GONNA GET RIGHT INTO OUR FIRST BRIEFING OF THE EVENING. THIS IS THE ONLY BRIEFING WE'LL HAVE TONIGHT. BUT THIS IS THE SECOND BUDGET WORKSHOP THAT WE'RE GONNA HAVE TONIGHT AND JOHN, JUMP RIGHT IN AND TAKE US AWAY. YES, SIR. AMERICAN CELL. SO, UM. I ACTUALLY WANTED TO PRESENT TO YOU SOME INFORMATION REGARDING THE TAX RATE AND ALSO HOW THE APPRAISALS WERE GOING AND EVERYTHING SO, UM, RIGHT NOW, 20% OF THE TOTAL NUMBER OF PROPERTIES ARE UNDER PROTEST, AND OVER 30% OF VALUES ARE SO THE UNCERTAINTY LEVEL IS SO HIGH THAT I CAN'T PRESENT YOU ANYTHING LIKE FIRM. ALL I CAN SAY IS WE'RE NOT GOING TO LOSE MONEY FROM LAST YEAR. AND THAT'S THAT'S REALLY WHERE WE'RE AT. ALRIGHT, SO BECAUSE OF THAT, I'M GONNA TAKE YOU RIGHT INTO CAPITAL IMPROVEMENT PROGRAM. SO OVER THE PAST COUPLE OF YEARS WE HAVE BEEN WORKING TO GO FROM ONE YEAR CAPITAL IMPROVEMENT PROGRAM TO FIVE YEAR AND NOW THIS YEAR IS A 10 YEAR CAPITAL PAYMENT PROGRAM . SO WE'RE GOING TO SHOW YOU PROJECTED PROJECTS OUT FOR THE NEXT 10 YEARS. THIS IS A LARGER NUMBER BECAUSE OF THAT, AND SO IF YOU SEE THIS, THE NEXT SLIDE IS GOING TO GIVE YOU A LITTLE STICKER SHOCK, BUT EXPLAIN ALL OF THESE AND WE CAN WALK IT BACK FROM THERE. SO OVERALL WE HAVE ABOUT $62 MILLION IN ROAD OR WATER AND SEWER PROJECTS. WE HAVE $14 MILLION IN ROAD PROJECTS AND $91 MILLION IN BUILDING PROJECTS. TOTAL. WE HAVE $167 MILLION IN PROJECTS OVER THE NEXT 10 YEARS. SO THE BIGGEST QUESTION YOU SHOULD ASK NEXT. CAN WE EVEN AFFORD THIS AND OVER AT LEAST OUR NEXT PROJECT ISSUANCES? YES, WE CAN. AND BASED ON THE WAY THOSE TWO LINES DIVERGE, WE ARE GOING TO BE ABLE TO AFFORD THE NEXT FUTURE PROJECTS AS WELL. SO AS YOU CAN SEE, THIS IS JUST R I N S SIDE TO THE DEBT PART OF YOUR TAX RATE. THIS IS THE CAPACITY THAT WE'RE GENERATING. SO I PROJECTED AT THE NEXT TO DEBT ISSUANCES BECAUSE THOSE ARE REALLY CERTAIN, AND I UNDERSTAND THE NUMBERS THAT ARE GOING IN THOSE AND SO I CAN GIVE YOU SOME CERTAINTY OF WHAT DOES DEBT PAYMENTS WOULD LOOK LIKE AND THAT WE COULD AFFORD THEM. UM THE NUMBERS I USED FOR PROJECTING OUR TAX BASE ARE VERY, VERY CONSERVATIVE. UM AND SO IF WE HAVE ADDITIONAL CAPACITY GENERATED OVER THAT TIME, WE WILL MAKE LARGER UPFRONT PAYMENTS ON THOSE DEBT SO THAT THERE IS MORE DROPS SO THAT WE HAVE ADDITIONAL CAPACITY MOVING FORWARD. OVER SOME OF THE NEXT FEW ISSUANCES THAT I DESCRIBED IN THAT GRAPH. SO THE NEXT LARGEST ONE, AND YOU'RE GOING TO SEE AN ITEM LATER. TONIGHT IS THE $45 MILLION FOR THE SPORTS VENUE.WE'RE GOING TO DO THIS AS CERTIFICATES OF OBLIGATION TO BE SOLD BEFORE SEPTEMBER. 