LORD. BUT TODAY I JUST WANT TO PRAY FOR ALL THE FAMILIES THAT LIVE HERE, ALL THE KIDDOS THAT ARE STARTING SCHOOL NEXT WEEK, AND THE TEACHERS AND ADMINISTRATORS.

SO WE LIFT THEM UP TO YOU AND JUST ASK FOR PATIENCE AND GUIDANCE AND WISDOM AS THEY START A NEW SCHOOL YEAR.

I JUST WANT TO INTRODUCE LAURA WEBER.

SHE'S OUR FIRST CITIZEN'S POLICE ACADEMY ASSOCIATION PRESIDENT.

WE STARTED THE CITIZENS POLICE ACADEMY IN SEPTEMBER OF 2021.

THEN AFTER THE GRADUATION, THEY ORGANIZED THE ASSOCIATION.

SO, LAURA, IF YOU'D LIKE TO COME UP.

GOOD EVENING, EVERYONE.

COUNCIL. MAYOR.

FIRST OF ALL, I'D LIKE TO JUST SAY THANK YOU FOR GIVING US THE OPPORTUNITY TO JUST SHARE SOME INFORMATION ABOUT THE CITIZEN POLICE ACADEMY, ALUMNI ASSOCIATION AND ON BEHALF OF THE ASSOCIATION.

IT'S AN HONOR AND PRIVILEGE TO BE HERE TONIGHT TO SHARE THIS INFORMATION WITH YOU.

THIS SLIDE HERE SHOWS THE TOPICS THAT I'LL BE COVERING.

BUT BEFORE I GET INTO THAT, I'D LIKE TO SHARE MY WHY AS TO WHY I BECAME INVOLVED IN THE CITIZEN POLICE ACADEMY.

AND IT ALL STARTED WITH THE GEORGE FLOYD INCIDENT.

AND WHEN THAT HAPPENED AND I SAW HOW THE LOCAL LAW ENFORCEMENT AGENCIES WERE BEING TREATED, MY HEART LITERALLY BROKE BECAUSE THESE ARE PEOPLE THAT PUT THEIR LIVES ON THE LINE FOR ALL OF US EVERY SINGLE DAY.

AND AND I JUST I WAS JUST REALLY MOVED TO BECOME INVOLVED.

AND SO I REACHED OUT TO THE CHIEF AND I STARTED TO BRING FRUIT TO THE POLICE STATION.

I STARTED MEETING THE OFFICERS AND PRAYING WITH THEM AND JUST TRYING TO BLESS THEM IN ANY WAY I COULD.

AND SO WHEN I SAW THE APPLICATION FOR THE FIRST CITIZEN POLICE ACADEMY, IT WAS A NO BRAINER FOR ME.

I SUBMITTED MY APPLICATION AND HOPING THAT I WOULD BE ACCEPTED.

AND I WAS.

LET ME TALK ABOUT THE FIRST CLASS IN THE SECOND CLASS.

SO THE FIRST CLASS, WE HAD A TOTAL OF 12 STUDENTS THAT WENT THROUGH THE ACADEMY.

TEN OF THOSE STUDENTS MOVED ON TO JOIN THE CITIZEN POLICE ACADEMY ALUMNI ASSOCIATION.

THE SECOND CLASS HAD TEN STUDENTS AND ALL TEN OF THEM JOIN OUR ASSOCIATION.

WE WELCOMED THEM IN.

A FEW MONTHS AGO, THINGS THAT THE FIRST CLASS LEARNED.

WE LEARNED ABOUT TRAFFIC, WE LEARNED ABOUT PATROL.

WE DID A VISIT TO THE JAIL.

WE DID RIDE ALONGS, WHICH WAS MY FAVORITE CLASS WAS RIGHT ALONG.

AND AND THEN THE SECOND CLASS, THEY, THEY DID ALL OF THOSE THINGS TOO, EXCEPT THEY DIDN'T GO TO THE JAIL.

THEY ACTUALLY WENT TO DISPATCH.

AND, AND THEY ALSO GOT TO DO SOME TRAINING AT THE POLICE ACADEMY AND DOING LIKE ACTIVE SHOOTER TRAINING AND ALSO HOW TO CLEAR CLEAR THE BUILDING.

AND AND SO THOSE ARE SOME OF THE DIFFERENCES BETWEEN THE THE CLASSES.

FEEDBACK FROM THE BOTH CLASSES WERE ABOUT THE SAME.

WE ALL ENJOYED IT.

WE WERE SAD THAT IT CAME TO AN END IN SUCH A HURRY.

I MEAN, WHEN YOU'RE IN THE CLASS, I MEAN, IT JUST IT JUST FLIES BY AND AND EVERYBODY LIKED THE HANDS ON TRAINING.

AND ALSO THERE THERE WAS A PARTICULAR CLASS WHERE THE OFFICERS CAME IN AND THEY SHARED THEIR WHY WHY THEY BECAME, YOU KNOW, IN LAW ENFORCEMENT.

AND AND THAT WAS PARTICULARLY MOVING AS WELL.

SO AFTER THE FIRST CLASS GRADUATED, IT WAS UPON US TO FORM THE ALUMNI ASSOCIATION.

