIRST YEAR IN OFFICE, I PASSED A SENIOR TAX FREEZE, WHICH MEANS FOR ANY OF YOU WHO ARE SEASONED ENOUGH TO BE AT LEAST 65 YEARS OLD OR IF YOU MEET THE STATE REQUIREMENT FOR DISABILITY. ATTACKS THAT YOU HAVE NOW FROM THE COUNTY WILL NEVER GO OUT. THAT RIGHT CAN CHANGE. BUT THE TAX CANNOT GO ANYWHERE. BUT DOWN IT. I SHOULD BE VERY PROUD OF THAT, BECAUSE WE'RE VERY BLESSED IN DIDN'T COUNTY TO HAVE A GOOD NUMBER OF SENIORS, AND THEN I THINK A VERY APPRECIATIVE OF THAT. IF YOU'RE NOT YET SENIOR, YOU CAN LOOK FORWARD TO THAT. IT'S SUCH A GREAT DEAL BEING A SENIOR. HE ALSO COMPLETED MORE THAN 16 MILES OF ROAD AND BRIDGE RECONSTRUCTION AND PAVING PROJECTS SINCE I'VE BEEN IN OFFICE. NOW LET'S TALK JUST FOR A MINUTE ABOUT COUNTY GOVERNMENT IN GENERAL. FIRST OF ALL COUNTY GOVERNMENT REALLY IS JUST ABOUT THE OLDEST FORM OF GOVERNMENT THAT WE HAVE BACK DATING TO 16 34 IN VIRGINIA, SOME, ESPECIALLY ON THE EAST COAST REFERRED TO THEIR COUNTIES THOSE SHARES. WE CALL HIM COUNTIES HERE IN TEXAS? I DON'T THINK WE KNOW WHAT TO DO THIS SHIRE, BUT WE WERE ESTABLISHED AND DIDN'T TELL YOU IN 18 46 1 OF 254. TEXAS COUNTIES AND ALL 254 ARE ORGANIZED JUST THE SAME WAY THAT THEN COUNTY IS THEY ALL HAVE FOUR ROAD COMMISSIONERS AND ONE COUNTY JUDGE. THEY MAY HAVE. NO THEY HAVE A WHOLE DIFFERENT BUDGET THAN WE DO, FOR EXAMPLE, AND THEY MAY HAVE DIFFERENT NEEDS BECAUSE EACH COUNTY KIND OF IS BUILT TO 15 NEEDS AND CHARACTERISTICS OF THE STATE AND THE LOCAL AREAS. SO, THE NATIONAL ASSOCIATION OF COUNTIES DECLARED APRIL AS NATIONAL COUNTY GOVERNMENT, SO THAT'S WHY I'M HERE TO MAKE SURE THAT YOU ALL UNDERSTAND ABOUT COUNTY GOVERNMENT AND I GOT TO LEARN ALL THAT MYSELF. AS I WAS DOING THIS, AND IT'S THE PERFECT TIME FOR US TO CELEBRATE DENTON COUNTY AND OUR AWARD WINNING DEPARTMENTS.

THESE ARE SOME OF THE AWARDS THAT WE HAVE GOTTEN, AND THEY REALLY ARE SOMETHING TO BE PROUD OF. THESE PEOPLE ARE ALL DEDICATED COUNTY GOVERNMENT EMPLOYEES. THEY'RE PAID WITH YOUR TAX DOLLARS IN MY TAX DOLLARS, MAYBE JUST AN AWESOME JOB. FIRST OF ALL OUR BUDGET

DEPARTMENT. THAT'S SCOTT, HEAD OF OUR BUDGET DEPARTMENT. AND, UH, I'M SORRY HE'S PURCHASING.

