AND THE VACANCY THAT IS THERE WE'VE OUR WINDOW IS CLOSED FOR APPLICATIONS WE HAD IT OPEN FOR WAS IT THREE WEEKS A MONTH A MONTH. AND FOUR WEEKS, OKAY, VERY GOOD, AND WE RECEIVED TWO APPLICATIONS. UH AS COUNSELORS DIRECTED THE CANADA WILL BE APPOINTED. AUGUST 10TH. AND WE'LL STAND FOR ELECTION MAY 2024 OFF CYCLE AND THEN AGAIN MAY 2025 ON CYCLE OF PLACE SIX. HAD YOU CHOSEN TO DO A SPECIAL ELECTION? THERE WOULD BEEN A SPECIAL ELECTION NOVEMBER 2023. THAT PERSON WOULD SIT IN THE SEAT UNTIL THE NORMAL CYCLE MAY 2025. MY NAME IS AARON FOWLER IN OTHER THAN 14 01 FINDING INFORMED DRIVE IN THE PRAIRIE VIEW FORMS COMMUNITY. AS I PREPARE FOR TONIGHT, I DECIDED THAT I WANT TO GIVE YOU AS MUCH INFORMATION ABOUT MYSELF AS POSSIBLE AND WHAT I BELIEVE AND WHAT MY BELIEFS ARE, IN ORDER FOR YOU AS A BODY TO MAKE AN INFORMED DECISION. OUR NEIGHBORS IN THE SCHOOL SYSTEM MY DAUGHTER WAS IN. WE WERE IN A GOOD PLACE. HOWEVER WITH THE ADDITION OF ANOTHER PERSON'S HOUSE, WE DECIDED WAS IN THE BEST INTEREST TO START LOOKING FOR A LARGER HOME WITH MORE SPACE. WE MADE THAT DECISION.

MADE A LIST OF MUST HAVES BEFORE COMMITTING TO A MOVE SURPRISINGLY, DID NOT TAKE US LONG TO SETTLE AND MOVING TO NORTH LAKE. WE FELT THE TOWN NORTH LAKE PROVIDED US WITH EVERYTHING WE WANTED AND MORE. WE LOVE THE SMALL TOWN FIELD, YOU OPEN FIELDS CHARACTER OF THE TOWN IN 2017. WE SIGNED A CONTRACT ABOUT WHAT WE CONSIDER OUR DESTINATION HOME IN 2018. WE WERE OFFICIALLY RESIDENTS OF THE TOWN OF NORTH LAKE. GOING BACK TO MY BACKGROUND. I'M A LICENSED MEDICAL PROFESSIONAL BY TRADE, BUT OUTSIDE OF MY CAREER, I ALWAYS TRY TO FIND WAYS TO VOLUNTEERS OR THOSE AROUND ME. JUST A FEW YEARS BACK. I WAS FORTUNATE TO BE SELECTED TO SERVE ON THE TOWN OF NORTH LAKE CHARTER COMMISSION, WHERE I WAS AN ACTIVE MEMBER THAT HELPED DEVELOP THE FIRST EVER TOWN CHARTER THAT WAS ULTIMATELY VOTED ON AND APPROVED BY THE RESIDENTS OF NORTH LAKE. SINCE THEN OUR SERVICE CHAIRPERSON FOR THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE, AS WELL AS COMMISSIONER, VICE CHAIR AND CHAIRPERSON FOR THE PLANNING ZONING COMMITTEE OVER THE LAST THREE YEARS. MOVING TO NORTH LAKE HAS BEEN ONE OF THE BEST DECISIONS WE COULD HAVE MADE. WE LOVE OUR COMMUNITY, OUR NEIGHBORS AND THE SCHOOL DISTRICT DAUGHTER ATTENDS AND WE HAVE NO PLANS OR DESIRES TO MOVE ELSEWHERE. WHEN IT COMES TO WHAT I WANT FROM NORTH LAKE. MY OBJECTIVE IS SIMPLE. I WANT NORTHLAKE TO CONTINUE TO BE A DESTINATION HOME FOR FAMILIES AS IT WAS FOR MY FAMILY. I WANT THE RESIDENTS TO FEEL THEY LIVE AND DWELL IN A SAFE ENVIRONMENT AS THEY CURRENTLY DO. AND ALTHOUGH OUR SMALL TOWN IS GROWING, I WANT OUR TOWN TO CONTINUE EMBRACING THE CHARACTER AND STORM THAT MADE IT WHAT IT IS TODAY. I BELIEVE THIS IS A TIME OF RAPID GROWTH THAT WE CAN ACHIEVE THESE OUTCOMES. FEW MONTHS BACK. I INTENDED TO JOINT MEETING WITH REPRESENTATIVES FROM ALL THE TOWN COMMITTEES, ALONG WITH SOME OF THE COUNCIL MEMBERS PRESENT HERE TODAY. AND AT THAT MEETING WERE DISCUSSION DIVISION FOR THE TOWN FOR 2040. AT THE CONCLUSION OF THAT MEETING, PRESENTERS WENT AROUND THE ROOM TO ASK EACH PARTICIPANT WHAT THEY FELT WAS THE BIGGEST OBSTACLE FACING OUR TOWN IN THE FUTURE WITHOUT HESITATION ALMOST ON IT, AND IT STATED THE OBVIOUS, WHICH WAS THE GROWTH.