AND SO WE GOT TOGETHER AND WE STARTED MEETING AND WE FORMED, WE WROTE BYLAWS.

WE GOT INCORPORATED AS A NONPROFIT IN THE STATE OF TEXAS.

WE'RE ALSO RECOGNIZED BY THE FEDERAL GOVERNMENT AS A NONPROFIT.

RIGHT NOW WE ARE GOING THROUGH OUR 501 C THREE APPLICATION PROCEDURE WITH THE FEDERAL GOVERNMENT TO GET TO GET THAT STATUS AS AS A RECOGNIZED CHARITABLE ORGANIZATION.

WE OPERATE JUST LIKE ANY OTHER NONPROFIT.

WE WE HAVE MONTHLY MEETINGS EVERY MONTH.

WE WE DO WE VOTE ON ITEMS AND ISSUES.

WE DEVELOP AGENDAS.

I MEAN, IT'S RUN JUST LIKE A NORMAL NONPROFIT WOULD BE.

WELL. WE PROBABLY ALL REMEMBER THIS DAY.

I REMEMBER IT WELL BECAUSE I JOKINGLY TELL ALL OF THE MEMBERS THAT I, I LIVE ON THE SOUTH SIDE OF THE CITY, AND THIS HAPPENED OUTSIDE OF TEXAS MOTOR SPEEDWAY.

AND SO I WORK FROM HOME.

AND ON THIS PARTICULAR DAY, I TOOK MY USUAL MORNING BREAK.

AND LIKE I ALWAYS DO, I USUALLY SCROLL ON FACEBOOK AS I'M SITTING THERE DRINKING MY COFFEE AND EATING MY BAGEL.

AND THIS PARTICULAR DAY, I FOLLOW DFW SCANNER ON FACEBOOK, AND THEY WERE OUTSIDE TEXAS MOTOR SPEEDWAY AND THEY WERE DOING A LIVE FILMING OF THIS PARTICULAR EVENT.

AND INITIALLY, ALL I KNEW WAS THAT IT WAS AN ACCIDENT AT TEXAS MOTOR SPEEDWAY.

BUT THEN A FEW MINUTES LATER, THEY ACTUALLY MENTIONED THAT THERE WERE OFFICERS INVOLVED.

AND AND THAT GOT MY ATTENTION BECAUSE I KNEW THEY WERE OUR OFFICERS JUST BASED ON WHERE THE LOCATION WAS.

SO I IMMEDIATELY REACHED OUT TO DETECTIVE PRAYER AND I SAID, WHAT IS GOING ON? AND SO SHE TOLD ME AND AND THEN THAT THE NEWS STARTED TO SPREAD AMONG OUR ALUMNI.

AND THEN WE WE JUST STARTED ORGANIZING EVENTS.

SO. WHAT IS INTERESTING, THIS GROUPME APP IS IS AN APP THAT ALLOWS GROUPS JUST TO COMMUNICATE AND HAVE FAST COMMUNICATION WITH EACH OTHER.

THEY TIED TO PRAYER A COUPLE OF WEEKS BEFORE THE ACCIDENT, SAID, HEY, WE NEED THIS GROUPME APP, SO IF THERE'S EVER A CRISIS, WE HAVE A WAY TO COMMUNICATE.

AND SHE JOKINGLY SAID, WE WILL NEVER HAVE TO USE THIS.

I'LL TELL YOU, THAT APP THAT DAY IS THE REASON WE WERE ABLE TO MOBILIZE SO QUICKLY AS AS AN ORGANIZATION WE DID WITHIN 2 TO 3 HOURS AFTER THE ACCIDENT, WE HAD FOOD AT THE POLICE DEPARTMENT TO SUPPORT ALL OF THE OFFICERS THAT WERE COMING IN.

ONE OF OUR MEMBERS ON THE WAY HOME FROM WORK, HE ACTUALLY STOPPED BY.

HE GOT FLOWERS AND HE DELIVERED THEM TO OFFICER MARTINEZ AT THE HOSPITAL IN GRAPEVINE.

ANOTHER MEMBER, SHE WENT AND STARTED TO ORGANIZE A MEAL TRAIN.

WITHIN 8 HOURS OF THAT MEAL TRAIN BEING SET UP, WE HAD ALREADY RAISED $8,000 FOR THE OFFICERS.

AND THEN ULTIMATELY, AS YOU CAN SEE, WE WE RAISED JUST OVER $17,000 TO SUPPORT THE OFFICERS.

AND SHE ALSO THROUGH THE MEAL CHAIN, WE WE SET UP MEALS FOR THE TWO OFFICERS FOR 14 DAYS AFTER THE ACCIDENT. AND WE ACTUALLY GOT THE MEALS AND WE ACTUALLY DELIVERED THEM TO THEIR HOMES BECAUSE WE HAD COLLECTED SO MUCH MONEY SO QUICKLY.

I HAD TO CONSULT WITH OUR ACCOUNTANT AND SAY, OKAY, WE HAVE THIS, WE HAVE THESE MONEY.

