OFFICER MARTINEZ BEGAN HIS NORTH LAKE OR HIS LAW ENFORCEMENT CAREER. IN 2005 AND 2010. HE TOOK A SHORT HIATUS AND RETURNED TO LAW ENFORCEMENT IN 2013. OFFICER MARTINEZ JOINED THE NORTH LAKE POLICE DEPARTMENT IN MARCH OF 2019 AS A PATROL OFFICER. OFFICER MARTINEZ IS A MASTERPIECE OFFICER HAS OVER 3200 HOURS OF POLICE TRAINING, IS A FIELD TRAINING OFFICER, POLICE INSTRUCTOR. IN SPECIALIZES IN FIREARMS, TRAINING, OPTICS AND IS A FIREARMS ARMORER. HE'S BEEN INSTRUMENTAL IN UPGRADING OUR FIREARMS POLICY AND TRAINING OVER THE LAST YEAR. ALSO MARTINEZ IS AN EXPERIENCED OFFICER. THE YOUNGER OFFICERS TURNED TO FOR HIS KNOWLEDGE AND WISDOM. A LITTLE KNOWN FACT ABOUT OFFICER MARTINEZ WHEN HE DID LEAVE THE LAW ENFORCEMENT. EVENING MAYOR COUNCIL. THANK YOU FOR HAVING US HERE. APPRECIATE THE INVITE. UM JUST WANTED TO SAY, YOU KNOW, THANK YOU FOR YOUR CONTINUED SUPPORT AND PARTNERSHIP. AND ALL OF OUR FIREFIGHTERS, INCLUDING MYSELF, WERE RUNNING TOWARDS THAT FIRE AND WE WERE WORKING, ROLLING UP OUR SLEEVES WORKING WITH OUR EACH OF THE COMMUNITIES . UH WHICH, UH, FOR 13 COUNTS UNDER FEDERAL CHARGES, INCLUDING NOT PROPERLY FUNDING THE RETIREMENT ACCOUNTS OF OUR FIREFIGHTERS. UM IN JANUARY, I CAME ON BOARD ALONG WITH NEW THREE BOARD. WE HAD MANDATES FROM OUR NOT ONLY THE TOWNS, INCLUDING NORTH LAKE, BUT ALSO FROM THE COUNTY COMMISSIONER'S COURT, AND TO TAKE ON SEVERAL, UH TASKS IN WHICH WE ACCOMPLISHED ALL OF THEM, INCLUDING IN APRIL AS APRIL 1ST WITHIN THE 1ST 90 DAYS , WE TRANSITIONED ALL THE ASSETS AND EMPLOYEES OVER TO THE ESD, WHICH INCLUDED THEM GETTING A NEW RETIREMENT SYSTEM UNDER A STATE CONTROLLED RETIREMENT SYSTEM. THEY GOT A NEW EMPLOYEE HANDBOOK. AND WE STARTED WORKING ON COMBINING THE, UH, OPERATIONAL BUDGETS OF BOTH THE A FT. THE FORMER A FT AND THE ESD, UH, THAT CAME INTO WHEN WE STARTED DESIGNING SOME OF OUR DEFICITS, AND THAT'S WHEN WE CAME BACK ABOUT THREE OR FOUR MONTHS LATER AND STARTED GOING TO EACH OF THE COMMITTEE SAID.

