WE'VE HAD A CONSULTANT FOR THE LAST YEAR WORKING WITH US, HELPING US PRIORITIZE PROJECTS, HELPING US COAX MONEY FROM THE STATE AND TELL US HOW TO NAVIGATE THAT PROCESS. THERE'S BEEN A TREMENDOUS AMOUNT OF WORK DONE IN THIS SPACE THAT IS ONE OF THE THE MOST IMPORTANT THINGS WE DO IS ACQUISITION OF MONEY AND PLANNING FOR ROADWAYS. IT IS THE MOST SIGNIFICANT ASSET IN TERMS OF CAPITAL THAT WE HAVE IN OUR TOWN. AND SO WE'VE GOT QUITE A LOT GOING ON IN THIS SPACE AND WE WANT TO TRY TO UNPACK IT A LITTLE BIT TONIGHT AND JUST WALK THROUGH A LOT OF THE PRIORITIES, THE PRIORITIES THAT WE HAVE AND WHERE THOSE ARE GOING. IT DOESN'T NECESSARILY WE CAN'T NECESSARILY PRIORITIZE ROAD PROJECTS IN THE ORDER IN WHICH WE WOULD WANT TO STACK ALL THE ROADS. IT'S REALLY MORE A PRIORITIZATION WITHIN EACH SLEEVE OF FUNDING. SO STATE ROADS, COUNTY ROADS, PARTNERSHIP ROADS, LOCAL ROADS, DEVELOPMENT, ROADS THAT ARE DONE BY THE DEVELOPER, ALL OF THOSE CAN MOVE AT THE SAME TIME IN PARALLEL. SO THERE'S SOMETIMES WHERE WE MIGHT HAVE SOME PRIORITIES ON THE LIST AND MAY LOOK LIKE, WHY ARE WE GOING IN THAT ORDER? IT'S NOT REALLY THEY'RE KIND OF ALL CHARGING AHEAD AT THE SAME TIME, TRYING TO SEE WHICH ONES WE CAN GET THERE TO THE FINISH LINE. WE DO HAVE SOME INTENTION WITH SOME OF OUR ROADS IN TERMS OF WHEN THERE'S MULTIPLE PARALLEL ROADS, YOU KNOW, YOU DON'T WANT TO BE WORKING ON ALL THREE OF THEM AT THE SAME TIME IF YOU'VE ONLY GOT THREE OR TWO. SO THERE'S A LITTLE BIT OF PLANNING TO PRIORITIZE THEM. BUT AT THE END OF THE DAY, WE'RE TRYING TO RESPOND TO THE DEMANDS FOR OUR AREA AND CATCH UP IN TERMS OF INFRASTRUCTURE. WE'LL START WITH THE TEXAS PROJECTS YOU RECEIVED KIND OF THE THE PRECINCT FOUR REPORT IN VIA EMAIL LAST WEEK. YOU HAVE THAT YOUR PLACE ON THE DAIS. THE SAME REPORT FOCUSED ON NORTHLAKE PROJECTS. HE'LL GIVE AN UPDATE ON THE COUNTY PROCESS AND WHERE WE ARE AND THEN WE'LL JUMP INTO ALL OUR ROADS, BE IT COUNTY PARTNERSHIP OR OURS INDEPENDENTLY. WHILE HE'S COMING, I WILL POINT OUT THAT WE ARE INCREDIBLY BLESSED IN A WAY, AND THAT WHEN IT COMES TO ROADS, IF YOU'VE IF YOU KNOW WHAT THE PRICE POINT THE ROADS ARE AND YOU'RE GOING TO SEE SOME STAGGERING NUMBERS TONIGHT, YOU'LL QUICKLY FIND OUT THAT IF YOU ADD IT UP, THOSE THAT WERE TAKEN CARE OF VERSUS THOSE THAT ARE TAKEN CARE OF BY A DEVELOPER OR BY THE COUNTY OR BY THE STATE, THE NUMBERS ARE EXTRAORDINARILY LOPSIDED IN FAVOR OF EVERY OTHER ENTITY EXCEPT FOR US. SO WE ACTUALLY ARE DEDICATED. ROAD PROJECTS ARE EXTRAORDINARILY SMALL IN THE SINGLE DIGIT PERCENTAGES COMPARED TO THE WHOLE IN