1ST, UM THIS IS A LARGE THING. THESE ARE GOING TO BE TAXED BACK, BUT THEY WILL BE PAID FOR BY THE REVENUE SOURCES THAT ARE PROVIDED BY THE SPORTS VENUE AND THE HOTEL IN SALES TAX, SO THOSE WILL NOT BE FUNDED BY PROPERTY TAXES, BUT BY FUNDING THEM BY BACKING THEM BY PROPERTY TAXES. WE'RE GETTING OVER 1% INTEREST RATE SAVINGS. AND SO THIS PROVIDES US A LOWER COST SO THAT THAT BREAK EVEN NUMBER GETS BETTER, ESPECIALLY OVER TIME. SO THIS IS THE FIRST ISSUANCE THAT WE WILL DO FOR THE NEXT FISCAL YEAR. THE 2023 CERTIFICATES OF OBLIGATION. MOST OF THESE ARE TROOP NUMBERS ON PROJECTS THAT WERE ALREADY GOING NEW PROJECTS THAT HAVE BEEN ADDED ARE AS THE FOUGHT ROAD WATERLINE PROJECTS. AND THAT'S REALLY IT THESE NEXT ADDITIONAL PROJECTS. WE INCREASED FOUGHT ROADS, BLENDING BECAUSE WE PLAN TO DO FOUGHT ROAD ALL THE WAY FROM 407 THROUGH ROBINSON RANCH, AND SO WE NEEDED ADDITIONAL FUNDING FOR THAT. CLEVELAND HIMSELF. THIS IS THE GAP FUNDING FROM THE COUNTY WEST ELEVATED STORAGE TANK IS A NEW PROJECT. BUT WE WERE ABLE TO SALVAGE SOME OF THE MONEY FROM OUR LAST ISSUANCE AND CUT THAT DOWN TO ONLY 2 MILLION AND THEN ADDITIONAL FORT WORTH CAPACITY THAT'S GOT ABOUT A MILLION DOLLAR OVERRUN, AND CATHERINE BRANCH FACED TWO. WE'RE SEEING THOSE PRICES AS WE GET CLOSER TO BED, GO UP A LITTLE BIT. LASTLY, THE 2024 TAX NOTES, SO I ANTICIPATE ISSUING THESE IN THE NEXT YEAR, AND THESE TAX NOTES WILL BE SHORT TERM, MEANING THAT WE'RE GOING TO PAY THEM OFF IN 5 TO 7 YEARS. THE REASON WHY IS BECAUSE THE USEFUL LIFE OF THESE ASSETS WILL NOT LAST PAST THEN, SO THE WATER TREATMENT PLANT IS TEMPORARY UNTIL THE MAIN TRUNK LINE GETS THERE. SO THAT IS A TEMPORARY ASSET. WE DON'T WANT THE DEBT FOR THAT TO BE PAYING ON THAT AFTER THAT ASSET IS GOING AWAY. SAME THING WITH CELLULAR METERS. WE WANT TO MAKE SURE THAT WE COMPLETELY PAY THOSE OFF BEFORE WE HAVE TO REPLACE THOSE IN 10 PLUS YEARS HEARS ABOUT DOING SHORTER TERM DEBT ALLOWS US TO ENSURE THAT LIKE WE DON'T HAVE OUTPUT IN, YOU KNOW LIABILITIES FOR THE FUTURE AS WELL. THESE TWO. I DEFINITELY WANT TO SEE SOME MORE BREAKDOWN ON THESE, YOU KNOW NEXT YEAR, BUT THESE ONES ARE NEW AND WILL NEED TO UNDERSTAND THE COMPONENTS OF THESE AND THAT LIFE CYCLE. YOU TALKED ABOUT THE WASTEWATER TREATMENT PLANT IN PARTICULAR. WE'RE ACTUALLY DRILLING IN AND SEEING IF THERE'S WAYS THAT WE CAN PHASE THAT, SO THIS IS THE ALL IN NUMBER FOR THE MAXIMUM EXPANSION. WE ACTUALLY MAY TAPER THIS ONE OVER TIME, BUT AS UPDATE WE WANTED TO GET YOU A REAL HEAVY PRICE NUMBER TO SHOW THAT SO THIS IS ONE THAT MAY BE SPREAD OUT OF HER. APPLE ISSUANCES TO SELL YOUR WATER METER, THOUGH WE BELIEVE WE CAN EASILY DO THAT WITHIN THE CAPACITY OF THE REVENUE WITHOUT EVEN INCREASING THE RATE FOR IT, AND SO THOSE WILL BE PAID FOR WITHIN THAT. ALRIGHT SO, UM TO THE BUILDING. THIS IS OUR 2024 ISSUANCE OUR MAIN ONE. SO TWO PARTS OF THIS IS THE HOTEL CONFERENCE CENTER. THIS WOULD NOT BE PAID FOR THROUGH ANY PROPERTY TAXES. THIS WOULD ACTUALLY BE A REVENUE BOND THROUGH THAT, AND SO THAT WILL BE PAID FOR