HEY, LOOK, IS THERE ANY GRANTS OR ANY OPPORTUNITIES TO KIND OF HELP US GET OF OUR OF OUR DEFICIT AND THROUGH JUST TO COLLABORATIVE EFFORTS, ALL THE COMMUNITY WE WERE ABLE TO GET THOSE TYPES OF GRANTS? UM AND WE'RE ABLE TO OVERCOME OUR DEFICIT FOR THE YEAR IN MAY, THE FORMER CHIEF DID PLEAD GUILTY, AND HE IS SCHEDULED TO BE SENT THIS MONTH. AND SO WE'RE HOPING WE DO EXPECT THERE WILL BE SOME RESTITUTION PAID BACK TO THE ORGANIZATION, UM, AND INCLUDING SOME INSURANCE, TOO. WE DO THINK WE WILL GET SOME INSURANCE OUT OF THIS AS WELL. UM, IN JULY, UM, WE THAT WAS WE KIND OF RESOLVED OUR SHORT TERM PROBLEMS WITH SOME OF THE GRANTS THAT WE GOT, BUT WE REALLY NEED TO LOOK AT OUR LONG TERM SOLUTIONS BECAUSE THE REALITY WAS PROVIDING MORE SERVICES THAN WE CAN AFFORD. WE WERE BUYING A FIRE BASE EMS SYSTEM GOODY MODEL WAS BASICALLY WE PROVIDE FIRE PROTECTION AND AMBULANCE SERVICES AND WE WERE DOING THAT WITH EIGHT CENTS. UH UH, AT THE WAR TAXES, SO THE REALITY IS, IT'S JUST NOT ONE OF SUSTAINED

SO WE FELT IN THE DEMOCRATIC WAY . THE BEST THING TO DO IS GO TO THE CITIZENS HAVE AN ELECTION.

UH, THE COUNTY COMMISSIONER'S COURT DID WANT THERE TO BE SOME CONTINUITY, SO THEY THEY DIRECTED THAT BOTH THE PRESIDENT AND THE TREASURER OF BOTH BOARDS , UH, BE THE SAME, SO THEY BASICALLY WOULD HAVE SOME CONTINUITY THERE, SO THAT'S WHAT WAS KIND OF DIRECTED. SO THEY DID DO THEIR, UM, TOOK SOME BABY STEPS IN CREATING AN ORGANIZATION. THEY OBVIOUSLY HAD TO LET WHO THEIR POSITIONS ARE, BUT THEY ALSO HAD TO DO SIMPLE THINGS LIKE SELECTING THEIR BANK. THE ATTORNEY AND DO ALL THOSE KIND OF THINGS TO CREATE THE ORGANIZATION. UM, THEY OBVIOUSLY SWORE IN. THEY'VE BEEN THROUGH SOME TRAINING. IFF HELPED IN REVIEWED THAT FOR US AS WELL, SO WE'RE ABLE TO KIND OF SHARE SOME OF THE SUCCESS STORIES OF HOW WORKING WITH YOUR LABOR DEPARTMENT OR YOUR ASSOCIATION AND HOW WE CAN KIND OF MODEL THAT TO BE SUCCESSFUL FOR BOTH SIDES. SO WE, UH WE DID FINISH THE A FG GRANT. WE'RE ACTUALLY CURRENTLY WORKING ON REVIEWING THE, UH, THE SAFER GRANT THAT'S GOING TO BE COMING. AND HERE SOON. THERE IS KIND OF A SIDE PIECE OF THAT I WOULD ASK THAT YOU GO ON GOOGLE. LOOK UP, THAT THERE IS SOME ISSUES WITH THE SAFER GRANT. RIGHT NOW. THAT IS A POSSIBILITY OF THAT BEING REMOVED FROM OUR GOVERNMENT SERVICES AVAILABLE TO US, SO IF THEY DO PULL THAT AWAY THAT WOULD TAKE A LOT OF JOBS AWAY FROM A LOT OF FIRE DEPARTMENTS AND MASSIVE INCREASE FOR ALL THESE GROWING DEPARTMENTS HAVE TO COVER THAT COST. BUT UM IT'S A IT'S A AT RISK ISSUE. THEY WERE PRESENTED WITH FIVE DIFFERENT SECTIONS. THE SECTIONS ADDRESSED WITHIN THE SURVEY ARE THE TOWN AMENITIES ATTRIBUTES. DEVELOPMENT AND GROWTH. SAFETY AND SECURITY. AND OPERATIONS.