THAT'S MONEY. HOW HOW DO WE HANDLE IT? YOU KNOW, WHAT DO WE NEED TO DO? AND SHE SHE SAID THAT WE NEEDED TO SET UP A BENEVOLENCE FUND WHERE THESE THESE MONIES COULD BE EARMARKED FOR THE OFFICERS.

AND SO WE WE DID THAT.

WE HAD TO CHANGE OUR BYLAWS AND WE DID ALL OF THIS.

AND I THINK IT WAS LIKE FOUR DAYS AFTER THE ACCIDENT.

SO WE IMMEDIATELY GOT SET UP SO THAT WE COULD PROVIDE SUPPORT TO THE OFFICERS WHEN THEY WHEN THEY NEEDED THAT.

WE ARE JUST SO THANKFUL THAT BOTH OF THE OFFICER, KAPOR AND OFFICER MARTINEZ, THEY'RE BOTH BACK AT FULL TIME DUTY AND AND I AND I KNOW AND I THINK I SPEAK FOR EVERYONE IN THE ASSOCIATION THAT IT WAS SUCH A HONOR AND A PRIVILEGE TO BE IN A POSITION TO BE ABLE TO HELP THEM. I WILL SAY WE DO HAVE MONEY LEFT OVER IN THE BENEVOLENCE FUND.

SO THOSE THOSE FUNDS ARE TARGETED TO TO HELP OFFICERS IN NEED IN THE FUTURE IF THERE IS A NEED THAT EVER ARISES.

OTHER THINGS THAT WE DO.

WE WE HELP THE POLICE DEPARTMENT WITH SPECIAL EVENTS LIKE OFFICER CEREMONIES.

WE, WE HELP WITH THE CPA GRADUATION BY PROVIDING FOOD AND ACTUALLY SERVING.

WE ALSO PARTICIPATED AND HELPED SET UP FOR THE HONORARY OFFICERS PINNING CEREMONY THAT WAS HELD AT PECAN SQUARE.

WE PARTICIPATE IN SPECIAL EVENTS.

THIS YEAR WE PARTICIPATED IN THE NATIONAL POLICE WEEK AND WE PECAN SQUARE.

THEY HAD THE CHILDREN ACTUALLY DRAW LIKE ARTWORK AND WROTE NOTES TO THE POLICE OFFICERS.

AND THEN WE WE PRESENTED ALL OF THAT TO THE CHIEF BEFORE A CLASS MEETING AT THE CPA.

DURING THE SECOND CLASS, WE ALSO PRESENTED THE CHIEF WITH WITH A SPECIAL PLAQUE, JUST THANKING HIM FOR HIS SERVICE TO THE COMMUNITY.

AND WE LOVE TO DO FOOD DELIVERIES TO THE POLICE DEPARTMENT.

WE WILL DO FOODS LIKE ON CHRISTMAS, THANKSGIVING RACE WEEKEND.

WE MAKE SURE THAT THEY ARE SUPPLIED WITH WATER AND GATORADE, ESPECIALLY DURING THIS HOT SUMMER.

I AM ALWAYS EITHER ASKING DETECTIVE PRAYER OR CHIEF, YOU KNOW, DO YOU NEED ANY DRINKS? HOW HOW ARE THINGS GOING? AND AND IF THERE'S IF THEY NEED SOMETHING, THEY JUST LET US KNOW.

AND WE WE WE JUST PROVIDE IT.

OTHER ACTIVITIES THAT WE WE ARE INVOLVED IN.

WE JUST RECENTLY APPROVED OUR LOGO.

AND SO NOW WE WE HAVE HATS THAT WE CAN SELL.

WE WE HAVE OUR, OUR SHIRTS THAT THAT THAT WE WEAR.

WE ARE IN THE PROCESS OF ORDERING T SHIRTS TO DO LIKE HAVE T SHIRTS AVAILABLE TO DO FUNDRAISING FOR THE ORGANIZATION.

WE ALSO DO THESE SNACK PACKS.

THIS THIS IS A SPECIAL PROJECT OF THE CHIEF THAT WHERE HE HE WOULD LIKE JUST COLLECT FOOD AND PUT THEM IN LITTLE LUNCH SIZE BAGS AND THEN DELIVER THEM TO CHILDREN IN NEED AT THE LOCAL SCHOOLS.

AND SO WE'VE WE'VE PARTNERED WITH THE CHIEF AND WE WE HELP HIM DO THAT NOW.

AND WE STILL HAVE THIS FOOD LEFT TO.

AND WE'RE READY TO MOBILIZE FOR FOR THIS YEAR.

THE FIRST CLASS HAS HAD SOME ADDITIONAL TRAINING.

LIKE I SAID, THE SECOND CLASS GOT TO GO TO THE POLICE ACADEMY.

WE DID NOT. BUT BUT DETECTIVE PRAYER WAS GRACIOUS ENOUGH TO PROVIDE THAT ACTIVE SHOOTER TRAINING FOR US.

AND WE ALSO HAVE HAD THE SPECIAL DRIVING SCHOOL TRAINING.

AND I THINK SOME OF YOU PROBABLY HAVE SEEN THE VIDEO OF MR. MARTIN DRIVING AROUND THE COURSE PRETTY RECKLESSLY.

