WHEN WE TALK ABOUT ALERT SYSTEMS, WE ALWAYS THINK OF LIKE WEATHER OR TORNADO ALERT SYSTEMS. BUT THERE ARE MANY DIFFERENT TYPES, AND AS YOU CAN SEE IN SOME OF THE PHOTOS, THEY CAN BE FROM FLOODS, WILD LANDS, OBVIOUSLY THEY COULD BE USED FOR COVID AND OTHER TYPE OF DISASTERS. I'M GOING TO TALK ABOUT THE SYSTEM THAT WE USE AT DENTON COUNTY ESD ONE, WHICH IS VERY SIMILAR TO WHAT NORTHLAKE PD AND THE TOWN OF NORTHLAKE USES. AND THEN I'M GOING TO TALK ABOUT JUST SOME TRENDS AND RECOMMENDATIONS. I'M GOING TO START OUT WITH MORE TRADITIONAL, WHAT YOU'RE MORE FAMILIAR WITH, THE OUTDOOR WARNING SIRENS IS PROBABLY THE MOST TRADITIONAL, SYSTEM WE THINK OF, AND WE THINK OF THE TORNADO WARNING. SIRENS, THEY EVOLVED FROM CIVIL DEFENSE SIRENS AND PRIOR TO THAT, IT WAS CHURCH BELLS. THAT WAS WHAT EVERYBODY USED. AND I THINK PRIOR TO THAT, I THINK IT WAS LANTERNS. SO EVEN IF YOU'RE HARD OF HEARING YOU AND YOU'RE OUT WITH OTHER PEOPLE, YOU WILL SEE THEIR REACTIONS. SO THERE ARE SOME ADVANTAGES THERE TYPICALLY. AND I SAY TYPICALLY BECAUSE THIS IS NOT ALWAYS THE CASE, THEY'RE TYPICALLY SELF-RELIANT. MOST TIMES YOU'LL SEE THEM WITH SOLAR PANELS AND BATTERIES, THEY ARE TYPICALLY REMOTE CONTROLLED, SO THEY'RE NOT RELIANT ON OTHER TECHNOLOGIES, BUT THEY ARE ADVANCING. YOU'RE STARTING TO SEE SOME NOW THAT ARE INTEGRATING SMART TECHNOLOGIES, WHEN I WAS IN MY LAST, WHERE I WORKED FOR THE CITY OF CARROLLTON, THE ONES WE HAD, YOU COULD ACTIVATE OFF YOUR SMARTPHONE, AND IT HAD AN IP ADDRESS, AND YOU COULD. I SAY TYPICALLY BECAUSE THERE ARE SYSTEMS THAT WILL DO SOME MESSAGING TRYING TO SAY SHORT, WORDING, BUT FOR THE MOST PART IT'S JUST THE AUDIBLE SOUND. THE BIGGEST MISCONCEPTION IS THAT PEOPLE THINK THESE ARE FOR INDOORS. THEY ARE NOT. THEY'RE SPECIFICALLY CALLED OUTDOOR WARNING SYSTEMS. THEY WERE DESIGNED TO ALERT THOSE THAT WERE OUTSIDE AND HAD THEM GO INSIDE TO GET MORE INFORMATION, SO THAT'S ONE OF THE MISCONCEPTIONS. WHEN THEY HAD A TORNADO RECENTLY IN VALLEY VIEW, THEY WERE OUT TRYING TO FIX THE BROKEN SIREN. BUT THE REALITY IS THAT'S NOT DESIGNED TO ALERT PEOPLE IN THEIR HOME. YES, WE OFTEN HEAR THEM IN OUR HOME, BUT THAT'S NOT THE INTENT. THAT'S NOT WHAT THEY'RE DESIGNED TO DO, THEY ARE EXPOSED TO WEATHER AND VANDALISM. YOU KNOW, WITH THE RECENT HAIL WE'VE HAD, I GUARANTEE THOSE PANELS, SOLAR PANELS ARE GOING TO GET DAMAGED. THEY DO GET VANDALIZED AS WELL. THE BIGGEST CHALLENGE YOU'LL HAVE IS TESTING. AND MAINTENANCE. WE HAD OVER 30 OF THEM IN CARROLLTON. AND YOU HAVE TO PHYSICALLY ONCE A MONTH, HAVE SOMEONE, 30 PEOPLE GO OUT AND PHYSICALLY WATCH THESE THINGS TURN AND MAKE NOISE AND THEN REPORT BACK AND THEN REPORT ALL THE MAINTENANCE GOES ON WITH THAT. AND THAT IS SPLIT BETWEEN OUR MAINTENANCE AND OPERATIONS FOR THE GENERAL FUND AND THEN ALSO OUR DEBT SERVICE. SO OUR INS RATE IS WHAT IT'S CALLED. AND THEN KIND OF ESTIMATES FOR FY 20 VALUES OF WHAT'S WHAT'S BAKED INTO THAT 8.8 MILLION SO FAR IS WE'VE SEEN TAXABLE VALUES INCREASE BY ABOUT 18%, COMPARED TO THE PRIOR YEAR. AND THEN OUR NEW GROWTH IS LOOKING AT ABOUT 15% OF TOTAL VALUES. AND THE VALUE SPLIT RIGHT NOW IS ABOUT 48% COMMERCIAL, 52% RESIDENTIAL.

SO WE'RE HOVERING RIGHT AROUND THAT 5050 SPLIT WE'VE BEEN EXPERIENCING INCREASES IN RESIDENTIAL GROWTH AS ESPECIALLY BECAUSE WE'RE CONTINUING TO BUILD OUT. AND, HOPEFULLY, THOUGH AS WE CONTINUE TO SEE COMMERCIAL COME ONLINE, THAT NUMBER WILL EVEN OUT EVEN MORE SO FOR CLARITY, FOR PUBLIC, YOU'RE SEEING WHAT YOU'RE SEEING OUT. SO, AND YOU CAN SEE THE FLUCTUATION, ESPECIALLY DURING THE DIFFERENT SUMMER MONTHS. SO THAT UTILITY REVENUE THAT WE'RE BRINGING IN, IT'S WE'RE PREDICTING ABOUT 10.6 MILLION IN WATER SALES, 8.6 MILLION IN SEWER SALES. AND THE INCREASES THAT WE'RE PROJECTING IS DRIVEN BY INCREASED RESIDENTIAL AND COMMERCIAL GROWTH. OBVIOUSLY, MORE PLACES MEANS MORE PEOPLE NEED WATER, AND THUS THE SALES GO UP. NOW, THE EXPENSE IS SUPPORTED BY THE UTILITY.

REVENUE ARE ABOUT 12.7 MILLION IN WHOLESALE COSTS. WATER AND SEWER COSTS, AND IT ALSO SUPPORTS THE DEBT SERVICE FOR WATER AND SEWER CAPITAL PROJECTS.