AND PERFORMANCE. GOING INTO THE SURVEY OF HISTORY HERE FOR THE PAST EIGHT YEARS OR SO. WE'VE BEEN DOING A BIANNUAL SURVEY. AND THE SURVEY WAS ALWAYS FORMED IN SUCH A WAY AS TO ADDRESS WHATEVER CURRENT NEED. WHATEVER THE CURRENT NEED WAS AT THE TIME , SO IN 2013 ASKING ABOUT RETAIL IN 2016 WORKING ON THE CONFERENCE OF PLAN ALL THE WAY UP UNTIL TODAY. AND SO BEGINNING WITH 2024. WE ARE MOVING AWAY FROM HAVING THESE ISSUE MOTIVATED SURVEYS. AND MORE TOWARDS SURVEYS TAILORED TO THE TOWN STRATEGIC PLAN. AND SO RATHER THAN BUY ANNUAL SURVEYS, WE'RE GONNA BE HAVING ANNUAL SURVEYS. AND YOU'RE GOING TO SEE SOME, UH BENCHMARKS. SOME BENCHMARK DATA ACCUMULATING AS THE YEARS GO BY. PREVIOUS SURVEYS WERE BUILT USING SIMPLE EMAIL RESPONSES OR THROUGH SURVEY MONKEY. THIS ONE WAS BUILT USING THE PROPRIETARY SOFTWARE USED BY ON POINT TO SOME PRETTY INTERESTING RESULTS. THE ONE THING THAT I WANT TO POINT OUT HERE IS WE HAD OVER 1200 RESPONSES TO THIS YEAR'S SURVEY. ALMOST 1000 OF WHICH WERE WITHIN TOWN LIMITS. THE OTHER WERE FROM E TJ WITHIN THE TOWN LARGELY HARVEST WE DID EXCLUDE THE HARVEST RESIDENTS WHO LIVE IN ARGYLE IN THE ARGYLE EY DAY, SO THIS IS ONLY REFLECTING NORTH LIKE E TJ, BUT I WANT TO POINT OUT THAT HAVING ALMOST 1000 RESPONSES FROM THE TOWN LIMITS. IN A TOWN WITH 10,000 RESIDENTS WITHIN ITS LIMITS. IS A 10% RESPONSE RATE.

AND IF WE TAKE THEM AS JUST THE ADULT POPULATION. WE CAN SAY THAT WE WERE APPROACHING A 20% RESPONSE RATE OF THE ADULT POPULATION OF THE TOWN. WHICH IS PRETTY REMARKABLE. I'M GONNA GIVE YOU A COUPLE SLIDES ON SOME OVERALL RESULTS FROM THE SURVEY. OVERALL RE RESIDENTS WERE VERY PLEASED WITH THE SENSE OF SAFETY AND THE QUALITY OF LIFE IN NORTH LAKE. AND I THINK IT'S GREAT. ON THE THIRD LINE. THERE ARE OPPORTUNITIES TO ENGAGE WITH TOWN LEADERS. NEARLY 90% OF THE TOWN'S POPULATIONS ARE SATISFIED OR VERY HAPPY. THE OPPORTUNITIES THEY HAVE HAD TO INTERACT WITH THE TOWN LEADERS. GOING DOWN TO GOOD ACCESS TO THE OUTDOORS AND RECREATION. WE'LL DELVE INTO THAT A LITTLE BIT MORE. THERE WAS SOME INTEREST EXPRESSED IN TRAIL SYSTEMS AND OUTDOOR SPACES. AND VALUE OF SERVICES IN RELATION TO PROPERTY TAXES IS WHERE WE START GETTING INTO.

SOME DISSATISFACTION. OBVIOUSLY NO ONE ENJOYS PAYING TAXES. WE WILL CONTINUE TO EDUCATE OUR

PUBLIC ON. UH, THE EFFICIENCIES THAT WE'VE ACHIEVED WITH OUR VERY, VERY, VERY LOW TAX RATE OF 29.5 CENTS. UM AND IT'S ALSO IMPORTANT OBVIOUSLY. TO UNDERSTAND THAT THE MAJORITY OF THE TAX BURDEN LEVIED AGAINST THE ANY RESIDENT OF THE TOWN ONLY PERHAPS A THIRD OF THAT. IS GOING TO BE FROM THE TOWN ITSELF. A LOT OF THAT IS FROM THE SCHOOL BOARD OR OTHER TAXING BODIES. OVER HALF OF THE RESIDENTS. UH, THE RESPONDENTS TO THIS SURVEY FEEL THE TOWN IS IMPROVED IN THE PAST THREE YEARS, AND NEARLY 80% SAY THAT WE'RE HEADING IN THE RIGHT DIRECTION. AND I THINK IT'S EXCELLENT WHEN WE'RE COMPARED TO OTHER TOWNS, NEARLY 60. OF PEOPLE IN THIS TOWN. FEEL THAT WE ARE SOMEWHAT OR MUCH BETTER. THAN OTHER CITIES IN THE AREA.