NO, HE WAS CHASING SOMEONE.

SO AND WE ALSO ON THAT PARTICULAR DAY DID A NZSIS TRAINING.

SO SO NOW THE PEOPLE WHO HAVE GONE THROUGH THAT TRAINING, WE ARE ABLE TO GO INTO THE POLICE DEPARTMENT NOW UNSUPERVISED AND PROVIDE ANY TYPE OF ASSISTANCE THAT THAT THEY MAY NEED.

AND I KNOW THE SECOND CLASS IS SCHEDULED TO DO THAT TRAINING IN SEPTEMBER.

WHAT IS NEXT? I MEAN, WE'VE WE'VE ACCOMPLISHED A LOT, BUT THERE'S STILL A LOT MORE TO DO.

AS I MENTIONED, WE ARE GEARING UP TO BE ABLE TO GO INTO THE POLICE DEPARTMENT TO PROVIDE ADMINISTRATIVE ASSISTANCE, WHICH COULD BE FROM FILING PAPERWORK TO SHREDDING PAPER, VEHICLE MAINTENANCE, DOING CLEANING.

I MEAN, BASICALLY, WE WE HAVE SAID TO THE CHIEF, WHATEVER YOU NEED, WE'RE THERE TO HELP.

ALL YOU NEED TO DO IS JUST LET US KNOW.

WE'RE GETTING INVOLVED IN THE COMMUNITY ACTIVITIES, TOO.

SO, FOR EXAMPLE, WE ARE WORKING WITH THE PD AND PLANNING THIS BULLY AWARENESS MONTH FOR OCTOBER.

WE ALSO JUST DISCUSSED IN OUR MEETING THIS PAST TUESDAY.

OCTOBER IS ALSO DOMESTIC VIOLENCE AWARENESS MONTH, SO WE'RE GOING TO COMBINE THE TWO AND HAVE SOME EVENTS FOR THAT.

WE'RE PUTTING THESE GRAB GRABBING, GO BAGS TOGETHER, AND I MIGHT SAY THAT THE CHAMPIONS ROTARY JUST THIS WEEK APPROVED TO PROVIDE THE BAGS FOR THIS PARTICULAR PROJECT.

AND SO WE WE WILL BE WORKING WITH THEM TO PROVIDE THESE BAGS FOR THE POLICE DEPARTMENT.

AND WHAT THOSE ARE, THEY'LL HAVE LIKE HYGIENE PRODUCTS IN IT.

AND THE OFFICERS CAN HAVE THESE BAGS IN THERE AND THEIR VEHICLES.

AND THEN IF THEY SEE A PERSON OUT IN THE COMMUNITY THAT HAS A NEED, THEN JUST GIVE THEM A BAG.

SAME THING WITH THE GIFTS AT THE POLICE DEPARTMENT.

A LOT OF TIMES THEY SEE PEOPLE IN NEED THAT JUST NEEDS A SPECIAL GIFT OR SOMETHING.

WE'RE GOING TO PROVIDE THAT FOR THEM SO THAT THEY THEY HAVE THAT.

AND THEN OBVIOUSLY WE'LL DO SPECIAL FUNDRAISERS.

AND CONCLUSION.

I WILL SAY PERSONALLY THAT THIS HAS BEEN A WONDERFUL EXPERIENCE FOR ME AND I AM SO HAPPY THAT I GOT INVOLVED AND I FEEL THROUGH THIS ORGANIZATION AND MY INVOLVEMENT, I FEEL MORE CONNECTED TO THE TOWN AND I WILL ANSWER ANY QUESTIONS NOW IF THERE ARE IF ANYBODY HAS ANY QUESTIONS.

SO GOING ALL THE WAY BACK TO 1997, THIS WAS OUR FIRST COMP PLAN.

THE CHARACTER OF NORTH LAKE WAS WAS A LITTLE BIT DIFFERENT AT THAT TIME, WASN'T MUCH AROUND THEN, PRIMARILY UNDEVELOPED.

THIS WAS JUST RIGHT AFTER THE TEXAS MOTOR SPEEDWAY WAS BUILT.

SO RANCHES AND OPEN SPACES WERE ABUNDANT AND THERE WAS LITTLE INFRASTRUCTURE TO SUPPORT ANY DEVELOPMENT EITHER.

AT THE TIME, THE PLAN WAS FAIRLY SIMPLE SPLIT UP THE TOWN INTO KIND OF THREE PRIMARY LAND, USES RESIDENTIAL, COMMERCIAL AND PARKS, OPEN SPACE AND THE MAJOR THE MAJORITY OF THE LAND AREA WAS IN RESIDENTIAL, DIVIDED IN TWO DENSITIES, ONE ACRE AND FIVE ACRE.

THEN IN 2002, THE STRATEGIC MASTER PLAN WAS ADOPTED.

AND AGAIN, A GOAL OF IT WAS TO PRESERVE OPEN SPACES AND RANCHES.

BUT IT INCLUDES IN HERE, YOU KNOW, IT REFERENCES THE FIVE ACRE AND ONE ACRE LOTS.

