AS IS OUR NORMAL ORDER. WE HAVE A INVOCATION TO START. AND TONIGHT WE HAVE PASTOR PAUL HERE. I BELIEVE YOU HERE FOR THAT PURPOSE, ALL RIGHT? ALL RIGHT. COME ON, DOWN. OPEN US IN PRAYER, PLEASE. THANK YOU GUYS. LET'S BREAK. HEAVY FATHER, I THANK YOU SO MUCH. I'M SO BLESSED TO LIVE IN A WONDERFUL TOWN THAT IS JUST FILLED WITH EXCELLENT COMMUNITY AND LORD. I KNOW THAT WE'RE GROWING AND I AM SO GRATEFUL FOR THAT. GRATEFUL FOR NEW RELATIONSHIPS. LORD DO YOU WANT US TO GROW AND THRIVE IN COMMUNITY AND THIS IS JUST SUCH A GREAT PLACE TO DO THAT.

TO RECOGNIZE A COUPLE OF OUR DEPARTMENTS IN OUR TOWNS. COUPLE OF THE KEY FUNCTIONS. UM AND IT JUST SO HAPPENS THAT BOTH OF THEM ARE IN THIS PERIOD OF TIME THAT CONGRESS AND THE STATE OF TEXAS HAVE DESIGNATED THESE WEEKS AS OPPORTUNITIES FOR US TO RECOGNIZE OUR SOME OF OUR PUBLIC SERVANTS. SO I'VE GOT TO PROCLAMATIONS HERE TONIGHT. WE'LL START WITH THE FIRST ONE.

THAT'S FOR OUR POLICE. AND I'D LIKE TO READ THIS PROCLAMATION TO YOU TONIGHT. IT SAYS THIS, WHEREAS LAW ENFORCEMENT OFFICERS PLAY AN ESSENTIAL ROLE IN OUR ENSURING OUR SAFETY AND SAFEGUARDING OUR RIGHTS AND FREEDOMS, WHEREAS OUR OFFICER'S PARTNER WITH SICKNESSES CITIZENS TO KEEP OUR COMMUNITIES SAFE AS POSSIBLE. BY ENFORCING TRAFFIC LAWS. PROACTIVE POLICING AND FORMING NEIGHBORHOOD WATCH GROUPS. AND WHEREAS WHEN AN UNSAFE SITUATION DOES ARRIVE OFFICERS OF THE FIRST TO RESPOND AND PROVIDE ASSISTANCE, OFTEN A GREAT RISK TO THEIR OWN PERSONAL SAFETY. AND WHEREAS NORTHLAKE POLICE OFFICERS CONTINUE TO FACE INCREASED DANGER, BOTH SEEN AND UNSEEN SCRUTINY AND THE PERFORMANCE OF THEIR OFFICIAL DUTIES AND WHEREAS IN 2022 NORTHLAKE POLICE OFFICERS RESPONDED TO OVER 4769 CALLS FOR SERVICE ARRESTED 280 SUSPECTS MADE 5850 FOR TRAFFIC STOPS REMOVED 48 IMPAIRED DRIVERS FROM OUR ROADWAYS. AND PROVIDED NEEDED SECURITY AND PARTICIPATE IN NUMEROUS COMMUNITY EVENTS. AND WHERE IS CONGRESS AND THE PRESIDENT OF UNITED STATES HAVE ESTABLISHED MAY 15TH AS PEACE OFFICERS MEMORIAL DAY AND THE WEEK IN WHICH IT FALLS AS NATIONAL POLICE WEEK. THEREFORE, THE TOWN OF NORTH LAKE IN THE TOWN COUNCIL HEREBY PROCLAIM MAY 15TH AS PEACE OFFICERS MEMORIAL DAY AND THE UPCOMING WEEK NATIONAL POLICE WEEK. SO IT'S OUR IT'S OUR PRIVILEGE TO RECOGNIZE OUR POLICE AND THE SERVICE THEY PROVIDE TO OUR TOWN. WE DO APPRECIATE EACH AND EVERY ONE OF THEM THEIR SERVICE, THEIR DEDICATION AND PROFESSIONALISM AND THEIR DEDICATION TO THEIR CRAFT. SO TONIGHT WE HAVE THE CHIEF HERE, CAPTAIN. ALRIGHT AND SECOND AND DEFINITELY NOT LEAST ANOTHER FUNCTION OR TOWN IS OUR PUBLIC WORKS TEAM, AND THEY OFTEN WORK EVEN SORT OF FURTHER FROM OUR VIEW, EXCEPT THAT ON THE ROADS, BUT WE TEND TO SEE THE POLICE CARS MORE OFTEN AND THEIR THEIR WORK, AND WE ALSO SEE THE STAFF HERE AT TOWN HALL WORKING, BUT THEY WORK IN SOME DIFFICULT CONDITIONS OUT THERE IN THE NIGHT IN THE COLD AND THE HEAT. AND OFTEN OUT THERE IN DANGER AS WELL ON THE ROADWAYS, BUT I'D LIKE TO READ THIS PROCLAMATION REGARDING OUR PUBLIC WORKS TEAM. WHEREAS PUBLIC WORKS PROFESSIONALS FOCUS ON INFRASTRUCTURE FACILITIES AND SERVICES THAT ARE VITAL IMPORTANCE TO SUSTAINABLE AND RESILIENT COMMUNITIES INTO THE PUBLIC HEALTH, HIGH QUALITY OF LIFE AND WELL BEING OF THE TOWN OF NORTH LAKE. WHEREAS THESE INFRASTRUCTURE FACILITIES AND SERVICES COULD NOT BE PROVIDED WITHOUT THE DEDICATED EFFORTS OF PUBLIC WORKS PROFESSIONALS WHO ARE ENGINEERS, MANAGERS AND EMPLOYEES AT ALL LEVELS OF GOVERNMENT AND PRIVATE SECTOR.

