SO WE CONTINUE TO BE, YOUR BUSINESS COMMUNITY, CONNECTING THE ALLIANCE REGION. SINCE 1988, WE HAVE NOT MADE ANY CHANGES WITH OUR MISSION, VISION OR VALUE STATEMENT. SO NATIONALLY, WE'RE ACTUALLY DOING BETTER THAN WHAT WE'VE SEEN ON A NATIONAL BASIS, WE'VE HELD TWO MEMBERSHIP LUNCHEONS. WE HELD OUR ALLIANCE DEVELOPMENT FORUM, WHICH FOCUSED ON ECONOMIC DEVELOPMENT IN THE REGION THAT WE PARTNER WITH OUR COMMUNITIES. AND OUR FOCUS THIS YEAR WAS RESIDENTIAL. OUR TASTE EVENT IS OUR FUNDRAISING EVENT THAT WE DO FOR OUR CAPITAL CAMPAIGN, FOR OUR BUILDING, AND WE HELD THAT OUT AT THE SPEEDWAYS, GARAGES. WE HELD TWO WOMEN IN BUSINESS LUNCHEONS. WE HOLD THOSE AT TROPHY CLUB, COUNTRY CLUB, OUR EMERGING LEADERS OF METRO PORT, WHICH IS A PROGRAM TO HELP OUR ON AN INDIVIDUAL BASIS, HELPS OUR MEMBERS GROW INTO GREAT LEADERSHIP ROLES, WE HELD TWO OF THOSE TWO BUSINESS EDUCATION TRAINING, WHICH FOCUSES ON SMALL BUSINESS, TOOLS AND TRAINING, WE'VE HELD TWO METRO PARK MIXER. WE'VE HELD THREE SINCE THEN. NETWORKING NOON. WE TAKE THESE TO ALL OF OUR BUSINESS RESTAURANTS THAT ARE MEMBERS OF THE CHAMBER, AND IT'S A GREAT NETWORKING OPPORTUNITY FOR OUR SMALL BUSINESSES, BUSINESS BUILDERS. WE'VE HELD SIX, AND WE'VE HELD OUR ONE IN NORTH LAKE AND, REGIONAL ADVANTAGE LEADERSHIP PROGRAM. WE FINISHED CLASS SEVEN AND GRADUATED THEM AT OUR MEMBERSHIP LUNCHEON IN MAY. I MEAN, THAT IS FOR YOU ALL TO DECIDE, BUT I THINK THEY'RE HAPPY, BUT WE'RE ALMOST AT THE END OF THE ROAD, ALMOST TO THE END OF THE TUNNEL. WE GOT ABOUT A MONTH LEFT IN THIS PROCESS, SO WE ARE MOVING ALONG. OKAY, SPEAKING OF PROCESS, JUST A QUICK REVIEW OF THE BUDGET TIMELINE. WE'VE ACCOMPLISHED A NUMBER OF THINGS, WE RELEASED THE BUDGET ON AUGUST 2ND. THE PROPOSED. SO THAT IS ONLINE FOR COUNCIL MEMBERS OBVIOUSLY TO LOOK AT AS WELL AS THE PUBLIC.

AND THEN CURRENTLY WE'RE JUST GOING TO TAKE A QUICK GLANCE AT THE HIGHLIGHTS OF THE PROPOSED BUDGET AND ANSWER ANY QUESTIONS. AND THEN SEPTEMBER 12TH IS THE MEETING WHERE WE WOULD HOLD PUBLIC HEARINGS AND ADOPT THE BUDGET AND THE TAX RATE. SO THAT IS WHAT IT LOOKS LIKE GOING FORWARD, JUST A QUICK REVIEW OF THE BUDGET FOCUS AREAS THAT WE AS STAFF LOOK TO WHEN PLANNING THE BUDGET AND PROPOSING IT. WE HAVE OUR FOUR AREAS OF EFFECTIVELY MANAGING PUBLIC RESOURCES, DIVERSIFYING THE TAX BASE, OPERATING EFFICIENTLY AND EFFECTIVELY AND RESPONSIBLY