BUT IT ALSO MENTIONS THAT THERE MAY BE SOME ISSUES EVEN WITH THE FIVE ACRE LOTS IF YOU'RE REALLY TRYING TO PRESERVE LARGER OPEN SPACES.

ITS IMPLEMENTATION STRATEGY INCLUDED THAT BASE OF ONE ACRE AND FIVE ACRE LOTS THAT DID HAVE AN ALLOWANCE FOR SOME HIGHER DENSITY THROUGH CALLED CLOSELY SUPERVISED AND CONTROLLED CONDITIONS, WHICH ALLOWED SOME PLAN DEVELOPMENTS, MASTER PLAN DEVELOPMENTS THAT COULD GET APPROVED AND ALSO INTRODUCED A CLUSTERING CONCEPT.

THESE NEXT COUPLE OF SLIDES FROM THAT PLAN DO A GOOD JOB OF SHOWING HOW THAT COULD WORK.

SO THIS IS A KIND OF A CONVENTIONAL DEVELOPMENT OF 45 ACRES WITH NINE FIVE ACRE LOTS.

CLUSTERING. THE LOTS ARE SMALLER, BUT IT PRESERVES A LARGER AREA OF RANCHLAND OR OPEN SPACE, BUT THE SAME OVERALL DENSITY ONE ONE UNIT PER FIVE ACRES.

THEN IN 2009, WE HAD A PLAN UPDATE AND AGAIN, PRESERVATION OF THAT RURAL CHARACTER AND OPEN SPACES WAS A PRIORITY.

THIS PLAN ALSO INTRODUCED KIND OF WENT MORE INTO PARKS AND TRAILS AND KIND OF QUALITY OF LIFE ASPECTS OF PRESERVING OPEN SPACES.

THIS IS A PLAN THAT KIND OF DEFINED THAT RURAL CORE, THE RURAL RESIDENTIAL YOU SEE THERE, AND THE NORTH NORTHWEST SIDE OF TOWN.

THIS PLAN HAD ABOUT 50% OF THE LAND AREA OF THE TOWN AND RURAL, RESIDENTIAL OR OPEN SPACE.

AND CHARACTERIZE THE RESIDENTIAL WITH MINIMUM LOSS SIZES GENERALLY OF FIVE ACRES AND ALLOWING FOR FOR RANCH AND FARM USES.

IT ALSO MENTIONED THE CLUSTER DEVELOPMENT AND RECOMMENDED THAT AS AN ACTION ITEM.

AND OUT OF THAT WHEN WE ADOPTED THE UNIFIED DEVELOPMENT CODE, IT CREATED THE CONSERVATION RESIDENTIAL OVERLAY TO HELP IMPLEMENT THAT.

THEN WE COME TO THE THE CURRENT PLAN, WE ARE UNDER THE PATHWAY TO 2040 PLAN.

THIS WAS ADOPTED IN 2016, KIND OF BUILT ON THAT LAST PLAN.

IT CALLED THAT RURAL CORE AREA.

THE RANCH PRESERVATION CHARACTER AREA CALLED FOR THE PRESERVATION OF RANCHES FARMS AND IT MENTIONED TYPICALLY GREATER THAN 20 ACRES AND WANTING TO PRESERVE AGRICULTURAL ACTIVITY.

AND THE DETAILS ON DENSITY AND USES.

IT MENTIONS THE AVERAGE DENSITY OF 10 TO 20 ACRES, WITH ABOUT HALF OF IT PRESERVED AS KIND OF LARGE ESTATES AND RANCHES.

SO THAT'S KIND OF THE BACKGROUND OF THE PLANS WHERE WE'RE AT.

HOW DO WE IMPLEMENT THAT? WE USE ZONING TO IMPLEMENT THAT, AND WE HAVE THESE TWO ZONING DISTRICTS.

RURAL RESIDENTIAL IS IS THE BASE OUR LOWEST DENSITY ZONING DISTRICT WITH FIVE ACRE MINIMUM LOT SIZE.

IT ALLOWS AGRICULTURAL USES AND SINGLE FAMILY RESIDENTIAL USES AS WELL.

IT'S ALSO USED AS KIND OF AN INTERIM HOLDING DISTRICT FOR AREAS THAT AREN'T READY TO DEVELOP BUT ARE SHOWN AS ANOTHER USE ON THE FUTURE LAND USE MAP AND THE COMP PLAN.

SO THERE'S AREAS LIKE AROUND THE NORTHWEST REGIONAL AIRPORT THAT'S SHOWN FOR BUSINESS PARK USES, THERE'S AREAS OFF OF 35 W THAT ARE IDENTIFIED FOR MIXED USE OR NEIGHBORHOOD RESIDENTIAL IN THE FUTURE BUT ARE CURRENTLY ZONED RURAL RESIDENTIAL.

SO THE IDEA IS WHEN THOSE AREAS ARE READY, THEY CAN COME IN WITH A ZONING APPLICATION AND P AND Z AND COUNCIL WILL REVIEW IT AGAINST THAT PLAN AT THAT TIME.

AND THEN THE CROW, THAT'S THE OVERLAY DISTRICT THAT ALLOWS FOR CLUSTERING.