AS I SAT LISTENING TO REPRESENTED PRIOR TO MYSELF, I BEGAN THINKING ABOUT WHAT I WAS GONNA SAY. THE RAPID GROWTH IS EXTREMELY IMPORTANT AND NEEDS TO BE MANAGED PROPERLY. I DID NOT FEEL THAT WAS THE BIGGEST OBSTACLE THAT OUR TIME FACE. FINALLY IT'S MY TURN TO SPEAK AND ANSWER THAT QUESTION. STILL THE SAME TONIGHT AS IT WAS THEN. I FEEL OUR BIGGEST OBSTACLE IS A TOWN MOVING FORWARD IS EDUCATING OUR RESIDENTS ON THE IMPORTANCE OF BEING INVOLVED IN SERVING. I FEEL IS EXTREMELY IMPORTANT FROM OUR TOWN TO REACH AS MANY RESIDENTS AS POSSIBLE TO GET THEM INVOLVED, WHETHER THAT'S THROUGH VOLUNTEERISM AT LOCAL EVENTS OR APPLYING TO SERVE ON VARIOUS COMMITTEES AND BOARDS. THE REASON FOR MY CONCERN IS THAT IT ONLY TAKES ONE BAD ELECTION CYCLE TO STOP THE PROGRESS THAT OUR TOWN HAS MADE PLANS FOR THE FUTURE. WE HAVE SOME GREAT PEOPLE, FAMILIES, BRIGHT MINDS IN OUR COMMUNITY, AND WE NEED TO CHARGE BEST TO GET THESE INDIVIDUALS INVOLVED IN TOWN AFFAIRS. WHEN I DECIDED TO APPLY FOR A VACANCY, ASK PEOPLE FOR ADVICE AND WHAT I SHOULD SAY OR DO. I WAS TOLD BY FAMILY, FRIENDS AND ACQUAINTANCES THAT WE JUST NEED TO SELL MYSELF TO THE BOARD. SO I'M GOING TO CAPABLE OF AND WHO I AM. HOWEVER I WAS REMINDED BY A CONVERSATION I HAD WITH AN OLDER GENTLEMAN YEARS AGO. HE TOLD ME THAT IF I HAVE TO SELL MYSELF TO GET A JOB OR GET APPROVAL FOR ANYTHING THAT I MUST NOT BE LIVING MY LIFE THE RIGHT WAY. WHENEVER I'M ASKED WHAT SEPARATES ME FROM OTHERS, SUCH AS IN A JOB INTERVIEW OR SIMILAR INSTANCES, ALWAYS RESPOND. MY ACTIONS. I ACTUALLY SAID THAT I'M SOMEONE WHO BELIEVES IN FAMILY FIRST, HE WAS ALWAYS WILLING TO STEP UP AND HELP WHEN THERE IS A NEED. SOMEONE WHO VOLUNTEERS A PERSONAL TIME TO HELP OTHERS. A PERSON WHO IS WILLING TO LISTEN AND SOMEONE FRANKLY, WHO WOULD RATHER YOU ASK OTHERS, SUCH AS MY CO WORKERS, FRIENDS, NEIGHBORS TO DESCRIBE ME RATHER THAN ME DESCRIBE MYSELF. TONIGHT YOU HAVE TWO VERY QUALIFIED INDIVIDUALS APPLIED FOR THIS VACANCY. AND THERE'S NO DOUBT THAT YOU HAVE A HARD DECISION TO MAKE. THESE PROTECTIONS COME IN THE FORM OF RECOGNIZING THAT A COUNCIL MEMBER IS ELECTED FOR THE EXPRESS PURPOSE OF REPRESENTING THE CITIZENS AND NOT VOTING FOR LAWS AND ORDINANCES THAT ERODE THE RIGHTS AND LIBERTIES PROVIDED BY OUR CREATOR, ALSO KNOWN AS OUR INALIENABLE RIGHTS AND BY THE MEN AND WOMEN WHO FOUGHT FOR THOSE FREEDOMS. I DON'T BELIEVE THAT GOVERNMENT SHOULD CONTROL AND VERY ASPECT OF OUR LIVES. GOVERNMENT WAS CREATED FOR THE PURPOSE OF PROVIDING THINGS LIKE ROADS, BRIDGES, ELECTRICITY, WATER AND SIMILAR INFRASTRUCTURE TO ENHANCE OUR QUALITY OF LIFE. GOVERNMENT WAS NOT CREATED TO TAX US TO A BREAKING POINT, SPEND FRIVOLOUSLY AND CREATE ONEROUS LAWS TO THE POINT OF BEING PUNITIVE WHEN I WAS FIRST ELECTED IN 2012, I FOUGHT FOR THE ENTIRE COUNCIL PACKET TO BE POSTED ONLINE FOR ALL CITIZENS TO HAVE ACCESS TO THEIR GOVERNMENT. THIS IS TRANSPARENCY. CAN YOU IMAGINE THAT? PRIOR TO OCTOBER 25TH 2012 . WE DID NOT HAVE ONLINE ACCESS TO THE COUNCIL PACKET, ONLY THE AGENDA. THE FIRST TIME I RAN FOR OFFICE WAS MAY 2012 AND THAT ELECTION? DON'T LAUGH. I WON 42 VOTES TO 25 A 63 TO 37% MARGIN. THE NEXT TIME I WAS ELECTED WAS MAY 2018 AND THAT ELECTION I WON 248 VOTES TO 1 64 60 40 THE NEXT TIME I RAN THE NEXT TIME I WAS ELECTED WAS ACTUALLY NOVEMBER 2022, WHICH WAS IN THE MIDDLE OF COVID, AND I RAN UNOPPOSED, BUT 1900 PEOPLE CAST THEIR VOTE FOR ME WHEN THEY DIDN'T HAVE TO. EACH OF THESE ELECTIONS AMOUNTED TO A MANDATE. THE LAST ELECTION MAY 2023 I LOST 5 72 4 79. THIS IS AN EXAMPLE OF HOW NORTHLAKE HAS CHANGED. 42 VOTES WON AN ELECTION IN 2012 AND OVER 10 TIMES THAT AMOUNT. 479 VOTES LOST AN ELECTION IN 2023.