TERMS OF CAPITAL. SO THAT'S A NECESSITY BECAUSE WE COULD NEVER PAY FOR THE ROADS IN THIS AREA. WE'RE TALKING A COUPLE OF BILLION DOLLARS WORTH OF ROADS TO BUILD THE FULL EXTENT OF EVERY ROAD IN THIS AREA. A LOT OF THAT SIDE, 35 BUT THE OTHER FARM TO MARKET ROADS, THEY'RE THE EXPENSE OF THOSE ROADS WOULD BE MORE THAN THIS TOWN COULD EVER AFFORD, EVER. SO IT'S IMPORTANT TO HAVE ALL THOSE OTHER ENTITIES AND TO HAVE GUIDANCE IN THIS PROCESS. SO WITH THAT, JOHN, TAKE IT AWAY. JOHN POLSTER WITH INNOVATIVE TRANSPORTATION SOLUTIONS. I WORK FOR THE TOWN NORTHLAKE ON ROADWAY PROJECTS THAT ARE IN ALL SPECTRUMS OF FUNCTIONAL CLASSIFICATIONS FROM INTERSTATES ALL THE WAY DOWN TO LOCAL CITY STREETS. WHAT IT DREW MENTIONED IS WE'RE GOING TO GO THROUGH THE ON SYSTEM PROJECTS FIRST AND THEN WE'LL GET TO WHERE WE ARE ON THE 2022 TRANSPORTATION ROAD IMPROVEMENT PROGRAM FOR THE COUNTY AND THE TIMING ON THAT. AND THEN WE'LL BACK UP AND GET INTO THE WEEDS ON YOUR YOUR LOCAL PROJECTS. JUST. YEAH. OH, DO I DO IT? YOU CAN OR WE CAN. YEAH. WE'RE RIGHT BACK TOWARD MISTY. YEAH. YEAH. OR POINT TO HER. SHE'LL BE GLAD TO CLICK. OKAY. SO WHAT YOU HAVE HERE IS THE FM 407 NORTHLAKE PROJECT. IT'S A 14 MILE LONG PROJECT FROM ON ITS EAST SIDE FM 1830, ALL THE WAY OUT THROUGH JUSTIN AND NORTHLAKE TO JUST WEST OF JUSTIN. IT'S A GOING TO BE A FOUR AND ULTIMATELY SIX LANE. TEXAS FACILITY. IF YOU GO EAST OF 1830 ON THE 407. BACK IN THE NINETY'S WHEN THE COUNTY WAS WORKING WITH THE COMMUNITIES ALONG THAT CORRIDOR WE ARE STRONGLY ENCOURAGED THOSE COMMUNITY COMMUNITIES TO CONSIDER 407 AS AN ULTIMATE SIX LANE ROAD AND THEY SAID 407 WILL NEVER NEED TO BE ANY WIDER THAN FOUR AND SO THAT'S WHAT THEY DID. THE COMMUNITIES ALONG THIS CORRIDOR RECOGNIZED THE NEED FOR CAPACITY AND SO THIS, THIS PROJECT, AS WE PROGRESS THROUGH THE ENVIRONMENTAL CLEARANCE, WILL BE CLEARING A FOOTPRINT THAT WILL ALLOW ULTIMATELY SIX LANES OF TRAFFIC. SO YOU HAVE WE'RE LOOKING TOWARDS THE SCHEMATIC APPROVAL AND DECEMBER 2024 AND THERE'S THOSE GOING ORDER. SO WHAT YOU HAVE IS THE SCHEMATIC TELLS YOU WHERE THE ROAD IS ON IN THE IN THE WORLD SO THAT THE INDIVIDUALS CAN LOOK AT IT AND BE CLEAR ON IN THEIR MIND WHERE THAT PROJECT IS AND HOW IT IMPACTS THEM. AND THEN THAT'S WHAT WE ENVIRONMENTAL. CLEAR AND THE ENVIRONMENTAL CLEARANCE PROCESS LOOKS AT THE THE IMPACTS TO THE FLORA FAUNA PLANTS, ENDANGERED SPECIES, AIR QUALITY HUMAN BEINGS, ETC. AND WE ARE TARGETING A FEBRUARY 20, 25 TIME FRAME, AND IT USUALLY TAKES ABOUT TWO YEARS FROM WHEN YOU START TO GET SOMETHING ENVIRONMENTALLY CLEARED. AND