IT'S OVER THAT RANCH PRESERVATION RURAL CORE AREA AND ALLOWS FOR ONE ACRE LOTS IF THERE'S WATER SERVICE THERE, TWO ACRE LOTS IF NOT IN COMBINATION WITH OPEN SPACE.

SO IT KEEPS THAT OVERALL DENSITY OF ONE HOME PER FIVE ACRES.

SO HERE'S SOME OF THE ISSUES WITH THAT CURRENT IMPLEMENTATION.

THE THE S.R.O.

IS A GREAT IDEA, BUT WE'VE SEEN NO DEVELOPMENT SINCE SINCE IT WAS ADOPTED, NO DEVELOPMENT ACCORDING TO THE S.R.O..

I THINK EITHER IT'S JUST KIND OF UNKNOWN OR MISUNDERSTOOD.

WE'VE TRIED TO INTRODUCE THE CONCEPT TO LANDOWNERS AND DEVELOPERS LOOKING AT SOME OF THESE RURAL RESIDENTIAL PROPERTIES AND LOOKING AT IDEAS TO DEVELOP IT.

BUT I THINK PART OF THE PROBLEM MAY BE JUST THE STRICT LOT SIZE REQUIREMENTS AND OPEN SPACE PERCENTAGES THAT ARE REQUIRED, MAYBE A HINDRANCE.

AND IF WITH A LITTLE BIT MORE FLEXIBILITY, YOU COULD GET VERY SIMILAR PROJECTS.

SO MAYBE LIKE A PLAN, DEVELOPMENT TYPE ZONING, MAYBE MAYBE AN EASIER WAY TO ARRIVE AT ABOUT THE SAME THING OR SOMETHING SIMILAR.

AND I THINK DEVELOPERS ARE MORE USED TO THAT PROCESS.

THEN WITH RURAL RESIDENTIAL ZONING, IT'S WE'VE SEEN VERY LIMITED DEVELOPMENT WITH WITHIN THAT ZONING DISTRICT AS WELL.

THE MOST RECENT IS PART OF THE STARDUST RANCH DEVELOPMENT, BUT THESE WEREN'T REALLY TYPICAL FIVE ACRE LOTS.

IT'S KIND OF ONE ACRE LOT ON THE FRONT AND VERY LONG, DEEP LOTS IN THE BACK.

FOUR ACRES IS KIND OF IN FLOODPLAIN.

ANOTHER ISSUE IS THIS DOESN'T REALLY PROTECT OR PRESERVE LARGER OPEN SPACES AND RANCHES.

IT'S SINCE IT HADN'T BEEN DEVELOPING.

WE DO STILL HAVE A LOT OF THESE OPEN RICHARDS, BUT THERE ARE OPEN SPACES AND RANCHES.

BUT THERE IS A POTENTIAL THAT COULD BECOME AND COME IN AND DEVELOPED AND CUT UP AT FIVE ACRE LOTS DEVELOPED AREAS OF THE RURAL RESIDENTIAL ZONING, LIKE OUR BRIANS PLACE SUBDIVISION OFF A SCHOBER ROAD AND NORTH LAKE COUNTRY ESTATES AND BINGHAM ROAD AND STUFF. THOSE ARE MORE RESIDENTIAL FOCUSED WHEN THEY'RE DEVELOPED, BUT THE UNDEVELOPED AREAS THAT ARE ZONED RURAL RESIDENTIAL ARE PRIMARILY AG USE.

BUT WE APPLY THE SAME STANDARDS TO BOTH WHEN THAT MAY NOT ALWAYS BE APPROPRIATE.

SO THE PROPOSAL IS TO CREATE A NEW AG ZONING DISTRICT.

SO THE PERMITTED USE USES WOULD BE PRIMARILY AG USES WITH SINGLE FAMILY AS A SUBORDINATE USE AND ALSO KEEP USES THAT REALLY AREN'T SUITABLE.

ALTS LIKE WE'VE TALKED ABOUT RECENTLY, WE COULD KEEP OUT SCHOOLS FROM THESE AREAS.

CHURCHES MAY BE A LITTLE BIT MORE DIFFICULT BECAUSE OF FEDERAL LAW, BUT PROPOSALS TO SET A MINIMUM LOT SIZE OF 20 ACRES, AS YOU SAW THAT 20 ACRES MENTIONED IN THE PLAN AND DEVELOPMENT STANDARDS RELATED TO DEVELOPMENT IN THIS ZONE COULD BE LESS RESTRICTIVE DUE TO THE VERY LOW DENSITY NATURE OF AND NATURE OF AG USES.

SO IT COULD KIND OF SET A LITTLE BIT OF SEPARATION BETWEEN THIS ZONING DISTRICT AND RURAL RESIDENTIAL OR OTHER ZONING DISTRICTS.

SO THE PURPOSE OF THIS WOULD BE TO BETTER IMPLEMENT THE COMP PLAN BY PRESERVING THESE LARGER TRACTS.

IT WOULD BECOME THE BASE ZONING DISTRICT AND THE COULD BECOME THE BASE ZONING DISTRICT OF THE RANCH PRESERVATION CHARACTER AREA.