DALLAS FORT WORTH. I THINK, UH, YOU KNOW, WE HAVE SOMETHING LIKE 40 MUNICIPALITIES WITHIN AN HOUR'S DRIVE, AND IT'S A PRETTY STRONG STATEMENT OF SUPPORT. AND SO WITH ALL THAT STATEMENT OF SUPPORT WHEN WE GET INTO THE QUALITY OF LIFE THERE ARE A FEW POSITIVES AND A FEW, UH, NEGATIVES TO THIS SLIDE HERE. THE FOLKS ON THE POSITIVE FIRST THREE QUARTERS OF THE RESIDENTS WITHIN THE TOWN. FEEL THAT THEIR QUALITY OF LIFE HERE IS GOOD OR EXCELLENT. 20% IS OK WITH WHAT THEY'VE GOT. 4% WANTS TO SEE SOME IMPROVEMENT. AND SO YOU SAY. THERE'S A NOTICEABLE DIP.

UH, AND THE EXCELLENT COLUMN, AND THERE'S A NOTICEABLE RISE IN THE FARE COLUMN. BETWEEN THE PREVIOUS SURVEYS IN THIS SURVEY. WHAT GIVES? WELL, THERE ARE A FEW WAYS THAT CAN BE EXPLAINED THE FIRST ONE BEING PREVIOUSLY WHEN THE EMAILS WERE SENT OUT WITH HOMEMADE SURVEYS OR WHEN WE WERE USING SURVEYMONKEY. IT WAS JUST A DIFFERENT STYLE OF PRESENTATION. AND WITH THE MORE POLISHED UH, FORM OF PRESENTATION THAT WAS USED IN THIS SURVEY. PERHAPS THAT HAD A SUBCONSCIOUS EFFECT ON THE WAY PEOPLE DECIDED TO VOTE. OR UH, IF YOU PLAY WITH THE DATA, YOU CAN TRY TO ADDRESS DEMOGRAPHICS TO SEE HOW THINGS CHANGE WHEN CERTAIN GROUPS ARE PUT IN AND TAKEN OUT. IF WE TAKE OUT THE J DWELLERS AND, UH, THE NORTH LAKE E TJ DWELLERS ARE EXCELLENT RATING DOES RISE SLIGHTLY. IF WE TAKE OUT UM MEMBERS WITH KIDS. THERE'S A THERE'S AN INFLUENCE ON WHETHER OR NOT A FAMILY HAS CHILDREN. UM FAMILIES WITHOUT CHILDREN TENDED TO RATE A SLIGHTLY HIGHER IN EXCELLENCE. UM. AND, UH, THE LENGTH OF TIME SPENT IN THE TOWN. UM A RELATIVELY SMALL PERCENTAGE OF THE OF THE RESPONDENTS TO THIS SURVEY HAVE BEEN IN THE TOWN MORE THAN FOUR YEARS. THE VAST MAJORITY OF PEOPLE WHO RESPONDED TO THIS SURVEY HAVE BEEN HERE FOUR YEARS OR FEWER. THE PEOPLE WHO HAVE BEEN HERE FOUR YEARS OR FEWER RIGHT UP THERE WITH THE EXCELLENT GIVERS FROM PREVIOUS YEARS, PEOPLE WHO'VE BEEN HERE A BIT LONGER. WHO HAVE SEEN THE TOWN CHANGE, MAYBE IN A DIRECTION THAT THEY DIDN'T EXPECT. UM, SEEM TO HAVE INFLUENCED THE DIRECTION THIS IS GOING THERE ARE ALSO ARE A COUPLE OF ISSUES THAT WERE VERY COMMON. COMMONLY EXPRESSED COMMON CONCERNS BY THE RESPONDENTS TO THE SURVEY. I DON'T WANT PEOPLE TO BE OVERWHELMED WITH THIS SLIDE. THIS IS A LIST OF THE TOP 20 ISSUES AS RANKED BY THE RESPONDENTS TO THE SURVEY FROM TOP TO BOTTOM. I'M ONLY GONNA FOCUS ON THE TOP FIVE. AND SO YOU CAN SEE RESPONDENTS, UH, NORTH LAKE RESIDENTS