SERGEANT DOUG WILLIAMS BEGAN HIS SERVICE IN NORTH LAKE IN 2014 AS A PATROL OFFICER AND QUICKLY TRANSITION TO A TRAFFIC OFFICER POSITION. IN 2017. SERGEANT WILLIAMS BECAME THE FIRST FULL TIME DETECTIVE FOR NORTH LAKE. WHILE WORKING IN THIS CAPACITY, HE ACHIEVED HIS MAJOR CRIMES INVESTIGATORS CERTIFICATION COVERING TOPICS SUCH AS FORENSIC PHOTOGRAPHY, HUMAN TRAFFICKING, CRIME SCENE INVESTIGATION, MANY MORE CLASSROOM HOURS. SERGEANT WILSON. WILLIAMS IS ALSO A BASIC POLICE INSTRUCTOR AND CERTIFIED TO TEACH ELECTRONIC CONTROL DEVICES OR TASER DEVICES.

HANDCUFFING BATON IS AN ADVANCED ACCIDENT INVESTIGATOR AS WELL. HE CURRENTLY HAS AN ASSOCIATE'S DEGREE FROM WEATHERFORD COLLEGE AND CRIMINAL JUSTICE, AND IT'S WORKING TOWARDS A BACHELOR'S DEGREE AT TEXAS A AND M COMMERCE. AND HAS ALSO COMPLETED THE EARLIEST SCHOOL OF POLICE SUPERVISION AND HOLDS A MASTERPIECE OFFICER LICENSE, WHICH HE ACHIEVED IN 2022. OVER THIS PAST YEAR, SERGEANT WILLIAMS WAS INSTRUMENTAL IN UPGRADING OUR BODY IN THE IN CAR CAMERAS, NEW COMPUTER SETUP AND WAS THE LEAD ON OUR TRANSITION TO MARK 43 CAT ENORMOUS SYSTEM WITH THE COUNTY, WHICH TOOK SEVERAL HOURS TO COMPLETE. SERGEANT WILLIAM DEEPLY CARES ABOUT THE DEPARTMENT AND THE COMMUNITY OF NORTH LAKE AND CONTINUES TO BE AN EFFECTIVE LEADER IN OUR DEPARTMENT. SO I'D LIKE TO HAVE SERGEANT WILLIAMS COME UP FIRST, AND HE'S GOT HIS FAMILY HERE WITH HIM AS WELL. IT'S ALWAYS IMPRESSIVE TO SEE THE LENGTHY LIST OF TRAININGS THAT, UH STAFF AND PUBLIC ORGANIZATIONS GO THROUGH, BUT ESPECIALLY IN THE POLICE DISCIPLINE. I APPRECIATE YOUR DEDICATION TO THAT APPRECIATE OUR ENTIRE DEPARTMENTS, DEDICATION, TRAINING, AND I WANT TO THANK YOU FOR YOUR SERVICE. UM, IT LINE OUTLINES THE OBLIGATIONS THAT BOTH PARTIES HAVE AS PART OF THAT PROCESS. IT CALLS FOR THE CREATION OF A TAX INCREMENT REINVESTMENT ZONE. WITH A 50% TAX INCREMENT. THE FUND IS USED TO PAY ADMINISTRATIVE EXPENSES REIMBURSED THE TOWN FOR PUBLIC IMPROVEMENTS AND REIMBURSE THE DEVELOPER AT THE TAIL END. AND THIS IS THE ORDER THAT THEY ARE TO BE SPENT. THE MILLION DOLLAR CONTRIBUTION TO HELP UM, PRE FUND THIS PROJECT. THIS IS APPROXIMATELY 480 ACRES. IT'S ALL OF CHADWICK FARMS AND ANY ANY PROPERTIES IN THIS AREA THAT AREN'T ALREADY PART OF A TAX INCENTIVE AGREEMENT. UM TONIGHT ON YOUR CONSENT AGENDA IS JUST CALLING THE PUBLIC HEARING, BUT I WANTED TO GIVE YOU AN OVERVIEW OF THE TERMS. SO THIS NEXT PAGE SHOWS YOU KIND OF EVERYTHING IN THAT LIFESTYLE CENTER THAT IS NOT COVERED BY AN EXISTING DEVELOPMENT AGREEMENT. SO YOU SEE THE STREAM PROPERTY IS CUT OUT THE HILLWOOD DEVELOPMENT TO THE NORTH OR ALLIANCE. BUT IT'S A RELATIVELY LARGE ZONE, SO THERE'S LOTS OF OPTIONS WILL COME AFTER WE CREATE THE TERMS WILL COME BACK WITH A PLAN OF FINANCING PLAN AND PROJECT PLAN FOR YOU SO BASICALLY THE DARK BLUE AND THE LIGHT BLUE ARE TOWN REVENUES. THE ORANGE IS THE TOURS, BUT STILL THEY ALL GO TO PUBLIC. PUBLIC. EXPENSES. AND THEN AT THE TERMINATION OF THE TOURS IN ALL THE TURQUOISE ALL BECOMES, UM. COMPLETE COMPLETELY TOWN REVENUE. WE HAVE 9% INCREASE ON THEIR, UH 805 M SETS FOR PHYSICAL YEAR, 23. STREET MAINTENANCE TASKS WERE PRETTY FLAT ON THAT. WE'VE HAD SOME TURNOVER IN THE STREET DEPARTMENT. SO WE'VE BEEN KIND OF SHUFFLING GUYS AROUND BACK AND FORTH BETWEEN THE DEPARTMENT TO GET OTHER TASKS DONE. RESIDENTIAL AND COMMERCIAL.