YOU'LL NOTE ASTERISKS ON THE REST OF THOSE. SO THE ENVIRONMENTAL CLEARANCE DRIVES. THE NEXT SO YOU CAN'T BEGIN TO PICK UP RIGHT AWAY ON A PROJECT UNTIL THE PROJECT'S ENVIRONMENTAL IS CLEARED BY THE FEDERAL GOVERNMENT. BECAUSE YOU CAN'T BUY RIGHT AWAY IF THE FEDERAL GOVERNMENT DOESN'T AGREE WITH THE ALIGNMENT. SO ONCE WE GET CLOSE TO THE ENVIRONMENTAL CLEARANCE, WE'LL KNOW WHAT THE RIGHT OF WAY IMPACTS ARE. WE'LL BE ABLE TO START TALKING ABOUT A COMPLETION DATE ON THAT. ONCE A RIGHT ALWAYS ACQUIRED, IT IMPACTS THE ROADWAY. WHEN YOU GO FROM TWO LANES TO SIX, IT IMPACTS UTILITIES THAT ARE IN THE CORRIDOR AND ADJACENT TO THE CORRIDOR. THOSE CONFLICTS ARE ANALYZED AND RELOCATION BEGINS. AND THAT USUALLY TAKES ABOUT A YEAR TO 14 MONTHS, WHICH WHEN YOU GET THE SCHEMATIC DONE, THE ENVIRONMENTAL CLEARANCE DONE THE RIGHT OF WAY, ACQUISITION AND UTILITY RELOCATIONS COMPLETED, YOU'RE AT WHAT'S CALLED A READY OUTLET DATE, WHICH MEANS THAT EVERYTHING YOU CAN DO ON THE PROJECT HAS BEEN DONE. AND THEN YOU'RE WORKING ON THE OTHER SIDE OF THE COLUMN WHERE IT SAYS ESTIMATED CONSTRUCTION COSTS AND FUNDING. AND SO YOU WANT THE FUNDING TO HIT PRETTY CLOSE TO THE RIGHT OF THE LIGHT DATE, AND YOU'LL SEE THESE AS WE GO IN THE OTHER PROJECTS. THIS THIS PROJECT JUST GOT KICKED OFF ABOUT THREE MONTHS AGO. [00:10:03] SO WE'RE IN THE MIDDLE OF. PRIMARILY IF YOU GO BACK BACK ONE TO THE MAP IN THE JUSTIN AREA WHERE YOU SEE THE LITTLE CIRCLE, WE GO THROUGH TOWN ON WHAT'S CALLED 12TH STREET AND THERE ARE SOME HOMES THAT ARE ARE SIGNIFICANTLY IMPACTED BY THE ALIGNMENT. AND SO WE ARE LOOKING AT POTENTIALLY WORKING ON A HARDSHIP ACQUISITION FOR THOSE ENTITIES, THOSE PEOPLE, WHICH MEANS THAT THEY CAN BE ACQUIRED PRIOR TO ENVIRONMENTAL CLEARANCE, SUBJECT TO THEIR AGREEMENT TO THE TO THE COST ASSOCIATED WITH THAT ACQUISITION. SO THAT'S PRETTY MUCH WHERE WE WERE ON 407. ON THE 40 MILE PROJECT. SO THEN THE NEXT ONE IS A SUBSET. OF THAT PROJECT, WHICH WE ARE PULL OUT AS A BREAKOUT PROJECT. AND THAT PROJECT IS FROM CLEVELAND. GIBBS ON THE WEST TO GATEWAY ON THE EAST. AND THERE'S A LOT OF DEVELOPMENT THAT IS GOING ON IN THIS AREA. AND SO WE'RE BREAKING THAT OUT FROM THE OVERALL PROJECT. WE ANTICIPATE IT'LL BE ABOUT $25 MILLION TO GET THE WORK DONE, AND THAT INCLUDES SOME WORK UNDERNEATH THE BRIDGE AT 35 AND THESE PRICES ARE GOING UP SIGNIFICANTLY. TEXTILE IS SEEING 30% INCREASE IN COSTS EVERY SIX MONTHS OR SO. SO WHEN YOU GET TO THE END OF THE YEAR, SOME OF THESE PROJECTS HAVE GONE UP 100% ALMOST, BUT WE'RE GOING TO GET THROUGH IT. WE ARE SHOOTING