PROCLAMATIONS AND PRESENTATIONS IS A AWARD THAT WAS PRESENTED TO THE TOWN IN THE FINANCE DEPARTMENT. SO WE'VE GOT A COUPLE OF STAFF. THEY'RE GOING TO SHARE WHAT THAT IS ABOUT.

COME ON DOWN, JOHN. GOOD EVENING, MIRIAM COUNCIL. SO THIS IS A WAR THAT WE'VE BEEN WORKING ON FOR? PROBABLY ABOUT THREE YEARS. THESE STANDARDS SET THE HIGHEST TRANSPARENCY LEVEL THRESHOLDS ARE IN GOVERNMENT FINANCE, AND SO THEY'RE TESTING IT TO SEE IF WE MEET EVERY SINGLE CRITERIA, AND THAT'S THE ONLY WAY YOU RECEIVE THIS AWARD. THAT'S ALSO I WAS KNIGHTED LAST YEAR'S BECAUSE THERE IS ONE THING WRONG IN IT, AND SO WE CORRECTED IT. AND IT WASN'T A FINANCIAL MISSTATEMENT. IT WAS JUST DID NOT HAVE A CERTAIN PRESENTATION. THEY WANT IT, SO THEREFORE IT DID NOT MEET THEIR STANDARDS. UM WE SUBMITTED THIS WARD OVER 10 MONTHS AGO, AND IT TOOK THEM THAT LONG TO REVIEW AND TO ACTUALLY GET IT BACK TO US THAT GOES THROUGH PRETTY RIGOROUS REVIEW PROCESS PROVIDES LOTS OF COMMENTS IN THE COMMENTS THEY PROVIDE GO INTO THE NEXT YEAR'S AUTO DOCUMENT AS WELL. SO UM NOW WE'VE RECEIVED THIS WORD. IT WILL HELP US TO RECEIVE THIS WORD IN THE FUTURE. BUT THE BIG IMPORTANT THING IS ALL THE STANDARDS ARE REALLY IMPORTANT TO PEOPLE WHO BUY OUR DEBT. IT WAS IT WAS A TOUGH DEAL FOR THEM, BUT THEY HAD A LOT OF HIGH PRAISE FOR YOU FOR CATCHING IT AND FOR BEING AS AGGRESSIVE AS YOU WERE TO HELP US, MAKE SURE WE GET THAT RECTIFIED. AGREEMENT. THE LAST MINUTE YOU HEARD FROM WHO WOULD REPRESENTATIVES, AND THEY TALKED ABOUT THE PROJECT THIS MEETING. WE WANT TO DRILL DOWN INTO THE DEVELOPMENT AGREEMENT. SO I'VE GOT A NUMBER OF SLIDES. YOU HAVE THE FINAL DRAFT OF THE DEVELOPMENT AGREEMENT IN FRONT OF YOU SO FEEL FREE TO FLIP THROUGH THAT WE WE'VE BEEN GOING DOWN TO THE LAST MINUTE WITH TWEAKS RELATIVELY MINOR STUFF. WE HAD DRAINAGE LISTED ON THERE , AND THAT WASN'T GOING TO BE ON THE LIST ANYMORE. SO VERY MINOR DETAILS FROM WHAT YOU SAW AT YOUR LAST MEETING, AND WE'VE BEEN DISCUSSING THIS FOR MANY MONTHS NOW, SO I'M HOPE THAT THERE'S NO SURPRISES THERE. MOST OF THAT'S IN THE E. T J. THERE IS A RECENT, RELATIVELY RECENTLY ACQUIRED PARTIAL THAT'S IN THE TOWN LIMITS, BUT THIS WILL BE TREATED AS ONE LARGE DEVELOPMENT INDUSTRIAL PARK. AND THIS IS THE THIS IS THE SOUTHWEST CORNER OF NORTH LAKE. IT'S UH HUH. MOST OF THE LAND ABOVE TEXAS MOTOR SPEEDWAY ON THE NORTH SIDE OF VICTORY CIRCLE. UM SO THE CONDITIONS FOR THE DEVELOPER THIS LIKE WE SAID , LIKE I SAID, THIS IS MAINLY IN THE T. J. WE WANT THIS ANNEX AND