MANAGING GROWTH. AND THE PRESENTATION TODAY IS GOING TO BE STRUCTURED WITHIN THESE FOUR AREAS. AND HOW WE'RE TRYING TO SUPPORT THOSE. SO STARTING WITH EFFECTIVELY MANAGING PUBLIC RESOURCES, THIS IS ESSENTIALLY LOOKING AT MAINTAINING THE HISTORIC 29.5 CENTS TAX RATE THAT NORTH LAKE, NORTH LAKE HAS HAD FOR MORE THAN 20 YEARS. SO RIGHT NOW WE'RE PROPOSING THAT TAX RATE AGAIN. AND THE MAINTENANCE AND OPERATION TAX RATE GOING TOWARDS THE DIFFERENT MAINTENANCE OPERATION FUNCTIONS OF THE TOWN WOULD BE THE 0.16 WITH INTEREST IN SINKING. SO THOSE FUNDS GO INTO DEBT BEING 0.2. THAT WILL MAKE UP THAT NAUGHT POINT 295 TAX RATE. WE INVEST THE MONEY IN EMPLOYEES, OPERATIONS AND STAFF. AND AS I MENTIONED, THAT IS GOES TOWARDS, DEBT AND CAPITAL PROJECTS SUPPORTING CAPITAL PROJECTS THAT ARE GOING TO HELP GROW THAT COMMERCIAL TAX BASE. SO THINGS LIKE THE CAPTAIN BRANCH AREA, THE CLEVELAND GIBBS ROAD, THE FORT ROAD, THOSE PROJECTS NOW LOOKING AT OUR PROPOSED TAX RATES. SO THE COUNTY RAN THE CALCULATIONS. WE DOUBLE CHECKED THEM. AND THIS IS WHAT WE ENDED UP WITH. SO A NO NEW REVENUE RATE OF $0.27 AND A VOTER APPROVED RATE OF 29.5, AND A DE MINIMIS RATE OF $0.30. SO, COUNCIL, WE'RE RECOMMENDING THAT COUNCIL ADOPT AT THE 29.5 CENTS MAINTAIN WHAT NORTH LAKE HAS ALWAYS HAD. AND THAT WOULD BE THE VOTER APPROVED RATE. COUNCIL COULD ADOPT AT THE DE MINIMIS RATE OF THAT $0.30, IT WOULD GARNER AN EXTRA ABOUT 300,000 REVENUES AND WOULD POTENTIALLY COVER THE TRAFFIC AND MARKINGS CREW. THAT'S BEEN DISCUSSED IN PRIOR SESSIONS, BUT FOR RIGHT NOW, WE'RE WE'RE A STAFF, SUGGESTING THE AND PROPOSING THE RATE OF 20.5 CENTS THAT WOULD LEAD TO A SPLIT IN INS THAT WE SAW IN THE PREVIOUS SLIDE OF 43% GOING INS AND 57% TO KNOW, LAST YEAR IT WAS A 60 OVER 40 SPLIT WITH 60. NO. AND 40% INS. IT'S SWITCHED A LITTLE BIT. IT'S GONE TOWARDS INS A LITTLE BIT MORE BECAUSE OF THE NUMBER OF PROJECTS THAT WE'RE INVESTING IN RIGHT NOW AND THE AMOUNT OF DEBT THAT WE'RE SUPPORTING. BUT THOSE PROJECTS, THE GOAL IS THAT THEY'RE GOING TO PRODUCE FUTURE REVENUES FOR THE TOWN AND HELP TO REDUCE THE TAX BURDEN ON RESIDENTS. SO WITH PROPERTY TAX VALUE GROWTH, WE'RE EXPECTING AN INCREASE OF ABOUT 1.7 MILLION OR 2024% DUE TO GROWTH IN THE PROPERTY TAX BASE. YOU CAN SEE THOSE INCREASES IN INS AND MO ON THAT CHART ON THE RIGHT, ONCE AGAIN, JUST POINTING OUT THAT INS IS GROWING A LITTLE BIT FASTER THAN EMNO THIS TIME AROUND JUST TO SUPPORT THOSE PROJECTS THAT WE ARE CURRENTLY.