SO THIS IS THE PURCHASING DIRECTOR WHO'S IN THE PICTURE WITH US, BUT LET'S START WITH THE BUDGET. THINGS HAD A CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE. IT WAS GIVEN BY THE NATIONAL FINANCE OFFICERS ASSOCIATION. THEY'VE RECEIVED THIS AWARD EVERY YEAR FOR THE LAST 28 YEARS. I THINK THAT'S JUST OUTSTANDING. NOT FAR BEHIND IS OUR PURCHASING DEPARTMENT, AND THEY RECEIVED ACHIEVEMENT IN EXCELLENT AND PROCUREMENT AWARD FOR THE 25TH CONSECUTIVE USE, SO OUR PEOPLE ARE DOING A GOOD JOB FOR ALL OF US, AND WE REALLY APPRECIATE IT. THIS YEAR. OUR VETERANS AFFAIRS OFFICE HEADED BY PAUL BASS JUST RECEIVED 2020 CONGRESSIONAL VETERAN COMMENDATION. HE HAS TAKEN A DEPARTMENT THAT WAS FUNCTIONING BUT NOT REALLY DOING AS MUCH AS IT COULD. HAS PULLED IT TOGETHER INTO A DISTANT OUTSTANDING EXAMPLE OF HOW DENTON COUNTY CAN SAY THANK YOU. THEN HOW CAN WE HELP TO OUR VETERANS AND THE FAMILIES OF OUR VETERANS? I DON'T HAVE TIME TO GO INTO ALL THE WONDERFUL THINGS HE STAND. BUT IF ANY OF YOU KNOW A VETERAN WHO NEEDS SOME HELP, WE'VE GOT SOMEBODY WHO CAN DEFINITELY STILL THAT VETERAN IN THE WORK ON THE RIGHT PATH. AND LASTLY, DIDN'T COUNTY PUBLIC HEALTH DEPARTMENT. IT HAS RECEIVED NATIONAL ACCREDITATION ACCREDITATION FROM THE PUBLIC HEALTH BOARD AND DIDN'T COUNTY IS ONE OF ONLY FIVE AGENCIES IN THE ENTIRE COUNTRY. IT HAS RECEIVED THIS AWARD. SO IS IT ANY WONDER? THAT OUR VACCINATION CLINICS ARE AS AWESOME AS THEY ARE. I KNOW WHAT THEY'RE DOING. THEY HAD A PLAN THAT DATES BACK FRANKLY, BACK TO THE EIGHTIES, I'M TOLD WHEN THERE WAS AN ANTHRAX SQUARE SCARE HERE IN THE COUNTY, I GUESS IN THIS PART OF THE STATE. AND SO THEY GOT A PLAN TOGETHER IN CASE IT WAS NEEDED, AND IT WASN'T NEEDED, BUT THEY PUT IT ON THE SHELF AND SO WHEN THE PANDEMIC HIT. SOME PEOPLE REMEMBERED IT. THEY BROUGHT IT BACK OUT. THEY UPDATED AND EXPANDED IT AND IT TURNED INTO WHAT YOU SEE TODAY OVER TEXAS MOTOR SPEEDWAY. IT'S JUST AN AMAZING THING THAT WE HAVE DONE AND I'M SO. ROUND OF THEM. WE ACTUALLY ARE THE MODEL. FOR AN EFFICIENT AND EFFECTIVE DRIVE THROUGH VACCINATION CLINIC. AND WE'VE HAD PEOPLE COME FROM ALL OVER THE WORLD LITERALLY TO STUDY HOW WE DID IT. WE HAD A COUPLE OF PEOPLE COME FROM FRANCE. WE'RE GOING TO HAVE TO HAVE. MORE REGIONAL PARTNERSHIPS WITH TECH START WITH OTHER REGIONAL INTERVIEWS IN ORDER TO ADDRESS THIS REALLY RAPID GROWTH OF THEM HERE. AND AS I SAID, COUNTY IS BASICALLY OUT OF MONEY FOR ROADS. WE HAD THE LAST BOND ISSUE IN 2008.