FEEL THAT THIS IS AN EXCELLENT PLACE TO RAISE CHILDREN. AND IT'S GOT A GOOD COST OF LIVING. WHAT IS IT THAT THEY'RE CONCERNED ABOUT? TRAFFIC. TRAFFIC CAME UP AGAIN AND AGAIN AND INFLUENCED, UH, RESPONDENTS, BEHAVIOR AND OTHER QUESTIONS. FOR EXAMPLE, WE HAD A QUESTION ABOUT UH, ROAD MAINTENANCE, WIDENING SLASH POTHOLES SLASH MAIN STRIPING. WELL. UH THE RESPONDENTS. THE RESPONSES TO THAT QUESTION WERE FAIRLY NEGATIVE, NOT BECAUSE RESIDENTS ARE UNHAPPY WITH OUR POTHOLE FILLING OR OUR STRIPING. IN FACT, PUBLIC WORKS GOT THE HIGHEST RATING OF SATISFACTION OF INTERACTIONS OUT OF ALL OF THE TOWN. WHAT ARE THEY UNHAPPY WITH? TRAFFIC. AGAIN THAT'S A KIND OF A VICIOUS PROBLEM FOR US BECAUSE WE ALL UNDERSTAND. WE DON'T HAVE OWNERSHIP OF ALL THE ROADS OR EVEN MOST OF THE ROADS WITHIN THE TOWN. IT'S A DIFFICULT PROBLEM. EXCUSE ME, A DIFFICULT PRO PROBLEM COORDINATING BETWEEN THE TOWN THE COUNTY AND THE STATE. THE TOWN IS SPENDING MILLIONS, THE COUNTY IS SPENDING TENS OF MILLIONS, THE STATE SPENDING HUNDREDS OF MILLIONS TO GET THE ROADS IN A STATE WHERE NORFOLK RESIDENTS DON'T HAVE TO DEAL WITH THEBEEN HAVING TO DEAL WITD WE'VE WORKED CLOSELY WITH COUNCILS WITH THE RESIDENTS AND WITH CONSULTANTS SUCH AS JOHN POLLSTER WITH ITS TO MAKE SURE THAT WE CAN GET AS FAR AHEAD OF THESE REAL PROBLEMS AS WE CAN. BUT IT IS A RESIDENT CONCERN. AND IT IS SOMETHING THAT IS INFLUENCING THEIR PERCEPTIONS. GETTING DOWN INTO THE MIDDLE OF THE PAGE. WE CAN SEE SOME MODERATE DISSATISFACTION WITH QUALITY SHOPPING AND QUALITY RESTAURANTS. PEOPLE FEEL STRONGLY ABOUT IT, BUT IT'S NOT THEIR TOP PRIORITY. AND, YOU KNOW, WE WORK WITH OUR EDC AND

WHEN IT COMES TO SAFETY AND SECURITY AND OPERATIONS IN IMPORTANCE. THEY ARE GENERALLY SATISFIED WITH THAT AS WELL UP TO THE POINT WHERE THEY'RE FRUSTRATED WITH TRAFFIC. AND I THINK THAT WAS THE, UH THE MAIN TAKEAWAY, THE MOST OBVIOUS TAKEAWAY. FROM THE SURVEY. AND SO, AS I PROMISED, THERE IS ANOTHER OPPORTUNITY FOR THE GROUP. AND WITH THAT THEY WERE CONCERNED ABOUT TRAFFIC COMING THROUGH A ROAD IS PARTICULARLY COMMERCIAL TRAFFIC THROUGH A RESIDENTIAL ROAD. UM SO STAFF PASSED THAT ON TO MYSELF. I BROUGHT IN MISS LAURENCE AND WE HAD A MEETING WITH THEIR HO A ASKING THEIR CONCERNS, LOOKING FOR POTENTIAL SOLUTIONS AND WHAT WE CAN LEGALLY AND NOT LEGALLY DO. SO FIRST WE TALKED ABOUT CARPENTER ROAD HERE AND EXPLANATION OF THE ISSUES THERE. THIS MAP WILL KIND OF DEMONSTRATE SOME OF