FOR BOTH JANUARY JUST IN THE NEXT COUPLE OF DAYS. BOTH THE SCHEMATIC AND THE ENVIRONMENTAL CLEARANCE BEING CLEARED. WE HAVE AN ASTERISK ON RIGHT OF WAY ACQUISITION BECAUSE MOST OF THE PROPERTY OWNERS OUT THERE THAT ARE IMPACTED ARE WILLING TO DONATE. AND WE'RE WORKING OUT THE IMPACTS ON THAT. AND THIS WILL BE BUILT AS A SIX LANE WILL GO STRAIGHT TO SIX LANES IN THIS AREA AND THEY WILL MAKE TEMPORARY IMPROVEMENTS UNDER THE BRIDGE. CAN YOU GO BACK TO THE BRIDGE? THE MAT WILL MAKE TEMPORARY IMPROVEMENTS UNDER THE BRIDGE NOW. TO GET FIVE LANES OF TRAFFIC SO CURRENTLY HAVE ONE LANE OF TRAFFIC AND THEN THAT HALF SUICIDE LANE IN EACH DIRECTION. WHEN WE'RE WHEN WE'RE DONE WITH THE INTERIM UNDER THE BRIDGE, IT'LL HAVE FIVE LANES TO IN EACH DIRECTIONS AND A HALF TURN LANE AS WELL. BUT RIGHT BEHIND US ON 35 IS A. ULTIMATE IMPROVEMENTS ON 35 W WHERE WE'RE GOING TO BUILD THE FRONTAGE ROADS FROM 407 NORTH INTO DENTON AND RECONSTRUCT THE INTERCHANGES COMPLETELY. SO WE DON'T WANT TO DO ANYTHING UNDER THIS BRIDGE THAT'S THROW AWAY BECAUSE IN ABOUT A YEAR AND A HALF WE'LL BE COMING BACK TO ACTUALLY BUILD THE BRIDGE STRUCTURE WITH ITS FULL SIX LANES. SO SINCE WE'RE JUST WAITING ON THE ENVIRONMENTAL CLEARANCE IS WAITING ON CONFORMITY FROM THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, CONFORMITY IS WHERE THE CLEAN AIR ACT AND WHAT YOU SPEND ON TRANSPORTATION. YOU CAN'T BUILD ROADS THAT MAKE THE AIR DIRTY. AND SO THEY HAVE TO CHECK THE ROADS WITH THE CLEAN AIR ACT AND THEY HAVE TO MAKE SURE IT CONFORMS. SO WE'RE WAITING ON OUR CONFORMITY APPROVAL AND WE SHOULD GET IT BEFORE THE END OF THE MONTH, AND THEN WE'LL ROLL RIGHT INTO PROCURING THE RIGHT OF WAY THAT'S BEING DONATED AND RELOCATION OF UTILITIES. THE INTENT IS TO HAVE UTILITIES COMPLETE BY THE END OF THIS YEAR. BUT IT'S STILL ASTERISK BECAUSE WE'RE NOT CLEARED ENVIRONMENTALLY. AND JOHN, BEFORE WE LEAVE THIS. I'M A LITTLE CURIOUS AS TO THAT TIMELINE. I MEAN, I DON'T REALLY UNDERSTAND THE TIMELINE AND ALL THE STEPS THAT HAVE TO GO INTO IT, BUT IN PROJECTING FROM THE OTHER PROJECTS AND IN OUR CONVERSATIONS, IT DOESN'T LOOK LIKE IT'S GOING TO BE IN THIS DECADE. UH. AND SO INSTEAD OF ANSWERING THAT WITH A GUESS, I'M GOING TO WALK THE LOGIC. SO IF WE DO GET FEBRUARY 25 CLEARANCE, THE RIGHT OF WAY ACQUISITION PROBABLY WILL TAKE ABOUT 12 MONTHS TO, LET'S SAY A YEAR AND A HALF. SO NOW YOU'RE AT FEBRUARY 25, YOU'RE MAY OR JUNE OF 26, RIGHT? ANOTHER YEAR, JUNE OF 27, LET'S SAY END OF 27 UTILITY RELOCATIONS. TYPICALLY THE COUNTY DOES THE ADVANCED PLANNING IN THIS CASE WITH