BY OUR HOTEL OCCUPANCY FUNDS. UM AND WE'VE ALREADY BEGIN SETTING ASIDE FUNDS FOR THAT, SO THAT ISSUE MAY EVEN BE SMALLER BECAUSE OF THE UPFRONT CASH MEMBER. WE'RE BUILDING THE PUBLIC WORKS BUILDING. THIS IS THE NEXT ONE. THIS ONE WOULD BE SPLIT BETWEEN OUR DEBT SERVICE FUND AND OUR UTILITY FUNDS BECAUSE PUBLIC WORKS IS HALF STREETS, HALF UTILITIES AND SO THAT'S A HALF AND HALF SPLITS, AND WE PREDICT CAPACITY FOR THAT BEING ABLE TO FURNISH THAT MOVING FORWARD. MHM. ALRIGHT SO I CAN GO INTO EVERY SINGLE CAPITAL PROJECT. I HAVE A DETAIL PAGE BUILT FOR THAT HAVE LARGE SCHEDULES. UM NEXT TIME I'M GONNA SHOW YOU IS A 10 YEAR LOOK SPECIFICALLY ON WATER PROJECTS AND SO OVER THE NEXT 10 YEARS. THIS IS WHAT THOSE PROJECTS LOOK LIKE. THESE NUMBERS WERE UPDATING CONSTANTLY. AND SO AS WE HOME THEM, YOU'RE GONNA YOU'RE GONNA SEE THEM GET A LITTLE BIT SHARPER. THAT'S WHY THEY'RE SO ROUND RIGHT NOW. THERE'S ANY PROJECTS ON THERE. THAT UM, THERE IS HAS BEEN SOME SHIFTING. PROBABLY THE NEWEST ONE THAT YOU'RE SEEING IS THE ONE AT THE END OF THE, UM 2030 TO LIFE CYCLE. THAT'S THE NORTHWEST ELEVATED STORAGE TANK THAT WOULD BE LOCATED AROUND NEAR CANYON FALLS, SO THAT ONE WILL BE GOING DOWN IN THAT AREA. THAT'S THAT'S ABOUT A 10 YEAR OUT PROJECT, BUT IT'S ON OUR IMPACT FEE SCHEDULE COMING IN AROUND THAT TIME PERIOD, SO SINCE IT'S ON OUR SCHEDULE, WE WANTED TO INCLUDE IT. I THOUGHT THAT WE WERE DOING THE ROAD WATERLINE PROJECT IN TANDEM WITH THE FLAT ROAD RECONSTRUCTION. WE ARE, YES. SO THIS IS JUST THE WATER PORTION OF IT, AND THEN THE ROAD PORTIONS ON THE ROAD SIDE OF THE PROJECT LISTING, OKAY, YEAH. HMM. THE TIMING IS KIND OF YES, IT WILL BE DONE IN TANDEM HOW THOSE GET COMPLETED BECAUSE OF THE TWO DIFFERENT PHASES. SO PART OF THAT IS, UM NORTH. ACQUISITIONS SPECIFICALLY CATEGORY TREES? YEP SORRY. I'M THINKING ENDURE DIDN'T CREEK TRUNK LINE PHASE ONE? WE'RE ONLY PAYING FOR THE ENGINEERING OF THAT THAT IS BECOMING A T R A PROJECT. AFTER THAT, I WAS FORTUNATE AGAIN TO BE SELECTED TO SERVE ON THE TOWN'S PLANNING ZONING COMMITTEE. FOR THE LAST THREE YEARS, I'VE SERVED AS COMMISSIONER. VICE CHAIRPERSON AND CURRENTLY WAS JUST RECOMMENDED NOMINATED BY MY PEERS UNANIMOUSLY DESERVE AS A CHAIR. UM I'VE ALSO SERVED IN THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE WHERE I WAS THE CHAIRPERSON ON THAT. AND FOR EXTRA CREDIT, I TOOK DRUZE TOWN HALL ONE OR ONE CLASS. BUT PART OF THE PRINCIPLES ARE THAT WE ONLY PROVIDE SERVICE AT THE SAME WAY WE PROVIDE TO THOSE IN THE TOWN. THAT DISTINCTION REQUIRES A CERTAIN NUMBER OF SERVICE THAT'S OUTLINED IN THERE THAT SERVICE WE BELIEVE WE'RE CALCULATING COST A CERTAIN AMOUNT OF MONEY, AND WE'RE STILL WORKING THROUGH THAT AND I AM OPEN TO CONTINUING TO TAKE SOME FEEDBACK ON THAT, WHICH I UNDERSTAND IS A STICKING POINT.