THAT THE THIS IS SHOWING KIND OF THE NORTHEAST CORNER OF FOUGHT IN 407. MOST OF THIS AREA IS IN THE E TJ. UH, CREEK MEADOWS WAS ACTUALLY IN THE E TJ UNTIL IT WAS DEVELOPED AND IT WAS ANNEXED IN. SO CREEK MEADOWS IS A RESIDENTIAL. ONE ACRE LOT DEVELOPMENT. UH LOCATED OFF OF FORT ROAD AS PART OF THAT THAT SOUTHERN STREET CARPENTER ROAD IS ON OUR THOROUGHFARE PLAN AND YOU SEE THE CONTINUATION OF THAT DOTTED LINE. THAT'S A COLLECTOR STREET ON A THUR PLAN, SO IT'S THE PLAN IS TO CONTINUE THAT TO THE TO THE EAST AS THAT PROPERTY DEVELOPS. WELL AFTER CREEK MEADOWS CAME IN. THEN HAWTHORNE ESTATES CAME IN ANOTHER, UH, APPROXIMATELY ONE ACRE LOT DEVELOPMENT THAT'S CURRENTLY UNDER CONSTRUCTION. AND WILL BE ANNEXED INTO THE TOWN. AND UH MORE RECENTLY, THERE'S BEEN A PLAN FOR COMMERCIAL KIND OF LIGHT INDUSTRIAL DEVELOPMENT CALLED NORTH LAKE BUSINESS PARK. UH, THIS WOULD BE SOUTH OF THAT CARPENTER ROAD WOULD NOT INCLUDE THE EXTENSION OF CARPENTER ROAD. BUT UH, THE PROPERTY NORTH OF THERE HAS BEEN PURCHASED THAT, UH, PROPERTIES BEING CALLED NORTH LAKE ACRES. THE DEVELOPER HAS SOME VERY PRELIMINARY PLANS ON THAT, UM LOOKS LIKE IT WOULD BE SOME KIND OF COMMERCIAL, UH, LIGHT INDUSTRIAL TYPE USE, AND IN THE PRELIMINARY MEETINGS WE DISCUSSED OUT WITH CARPENTER ROAD IS ON THE THOROUGHFARE PLAN WOULD NEED TO BE EXTENDED THROUGH UM, ALSO WANT TO TALK ABOUT SOME RELATED ITEMS TO THAT. SO THAT NORTHLAKE BUSINESS PART DEVELOPMENT, UH, HAS KIND OF A MAIN ROAD THROUGH IT. LET'S SEE IF I CAN GET THE POINTER GOING SO BEFORE YOU LEAVE THIS ONE YOU GAVE US THE OVERVIEW. SO THE THOUGHT IS, IT WOULD BE GOOD TO GO AHEAD AND ADD THAT TO THE THOROUGHFARE PLAN, AND THERE'S ALSO AN AREA NEAR THE NORTHWEST REGIONAL AIRPORT, WHERE THERE COULD BE SOME SIMILAR ISSUES WITH THE MIX OF COMMERCIAL, INDUSTRIAL AND RESIDENTIAL TRAFFIC AND POTENTIAL TO GET OUT AHEAD OF THAT, AND ALIGN THE UM, THE THOROUGHFARE IS A BETTER AND BETTER MATCH UP WITH THE LATEST COMPREHENSIVE PLAN. SO HERE'S THE PROPOSALS. HERE'S THE EXISTING THOROUGHFARE PLAN AND WITH CARPENTER ROAD SOON THE PROPOSAL WOULD BE TO REMOVE THIS SEGMENT FROM THE THOROUGHFARE PLAN. EXISTING CARPENTER ROAD ALONG, UH, CREEK MEADOWS WOULD JUST BE CONSIDERED A LOCAL STREET. AND WE WOULD ADD, UM THIS THOROUGHFARE THROUGH THE NORTHLAKE BUSINESS PARK DEVELOPMENT AND IT WOULD CONNECT TO, UH FUTURE CARPENTER ROAD, WHICH WOULD REMAIN BUT LIKELY NEED TO BE RENAMED IF WE'RE KEEPING