YOU ARE RESPONSIBLE FOR REBUILDING, IMPROVING AND PROTECTING OUR NATION'S TRANSPORTATION, WATER SUPPLY, WATER TREATMENT AND SOLID WASTE SYSTEMS, PUBLIC BUILDINGS AND OTHER STRUCTURES AND FACILITIES ESSENTIAL FOR OUR CITIZENS. AND WHEREAS IT IS IN THE PUBLIC INTEREST FOR CITIZENS, CIVIC LEADERS AND CHILDREN IN THE TOWN OF NORTH LAKE TO GAIN KNOWLEDGE OF AND TO MAINTAIN A PROGRESSIVE INTEREST AND UNDERSTANDING THE IMPORTANCE OF PUBLIC WORKS AND PUBLIC WORKS PROGRAMS IN THEIR RESPECTIVE COMMUNITIES. AND WHEREAS THE YEAR 2023 MARKS THE 63RD ANNUAL NATIONAL PUBLIC WORKS WEEK, SPONSORED BY VARIOUS ASSOCIATIONS NOW THEREFORE THE TOWN OF NORTH LAKE IN THE TOWN COUNCIL PROCLAIMED MAY 21ST TO THE 27TH AS PUBLIC WORKS WEEK.

AND I WOULD JUST WANT TO RECOGNIZE OUR PUBLIC WORKS PROFESSIONALS. WE DO HAVE OUR DIRECTOR OF PUBLIC WORKS HERE TONIGHT. ERIC APPRECIATE YOU VERY MUCH. US ABOUT CHALLENGES ARE FACING AND WHAT THEY'RE DOING THEIR PLAN OF ATTACK AND THEY'VE DONE A GREAT JOB MOVING THINGS FORWARD. I THINK WE GOT SOME SOME ADDITIONAL TOPICS TO CONSIDER TONIGHT. WHO WHO'S GOING TO TALK TO US ABOUT? THIS WAS MORE OF A REQUEST. THE CHIEF IS HERE. I'M SURE HE COULD JUSTIFY HIS REQUEST. UM WITH NO WARNING AT ALL. SO YOU WON'T COME UP, BUT CHIEF AND WE'VE GOT SOME INFORMATION THAT THEY PRESENTED TO US. WE'VE ENCAPSULATED THE LETTER THAT THEY SENT US. EVEN MAYOR GLAD TO BE HERE. AS YOU KNOW WE WERE. WE CAME LAST MONTH AND GAVE YOU A 90 DAY KIND OF 1ST 90 DAY REPORT ON THAT DATE AND HOW WE'RE DOING WE DID DISCOVER THAT TIME WE REPORTED THAT WE DID HAVE A BUDGETARY DEFICIT OF ABOUT 1.8 POINT $9 MILLION THIS YEAR WE HAVE SOUGHT AFTER SOME GRANTS FROM DIFFERENT COMMUNITIES AROUND US. INCLUDING NORTH LAKE , AND SO THIS REQUEST IS TO SEEK ANY GRANT FUNDING WE CAN GET THROUGH THIS YEAR'S DEFICIT JUST TO TELL YOU OTHER THINGS WORK. WE ARE