COUNSELOR HAS DIRECTED ME TO TELL THEM THAT AND THEY HAVE AGREED THAT THIS WILL BE THE NEXT IMMEDIATELY AT THE BEGINNING OF THE PROCESS. ADDITIONAL WATER CAPACITY PROJECT THAT GOES THROUGH HILLWOOD PROPERTY, PRIMARILY ABOUT 75% OF THAT ROUTE IS IN HILLWOOD PROPERTY TO THE EAST OF THE ALLIANCE AIRPORT RUNWAY AND THEN SOME EXISTING PROPERTY THAT HILL WAS ALREADY DEVELOPED NORTH ALLIANCE NORTHPORT ON THE OTHER SIDE OF 35 W THERE WERE WORKING WITH TRINITY RIVER AUTHORITY. TO HAVE A REGIONAL LINE THROUGH THERE. SO THE DEDICATION OF THAT EASEMENT SO SOME VERY IMPORTANT PIECES OF PROPERTY THERE. AH TO DO THIS, TOO. SO WE'RE HAVING THE DEVELOPER BUILD OUR INFRASTRUCTURE. THEY'RE GOING TO ISSUE THE DEBT. THEY'RE GOING TO CARRY THAT ON THE BOOKS. AND INSTEAD OF US ISSUING THE DEBT AND HAVING THAT GO AGAINST US, THEY'RE GOING TO ISSUE THAT AND TAKE THAT RISK. OUR INCENTIVE OR ONE OF OUR INCENTIVES IS TO CREATE A TERSE TO FINANCING YOUR TAX ARGUMENT REINVESTMENT ZONE. IT WILL BE A 25 YEAR ZONE. AND SO THEY WANT TO ENSURE THAT THAT STAYS IN THAT CONTINUES TO BE A LEADER IN THAT INDUSTRY. UM, WE SCHEDULED THE CONSTRUCTION OF THE WATER SEWER INFRASTRUCTURE AGAIN. THE PROJECTS THAT TALKED ABOUT. ALSO IN THIS IS A SHARING OF SOME INFRASTRUCTURE. THE TOWN WILL AH HAND THE INTERIM PUMP STATION.

TO THE DEVELOPER TO BUILD AND WILL BUILD THE ELEVATED STORAGE TANK. WE HAVE THE FUNDS FOR THAT, AS PART OF THE 2020 21 SERIES OR 2022 SERIES OF CEO, SO WE HAVE THAT FUNDING. AS WE DO.

TYPICALLY WITH THESE LARGE DEVELOPMENTS, WE WAIVE CERTAIN FEES. WE, UM UM. WE WE WAVE 50% OF OUR BUILDING INSPECTION FEES BECAUSE AS YOU KNOW, WE OUTSOURCE THAT SO WE DON'T MAKE SURE OUR COSTS ARE COVERED. UM IF THEY CITE THE CONSTRUCTION CELLS IN ON THE PROPERTY. WE WILL BENEFIT AND GET A TWO ADDITIONAL 2% SALES TAX 1% THAT GOES TO GENERAL FUND WILL KEEP FOR OPERATIONS. THE 1% THAT IS CUMULATIVE OF THE NBC AND CBC WILL BE REIMBURSED BACK TO THEM . UM, TO MAKE THIS HAPPEN. WE NEED TO GET AN ADDITIONAL TWO MG D FROM FORT WORTH, AND WE'VE ALREADY FUNDED THAT WE'RE IN THE PROCESS AGAIN. WE DID USE ESTIMATES FROM THE NORTHPORT OUR EXPERIENCE THERE ON THE ON THE LOWER SIDE TO GIVE US AN ESTIMATE OF WHAT THE VALUATIONS ARE HERE, AND THEY'RE VERY POSITIVE FOR US, EVEN AT THE BASE OF DISTRIBUTION MODEL, THE SMALLEST LEVEL OF TAX YIELD PER SQUARE FOOT.