HOWEVER DESPITE GROWTH OR PEOPLE'S OPINIONS, MY VALUES HAVE NOT CHANGED DURING MY TIME ON COUNCIL VOTED ON HUNDREDS OF AGENDA ITEMS I CAN TELL YOU A SURETY THAT THAT WILL NOT CHANGE . I CAN TELL YOU HOW I WILL VOTE. I CAN'T TELL YOU HOW I WILL VOTE ON A PARTICULAR ISSUE.

BUT YOU CAN KNOW THAT IN MAKING DECISIONS FOR OUR TOWN, I EMPLOY MY CONSERVATIVE VALUES AND THEN WEIGH HOW MUCH OF MY DECISION WILL HELP THE CITIZENS OF NORTH LAKE. THERE IS AN OPPORTUNITY COST AND FINANCIAL COST WITH EVERY DECISION THAT COUNCIL MAKES. IN CLOSING. I WANT YOU TO KNOW THAT I PLAN TO LIVE OUT MY LIFE IN NORTH LAKE AS SUCH, I WILL LIVE WITH MY OWN DECISIONS.

SO MANY PEOPLE BEFORE ME HAVE MADE DECISIONS FOR US. YOU AND ME. BUT THEY NO LONGER LIVE HERE SO THEY DON'T HAVE TO LIVE WITH THE CONSEQUENCES OF THEIR DECISIONS. BUT WE DO. THIS IS IMPORTANT.