WORKED WITH BOTH ORGEL, BARTON BILL AND COMPLICATED WE'RE IN THE PROCESS OF THOSE BRANCHES. WELL, JUST ASKING FUNDING AND WE HAVE RECEIVED AN AMOUNT OF $300,000 FROM LANTANA CARE, WHICH IS A FOUNDATION NONPROFIT PART OF LANTANA. SO WE HAVE RECEIVED SOME FUNDING FROM THERE, AND WE'RE ALSO CURRENTLY IN THE PROCESS OF REFINANCING. ONE OF THE FIRE STATION ABOUT 13, WHICH IS IN LANTANA, SO WE ARE WORKING ON THAT TO KIND OF SECURE BASICALLY BALANCE OUR BALANCE OUR BUDGET. WE HAVE A CONSOLIDATED BUDGET. WE TRANSFERRED ALL ASSETS EMPLOYEES OVER TO THE SD. YOU CAN SOLVE THAT THOSE TWO BUDGET IN ONE BUT NOW WE'RE WORKING ON THE NEXT 30 DAYS TO BALANCE THAT BUDGET, SO THEY THIS REQUEST IS IN ADDITION TO SEEKING ANY ADDITIONAL FUNDING, WE CAN GET TO HELP BALANCE THE BUDGET. ANY QUESTIONS? COUNSELORS SO I HAD A FEW THINGS I JUST WANTED TO POINT OUT, SO WE OBVIOUSLY HAVE HAD A YOU KNOW, A REALLY ROUGH YEAR AND SORT OF DISCOVERY AND WHAT THE SITUATION WAS IN THE SD. THEY HAVE A PRETTY SERIOUS SITUATION IN FRONT OF THEM. UM, IT'S NOT NECESSARILY CUSTOMARY TO HELP OUT ANOTHER GOVERNMENT AGENCY. BUT THIS IS KIND OF A SPECIAL CIRCUMSTANCE. IT'S ALSO IMPORTANT TO NOTICE HOW FAR ALONG THEY HAVE COME IN SUCH A SHORT TIME. I THINK THEY'VE DEMONSTRATED A TRUSTWORTHINESS THAT WE CAN WE CAN RECOGNIZE AND WHETHER OR NOT THAT ENABLES US TO DO SOMETHING IS SOMETHING THAT WE SHOULD CONSIDER THEIR PROGRESS. UM AS YOU KNOW, AS WE'VE TALKED, AND OF COURSE, WE'VE ALREADY HAD THIS CONVERSATION. BUT IT HAS BEEN MY ASKED TO THAT THEY APPROACH EVERY ENTITY WHERE THERE'S ANY CITIZENS WHO ARE BENEFITING FROM THE SERVICES OF SD ONE THAT THEY APPROACH EVERY ENTITY. WITH AN ASK, UM AND WE DO BELIEVE THAT THERE THERE IS ENOUGH FUNDS OUT THERE TO COVER THIS AND WE DO BELIEVE THAT THEY'LL BE ABLE TO GET THROUGH THIS YEAR AND RESET AND BE SOLID IN YEARS TO COME.