CONNECTIONS WE HAD A 13% INCREASE. UM PHYSICAL YEAR, 2023. UM, THAT WAS US. JUST UNDER 7000 AS OF THE END OF JANUARY, WE'RE UP TO 7250 M SET, SO THOSE ARE TOTAL METERS THAT ARE OUT IN THE SYSTEM, RESIDENTIAL AND COMMERCIAL. WATER PRODUCTION. WE DID HAVE ABOUT A 4% REDUCTION FROM FISCAL YEAR 22 THAT WAS DUE TO CONSERVATION EFFORTS. STAGE TWO REMAINING IN EFFECT FOR MOST OF THE YEAR. SO UM, WHICH HELPED OUT YOU KNOW, WITH OUR DEMAND FOR THE DAY, SO CONSERVATION EFFORTS, UM GOING OUT ON SOCIAL MEDIA BEING POSTED OUT, UM UM, YOU KNOW SO MANY TIMES PER MONTH IT REALLY HELPED OUT IN CONSERVATION EFFORTS, SO WE'RE GLAD TO PUBLIC WAS ABLE TO HELP US OUT WITH THAT. SHE WERE MAIN LINE CLEANING. WE HAD A HUGE JUMP 74% INCREASE FROM THE YEAR BEFORE WE OUR GOAL FOR THE YEAR BEFORE WAS A LITTLE BIT LOW. UM AND SO WE WERE TRYING TO TRYING TO KEEP IT. YOU KNOW, THAT'S SOMETHING I FELT THAT THEY CAN KEEP ON PACE. SO WHEN THEY CAME BACK TO THE END OF THE YEAR WITH, YOU KNOW, 30 MILES OF CLEANING, UM, THAT'S A HUGE IMPROVEMENT ON WHAT WE DID FROM THE YEAR BEFORE, SO WE'RE PROBABLY GONNA KEEP THAT 30 MILE AGAIN THIS NEXT YEAR. UM YOU WERE SAYING A LOT OF THAT IS GREECE GREECE. WE HAVE A, UM YOU KNOW, WE GET THROUGH THE RESIDENTIAL AREAS. WE CAN GO THROUGH THOSE PRETTY QUICK, BUT WHEN WE GET DOWN TO THE RESTAURANT AREA RACEWAY, THE RESTAURANTS DOWN THAT WAY. ALSO THE APARTMENTS WE GET A LOT OF GREASE BUILD UP OVER THERE, EVEN THOUGH THEY HAVE THE GREASE TRAPS AND BUT WE STILL GET THAT IN THE SYSTEM. SO WHEN WE FIND OUT WHICH OF THOSE RESTAURANTS OR APARTMENT COMPLEXES WILL LET THEM KNOW THAT THERE'S SOME GREASE ISSUES OVER THERE. THE RESTAURANTS WILL LET THEM KNOW THE GREASE TRAPS NEED TO BE PUMPED OUT A LITTLE BIT MORE OFTEN. WE'RE KEEPING UP WITH THE PUMPING TICKETS WITH THEM WILL SEND THEM LETTERS WHEN WE DON'T GET IT EVERY 90 DAYS. SO THEIR THEIR, UH, YOU KNOW, STAYING ON TOP OF THOSE. AND THIS RIGHT HERE KIND OF SHOWS A LITTLE BIT OF WHAT WE HAVE FOR INFRASTRUCTURE, WATER LINES, SEWER LINES, PAVED ROADS, GRAVEL ROADS, UM, WHEN I STARTED HERE WELL, ANDREW STARTED HERE THEY WERE. WHAT ABOUT 50 THINK THERE WAS 25 MILES OF GRAVEL ROADS AND 25 MILES OF PAVED ROADS CHANGED A LITTLE BIT WHEN WE'VE LOWERED THE AMOUNT OF GRAVEL ROADS THROUGH OUR PAVING EFFORTS. SO BIG CHANGE OVER THE YEARS. STAFFING RIGHT NOW, WE ARE AT, UH 25 THE WATER QUALITY COMPLIANCE QUARTER COORDINATOR. UM THAT WAS AN ASSESS ITTY FOR THIS YEAR DUE TO ALL THE ON SITE SEWAGE FACILITY PERMITTING AND INSPECTION THAT WE'RE GETTING AND ALSO WITH OUR CROSS CONNECTION PROGRAM, WHICH INCLUDES THE BACK FLOWS OF COMMERCIAL RESIDENTIAL IRRIGATION. UM THERE'S A LOT OF COMPLIANCE THAT GOES INTO THAT WITH TEXAS COMMISSION ON ENVIRONMENTAL QUALITY.