WE'D HAVE THE OPPORTUNITY TO REZONE EXISTING RURAL RESIDENTIAL PROPERTIES OR THOSE PROPERTY OWNERS WOULD HAVE THE OPPORTUNITY TO REZONE TO BACK TO RURAL RESIDENTIAL.

THEY'D LIKE TO DEVELOP FIVE ACRE LOTS OR THEY COULD GO THE CLUSTER ZONING ROUTE WITH THE ONE HOME PER FIVE ACRES AND THIS MAY BE HELPFUL, CAUSING THEM TO HAVE TO GO THROUGH A ZONING PROCESS AND WE CAN WORK WITH THEM.

ON HOW THE CLUSTERING CONCEPT COULD BRING A BETTER PRODUCT.

ALSO, IT COULD SERVE AS A HOLDING ZONE FOR AREAS OUTSIDE OF THE RANCH PRESERVATION CHARACTER AREA.

LIKE I SAID, THERE'S SEVERAL AREAS IN THE TOWN THAT ARE ZONED RESIDENTIAL CURRENTLY THAT THAT'S REALLY NOT THE ULTIMATE INTENDED USE.

SO THIS AG USE WOULD BE THE INTERIM ZONING UNTIL THE OWNER OR DEVELOPER IS READY TO DEVELOP, THEY WOULD REQUEST A ZONING CHANGE AT THAT TIME.

AG ZONING IS MORE TRADITIONALLY USED IN THIS WAY AND MORE TRADITIONALLY UNDERSTOOD, ESPECIALLY IN AREAS LIKE OFF OF FREEWAYS.

IT WOULD BE PRIME PROPERTY AND UNDERSTAND THIS LIKELY TO REDEVELOP AND NOT STAY AG FOREVER.

IT WOULD REDUCE CONFUSION AND KIND OF A FALSE IMPRESSION.

SOMETIMES WHEN WE'VE SEEN SOME ZONING CHANGES, THERE'S THE IMPRESSION THAT BECAUSE IT WAS ZONED RURAL, RESIDENTIAL, IT WAS ALWAYS INTENDED TO BE RESIDENTIAL AND PLAN THAT WAY. SO THE PROCESS TO MAKE THIS HAPPEN WOULD TAKE TWO STEPS.

THE FIRST STEP WOULD BE CREATING THE DISTRICT THROUGH A UDC AMENDMENT.

THAT WOULD BE THE SOMEWHAT EASY PROCESS.

AND THEN AFTER THAT'S DONE, THEN GET GO THROUGH REZONING PROPERTIES TO TO THE AG ZONING DISTRICT.

SO A COUPLE OF WAYS IT COULD HAPPEN.

AN OWNER COULD REQUEST IT AND THE TOWN COULD INITIATE IT AND THERE COULD BE SOME STRATEGIC LOCATIONS THAT WE WANT TO DO THAT POTENTIALLY.

IT COULD WORK AT WORKING THROUGH ALL OF THE UNDEVELOPED RESIDENTIAL AREAS AND CHANGE THAT.

THE EXISTING, OF COURSE EXISTING FIVE ACRE LOT SUBDIVISIONS WOULD REMAIN ZONED RURAL RESIDENTIAL BECAUSE THEY'RE UNDER THAT 20 ACRES OR THEY FIT WITH THE RURAL RESIDENTIAL IS REALLY INTENDED FOR SOME ADDITIONAL CONSIDERATIONS IS THAT.

WE COULD UPDATE DEVELOPMENT STANDARDS TO KIND OF DISTINGUISH BETTER BETWEEN THIS AG ZONING AND OTHER ZONING DISTRICTS.

SOME SOME OF THOSE THINGS COULD BE FENCE STANDARDS CAN'T DO EXTERIOR BUILDING MATERIALS ANYMORE, BUT MINIMUM HOME SIZE ACCESSORY BUILDINGS, IT COULD LOOSEN UP A LITTLE BIT ON THOSE AND KIND OF PROVIDE SOME DIFFERENTIATION AND MAYBE A REASON WHY SOME PROPERTY OWNERS MAY RATHER HAVE THAT AG USE AND THE RESIDENTIAL ZONING.

ALSO, ANOTHER IDEA IS THAT WE COULD JUST REMOVE THE CRO THE OVERLAY AND ACCOMPLISH THIS ACCOMPLISH THE SAME IDEA EITHER THROUGH HAVING A CONSERVATION RESIDENTIAL DISTRICT ON ITS OWN.

THAT COULD BE SOMEBODY COULD REZONE TO OR GO THROUGH A PLAN DEVELOPMENT PROCESS AND GET A SIMILAR PRODUCT.

FINALLY, THIS WAS BRIEFED TO PNC AT THEIR AUGUST 2ND MEETING.

AND BASED ON THAT BRIEFING AND DISCUSSION, THE CONSISTENT, CONSISTENT CONSENSUS FROM THE P AND Z WAS THEY WOULD LIKE TO CREATE A ZONING DISTRICT. THEY WANTED MORE A MORE DETAILED PLAN OF ACTION ON HOW PROPERTIES WOULD WE BE RE ZONED TO THIS DISTRICT.