BUT I THINK IT'S FAIR TO ASK AROUND. I THINK IT'S FAIR TO ASK FOR A PROPORTIONAL SHARE, BUT TO ASK EACH COMMUNITY TO DO SOMETHING IN PROPORTION OF THE CITIZENS THAT ARE WITHIN THEIR JURISDICTION, AND OF COURSE, THEN IT COMES DOWN TO A MATTER OF WHETHER OR NOT WE CAN. WE CAN AFFORD TO DO THAT. BUT WE CAN'T AFFORD TO GO WITHOUT FIRE SERVICE. IT IS A TYPICAL SERVICE PROVIDED BY MUNICIPALITIES. AND THEY ARE IN A SITUATION WHERE THEY ARE KEPT FROM ACQUIRING ANY MORE FUNDS FROM THE TAX BASIS. SO WE WOULD JUST SUBMIT TO YOU THAT I HAVE HAD A DEEPER CONVERSATION ON THIS ISSUE HAVE SPENT AN HOUR AND A HALF OR SO HE SPENT DIGGING INTO NUMBERS.

AND JUST DIGGING IN TO MAKE SURE THAT THEIR THEIR BUDGETARY DEFICIT WAS JUSTIFIED THAT THEY WEREN'T REACHING THAT THEY WERE DOING WHAT WAS NECESSARY AND REALLY RIGHTING THE SHIP AND MAKING SURE THAT THERE'S NOT GOING TO BE MORE SURPRISES DOWN THE LINE. SO JUST SO, YOU KNOW, WE'VE DONE SOME ADDITIONAL WORK AS WELL TO SORT OF SHOW UP AND MAKE SURE WE UNDERSTAND THE STORY. SO THAT WAS A GOOD VIEW. I APPRECIATE YOU GIVING ME THAT EXTRA STEP. BUT YOU DON'T HAVEN'T NECESSARILY AN ACTION ITEM HERE TONIGHT, COUNSELORS. IT'S FOR A FUTURE MEETING. EVERYBODY EXPERIENCED SIGNIFICANT INFLATION THAT WAS NOT BUILT INTO IT, SO WE WENT BACK AND LOOKED AT WHAT HAS BEEN LAST YEAR. MADE THE BUDGET TO MATCH WHAT WE'RE CURRENTLY MEETING MORE OF A COMBINATION OF ILLEGAL ACTIONS AND JUST PURE BAD MANAGEMENT OF THE FINANCES.

I WON'T BE HERE TO VOTE ON THAT . BUT I WOULD LIKE TO SAY TO YOU AND TO THE ASSOCIATION PRESIDENT IS HERE. I'M REALLY PROUD OF THE FACT THAT YOU ALL MADE ALL OF THE FIRE. THIS IS YOUR BUDGET, SO DIRECT US ON HOW YOU WOULD LIKE US TO APPROACH THIS AND IF YOU HAVE A BALLPARK ON WATER, AND YOU KNOW ONE THING THAT WE WILL ASK THE DISTRICT IS WHO ALL THEY'VE APPROACHED AND THEY'VE GOT THEIR GOOD. WE'VE GOT TWO DATA POINTS , BUT OBVIOUSLY WE NEED MORE. THEY SERVE MUCH MORE THAN JUST LANTANA GARGLE THE MARTINSVILLE PARTS OF ROADS AND RANCH, OF COURSE, NORTH LAKE. THAT'S ABOUT TWO MILLION SQUARE FEET, AND IN TOTAL, YOU KNOW, PRIOR THAT WAS ONCE AGAIN UNDER AN EXEMPTION HAD VERY LITTLE, UM, YOU KNOW, PROPERTY TAX INCOME. UM JUST ON THE REAL PROPERTY.