THEY'RE CURRENTLY ONGOING WITH INFRASTRUCTURE, AND IT'S EXPECTED THAT THOSE INVESTMENTS IN INFRASTRUCTURE THAT'S GOING TO HELP US GET BACK TO THAT 6040 SPLIT AND ALSO HELP US HERE ON THIS NEXT SLIDE, TRYING TO REACH THAT 6040 SPLIT IN COMMERCIAL AND RESIDENT, OR THAT 5050 SPLIT IN COMMERCIAL AND RESIDENTIAL. SO RIGHT NOW WITH TAXABLE VALUES, WE'RE EXPECTING ABOUT 3.1 BILLION IN VALUES, 15% OF THAT IS JUST THE OVERALL INCREASE IN VALUES. AND THEN 70% OF THAT IS AN INCREASE OF NEW TAXABLE VALUES. JOHN. YEP DOES THAT BASICALLY MEAN THAT THE EXISTING TAXABLE VALUES WENT DOWN JUST A SMIDGE. AND THE NEW TAXABLE VALUE, THE NEW GROWTH IS OVERSHADOWING THAT OR SO THE NEW TAXABLE VALUES ACTUALLY COMPARED TO LAST YEAR WENT UP. SO AND THAT INCREASE IN TAXABLE VALUES ON OUR WHEN YOU'RE LOOKING AT OUR TAX RATES THAT CAUSED THE MO TO ACTUALLY GO DOWN BECAUSE WITH THE STATE LEGISLATURE IS TRYING TO DO IS TRY AND GET US TO THAT.

NO NEW START WITH THAT. NO NEW REVENUE RATE. SO WHEN TAXABLE VALUE GOES UP, THE MAINTENANCE OPERATIONS PORTION OF THE TAX RATE GOES DOWN, SO IT IS A LITTLE IN TERMS OF THE INCREASE IN TAXABLE VALUES, IT IS A LITTLE LESS COMPARED TO THE INCREASE THAT WE SAW LAST YEAR.

BUT THERE STILL WAS A RATHER LARGE INCREASE, ESPECIALLY COMPARED TO OTHERS IN THE AREA, AND THEN THE NEW GROWTH THOUGH, THAT 717%, THAT'S WHAT'S DRIVING A LOT OF OUR, INCREASE IN PROPERTY TAX REVENUES. THIS THIS TIME AROUND. AND ONE MORE QUESTION. HOW HOW HAVE THESE NUMBERS CHANGED SINCE OUR ESTIMATES TO NOW, OR ARE THEY ABOUT SPOT ON. THEY'RE ABOUT THESE NUMBERS ARE ABOUT SPOT ON. THEY'RE ROUGHLY THE SAME, THE TAX RATE NUMBERS ARE OURS ARE A LITTLE BIT OVER, PART OF THAT WAS JUST WE NEEDED TO REASSESS EXACTLY HOW MUCH DEBT WE NEEDED TO, TO TAKE ON FOR THE INS RATE. SO THAT WAS PART OF IT. WE WORKED WITH THE COUNTY ON THAT.

GOT IT SQUARED AWAY SO THAT WE COULD REACH THAT 29.5 CENT, AND I HAVE TO GO OVER. OKAY. I JUST WANTED FOR COUNCIL, ESPECIALLY WITH SOME OF THEM. SAW THE LAST MEETING ONLINE, WEREN'T HERE.

SO SO THE NEXT FOCUS AREA WAS DIVERSIFYING THE TAX BASE. SO THAT FEEDS INTO WANTING TO MAINTAIN EXISTING SERVICES FOR RESIDENTS, BUT ALSO REALLY KIND OF PROMOTING AND GROWING THAT COMMERCIAL GROWTH, THAT COMMERCIAL TAX BASE, SO THAT WE CAN TAKE TAX BURDEN IN THE FUTURE OFF OF RESIDENTS AND PUT IT MORE INTO COMMERCIAL. SO TO DO THAT, IT'S TENDS TO WE'VE FOCUSED ON INVESTING IN

INFRASTRUCTURE. SO YOU CAN SEE THE CAPITAL PROJECTS NUMBERS HERE ON THE SLIDE, ABOUT 90 MILLION IN TOTAL PROJECTS FOR THE UPCOMING YEAR, AND A SPLIT BETWEEN, ROAD AND NON UTILITY PROJECTS, WATER AND SEWER PROJECTS, AND THEN BUILDING PROJECTS. THIS IS JUST A QUICK BREAKDOWN OF THE DIFFERENT PROJECTS THAT ARE ON SCHEDULE FOR THIS YEAR. EITHER THEY'RE ALREADY UNDER CONSTRUCTION AND WE'RE WORKING ON THEM, OR THEY'RE COMING UP FOR BIDS THIS YEAR AND EXPECTING CONSTRUCTION TO GET STARTED. SOME OF THE HIGHLIGHTED ONES, THOUGH, ARE THE BUILDING PROJECTS. WE OBVIOUSLY HAVE THE STARS SPORTS CENTER AND ALSO THE HOTEL CONFERENCE CENTER.