THEY DESIRED TO WORK WITH PROPERTY OWNERS IN THE PROCESS AND THEY'RE CONCERNED ABOUT FORCING A REZONING ON PROPERTY OWNERS THAT THEY MAY NOT WANT.

AND SOMETHING THAT I REMINDED P AND Z ON THAT ANY OF THESE ZONING REZONING PROCESSES, WE WOULD WORK WITH THE OWNERS UP FRONT, BUT EVEN THROUGHOUT THE PROCESS THEY WOULD BE NOTIFIED BECAUSE THEIR PROPERTY IS BEING REZONED.

THEY WOULD HAVE THE THE RIGHT AND ABILITY TO ATTEND THE PUBLIC HEARING, TO HAVE WRITTEN, WRITTEN PROTEST AGAINST IT. AND MOST LIKELY THEY WOULD OWN 20% OF THE LAND IN THE NOTIFICATION AREA BECAUSE THEY OWN THE PROPERTY BEING REZONED.

AND THAT WOULD KICK IN A SUPERMAJORITY REQUIREMENT.

SO IT WOULD IT WOULD MAKE IT DIFFICULT TO DO IF A PROPERTY WAS AGAINST IT AND YOU WOULD BE PANSY AND COUNCIL B FULLY AWARE IF THE IF THE PROPERTY OWNER WAS AGAINST IT AS WELL.

AND I UNDERSTAND THAT THERE'S THERE WAS SOME ENORMOUS RISK.

THERE WERE SOME INCIDENTS THAT SHOULD NOT HAVE HAPPENED.

THERE WAS SOME RECKLESS ENDANGERMENT THAT HAS TO BE ADDRESSED.

BUT AT THE SAME TIME, I DON'T BELIEVE THAT THAT'S GOING TO BE ACCOMPLISHED BY REPEALING THE ORDINANCE.

THE EFFICACY, AS WE LOOK AT THE NUMBERS, AS WE LOOK AT THE ISSUE, WE HAVE GAPS OUTSIDE THE TOWN IN TERMS OF BEING ABLE TO ENFORCE.

WE HAVE GAPS INSIDE THE TOWN WHERE WE HAVE NEIGHBORHOODS THAT ALREADY BAN THESE FIREWORKS.

IN MY NEIGHBORHOOD, THE MASTER PLAN COMMUNITY AS A WHOLE IS ALL HAVE IT.

WE'VE ALL SIGNED AGREEMENTS TO THAT EFFECT AND LOTS OF US DO IT.

AND I SAY LOTS OF US.

I DON'T PERSONALLY I HAVEN'T PERSONALLY SHOT ANY AERIALS OFF WHERE WE HAD ISSUES THAT WE COULD ENFORCE.

CITATIONS WERE ISSUED AND IN SOME CASES WITHOUT WITHOUT WARNINGS.

I THOUGHT THEY WERE VERY WELL WRITTEN.

IT IT DOESN'T MATTER TO ME WHAT THEIR INTENT IS.

IT'S THE WILL OF THOSE PEOPLE WHO SIGNED ON THE DOCUMENT.

AND SO MY SECOND POINT IS FIRST EFFICACY.

WE HAVE SOME THINGS WE MIGHT BE ABLE TO ADDRESS, BUT A TOTAL BAN IS NOT GOING TO CHANGE.

ALL THE OTHERS WERE FOR IT.

I WILL SAY THAT ALMOST ALL OF THEM THAT WERE FOR IT HAD SOMETHING THEY SAID THAT THEY AGREE WITH WAS NOT ACCEPTABLE.

THE OTHER NIGHT, ALMOST ALL OF THEM SAID THERE SHOULD HAVE BEEN A BURN BAN BY DENTON COUNTY.

AND I'LL TELL YOU THAT THAT'S THE GENERAL CONSENSUS EVEN IN THE COUNTY TO THIS TIME, THE JOB DID GET DONE.

MOST OF THE PEOPLE WHO ARE SHOOTING OFF THE OTHER NIGHT ON JULY 4TH AND JULY 3RD, MOST OF THEM WERE DOING IT ILLEGALLY.

THE OFFICERS TRIED TO GET THERE TO FIGURE OUT WHAT WAS GOING ON, AND ONLY IN A FEW CASES WERE THEY ABLE TO CITE.

AND THIS IS SOMETHING THAT A LOT OF PEOPLE BELIEVE IS SOMETHING THEY WANT TO ENJOY ON THEIR PROPERTY BY VIRTUE OF THE FACT THAT THEY BOTH ARE EXPRESSING IT ACROSS OUR TOWN IN NUMBERS APPROACHING 90% OF THE COMMENTS THAT I GOT.

AND ALSO BY VIRTUE OF THE FACT THAT WE DO BELIEVE IN PROPERTY RIGHTS AND PEOPLE DOING SOME THINGS ON THEIR PROPERTY THAT THEY CAN CONTAIN, I UNDERSTAND HAS BEEN SAID CONTAINING IS THE KEY. AND THERE DOES HAVE TO BE SOME SOME RULES FOR GOOD ORDER.

AND I DO THINK TWO DAYS A YEAR IS MORE THAN ENOUGH.