THE COUNTY GOING TO DO ONE PROJECT. SO WE PICKED 1171 TEXT THAT SAID IF YOU DO 1131 WE'LL DO 407. THEY'VE GOT CIVIL ASSOCIATES. THEY WEREN'T ANTICIPATING BEGINNING ENVIRONMENTAL CLEARANCES QUICKLY, BUT WE TOLD THEM BASED ON OUR NEED FOR THIS, THIS AREA, THEY AGREED TO MOVE OUT ON THE ENVIRONMENTAL CLEARANCE. SO THE ONLY WAY TO KEEP IT MOVING IS TO JUST STAY FOCUSED WITH THESE FOLKS AND MAKE SURE THAT THEY DON'T DRAG THEIR FEET. AND I KNOW EVERYBODY WANTS THESE ROADS QUICKLY, AND I SAY IT SOMEWHAT IN TONGUE IN CHEEK, BUT IT IS A REALITY IF WE GO MUCH FASTER, THE ONLY WAY WE COULD GO MUCH FASTER IS IF WE VIOLATED YOUR PROPERTY RIGHTS, DIDN'T INCLUDE YOU IN THE PROCESS AND PAID NO ATTENTION TO THE ENVIRONMENT. THE EXPANSION OF THE ROAD STRIPING THE SAFETY ISSUES, THE ROADWAY ACQUISITION, THE BUILDOUT OF THESE NEIGHBORHOODS LIKE ALL OF THIS, IT'S A MUCH, MUCH MORE DIFFICULT THING TO IMAGINE ONCE PEOPLE HAVE MOVED IN, ESPECIALLY WITH 130 MILLION PLUS HOMES. SO I THINK THIS IS A PRIORITY. AND GIVEN WE WENT OUT ON A LIMB A LITTLE BIT TO TRY AND GET FLORENCE DONE AHEAD OF SOME SOME EXPANSION UP IN THAT AREA. AND WE'VE BEEN TRYING TO GET SOME INFORMATION ON THIS AND SOME OTHER OPTIONS FOR THEM BECAUSE THERE'S A MYRIAD OF OPTIONS HERE. ONE, THEY CAN JOIN SD ONE AND EXTEND SD ONE, WHICH WE'D HAVE TO VOTE ON. AND IT'S A COMPLICATED PROCESS. THEY CAN NOT FORM THIS AND JUST KEEP DOING KIND OF THE PONDER. BECAUSE IF WE OPT OUT THE ON DROP ROAD AND DOWN NEAR SAM WYLIE AND THEN THEY GO AND FORM SD TWO WITHOUT THOSE AREAS, THEN THOSE TWO AREAS BECOME ISLANDS WITHOUT FIRE PROTECTION AND THEY HAVE TO COME UP WITH THEIR OWN CONTRACTS WITH THE LOCAL FIRE SERVICE. AND THAT JUST PUTS AN UNDUE BURDEN ON THAT. I WANT TO SEE US OPT. MY RECOMMENDATION TO YOU IS TO OPT INTO THIS PETITION, WHICH IS A CONSENT ALLOWING THEM TO MOVE FORWARD WITH THE NEXT STEP OF PUTTING IT ON THE BALLOT. THEY PROVIDE THE FIRE SERVICE, FORMERLY ARGYLL VOLUNTEER FIRE DEPARTMENT. SO IT'S SIMILAR IN STRUCTURE. THEY WANT IT'S BASICALLY A PARTNERSHIP ACROSS ALL THOSE AREAS TO MAKE SURE THAT EVERYBODY CONTRIBUTES AND EVERYBODY GETS FIRE SERVICE AND THE FIRE BUILDINGS GET BUILT UP AND THEY ACQUIRE MORE ASSETS. THEY'RE RUNNING WITH EIGHT PERMANENT EMPLOYEES OVER THERE RIGHT NOW AND A BUNCH OF VOLUNTEERS, THE SD ONES RUNNING WITH, I THINK, 40 OR 50 FULL TIMERS NOW. SO THAT'S THE SCALE. IT'S PRETTY SIGNIFICANT, BUT IT'S ALMOST SIMILAR SIZED. SO THAT'S HOW MUCH TERRITORY THEY NEED TO COVER. SO I KNOW THAT'S A LITTLE BIT LONG, BUT THERE'S AN AWFUL LOT THAT GOES INTO THIS.