CARPENTER ROAD ON THIS SECTION. AND THE OTHER AREA NEAR THE NORTHWEST REGIONAL AIRPORT. OUR EXISTING PLAN. WE HAVE THIS WE HAD PLANNED THIS AREA AROUND THE AIRPORT TO BE PRIMARILY INDUSTRIAL IN OUR LAST COMP PLAN. THAT HAS CHANGED IN OUR LATEST PLAN IN THIS FRONTAGE ALONG 1171 IN THIS SECTION IS TO BE RESIDENTIAL. AND YOU DON'T REALLY WANT ALL THE TRUCK TRAFFIC FROM POTENTIAL INDUSTRIAL COMING RIGHT THROUGH A RESIDENTIAL NEIGHBORHOOD. SO THE PROPOSAL IS TO REALIGN THIS THOROUGHFARE. IT CANNOT BE THE DIVIDING THE DIVIDER BETWEEN SOME POTENTIAL RESIDENTIAL AND INDUSTRIAL AND THE AREAS OTHER AREAS SOUTH OF THE AIRPORT. AND WE DISCUSSED THE AIRPORT ONE SOME SOME MONTHS AGO RELATED TO SOME DEVELOPMENT ALONG 1171. SO SINCE WE'RE GOING THROUGH A AMENDMENT PROCESS. THAT'S UH, PROPOSED THERE, AND IT OUTLINES CERTAIN OBLIGATIONS FOR BUILD OUT OF THAT PROPERTY AND ALSO CALLED FOR THE CREATION. AND UH, REIMBURSEMENT TO THE DEVELOPER, WHICH WOULD BE THE LAST OF THE PAYMENTS OF THE INITIAL $1 MILLION. THEY'RE PUTTING UP FRONT. UM THE PROPOSED, UH, TOURS. THIS WILL BE THE THIRD ONE IN THE TOWN TOURS. UH THE TOURS WILL GET 50% OF THAT THE TOWN WILL STILL KEEP 50% OF THAT AND WHEN THE TOURIST GOES AWAY THEN, UH UH, THAT ALL GOES BACK TO THE TOWN. AND LIKE I SAID PRIOR TO, UH, ACTING ON THE CREATION ORDINANCE, UH, YOU'LL NEED TO HOLD THE PUBLIC HEARING. WE SHOW UP AND EAT WITHIN YOUR MUNICIPALITY. THEIR KIDS GO TO SCHOOL WITHIN YOUR SCHOOL DISTRICTS, AND SO OVERALL, IT'S A GREAT ECONOMIC DEVELOPMENT PROGRAM FOR THE COMMUNITY AND FOR THE PAST 20 TO 30 YEARS THAT IT HAS EXISTED. IT'S NEVER BEEN A NEGATIVE TO THE JURISDICTIONS. IT'S ONLY BEEN A POSITIVE. IT ALLOWS THEM TO NOT PAY CUSTOMS FEES. BUT DOES IT ALLOW THEM TO NOT PAY VALOREM TAXES ON WHAT'S STORED IN THE BUILDINGS? IF THEY ARE APPROVED BY THE FOREIGN TRADE ZONE BOARD, UM, BASED ON YOUR SUPPORT FOR THE LETTER OF NO OBJECTION. THEN THEY WOULD BE EXEMPT FROM PAYING A VALERA INVENTORY TAXES ON THE INVENTORY WITHIN THE BUILDING. BUT WHAT I MIGHT ADD, IS THAT THERE IS LEGISLATION WITHIN THE STATE OF TEXAS CALLED TRIPLE FREEPORT TAX EXEMPTION, WHICH ALREADY EXISTS. AND SO WHAT THAT MEANS IS THAT PRODUCT COMES INTO A FACILITY IN THE TOWN FROM OUTSIDE OF TEXAS, AND THEN LEAVES THE TEXAS WITHIN 100 AND 75 DAYS. IT ALREADY NOT PAY A VALER INVENTORY TAX, RIGHT ? AND AS WE KNOW THESE LARGE INDUSTRIAL WAREHOUSE GROUPS, THEY TURN INVENTORY VERY QUICKLY .
