IN TERMS OF THE OPERATING EXPENDITURES FOR THE GENERAL FUND, 82% OF THOSE HAVE OCCURRED. WE'RE A LITTLE BIT AHEAD OF SCHEDULE COMPARED TO WHERE WE'RE AT WITH THE FISCAL YEAR. AND WE HAVE BEEN NEGOTIATING FOR OUR HEALTH BENEFITS, WHICH IS A PRETTY LARGE COST TO THE TOWN, AS A REMINDER, WE COVER THE EMPLOYEES HEALTH BENEFITS AND ANCILLARY BENEFITS. 100% AND THEIR DEPENDENTS, 50%. AND THAT HELPS US STAY COMPETITIVE WITH THE OTHER EMPLOYERS, OUR CURRENT HEALTH CARE PROVIDER GAVE US A BID OF 25% INCREASE. WE HAD MOST OF THAT IN OUR BUDGET AS A CONTINGENCY, BUT OUR HEALTH CARE CONSULTANT HUB INTERNATIONAL, WENT TO BAT FOR US. THEY GOT OUR CURRENT HEALTH CARE PROVIDER DOWN 2%, SO WE GOT TO 23%, WHICH WAS STILL HORRIBLE. SO WE WENT OUT ON THE MARKET AND WE WERE ABLE TO NEGOTIATE. AND WE'RE STILL WORKING THROUGH THIS, BUT OUR HEALTH CARE CONSULTANT BELIEVES WE CAN GET TO A NO INCREASE, 0% INCREASE, SO WHAT DOES THAT MEAN? IT MEANS THAT WE DON'T NEED TO SPEND THAT ON HEALTH CARE. AND SO THERE IS A SURPLUS NOW IN THE GENERAL FUND, THERE ALSO IS SAVINGS IN OTHER FUNDS AS WELL. BUT THIS PUTS TH, THE KIND OF THE LAST, THE LAST PRIORITY THAT WE WEREN'T ABLE TO GET TO THE TRAFFIC MARKINGS AND SIGN CREW, PUT IT BACK ON THE PLATE, WE ALREADY HAD BUDGETED FOR THE VEHICLE, AND NOW WE'LL BE ABLE TO DO PHASE TWO. WE STILL WON'T BE ABLE TO DO ALL OF THIS. AND IN TALKING WITH ERIC, THERE'S QUITE A BIT OF TRAINING WITH THIS. AND IT IT COVERS THAT DISTANCE BETWEEN THE DIFFERENCE BETWEEN THE 3000 AND THE $2,000 DEDUCTIBLE. SO BASICALLY NO IMPACT TO THE EMPLOYEE. IT'S COVERED. WE HAVE A PURE HMO FOR EMPLOYEES THAT WANT TO COVER THE ENTIRE FAMILY AND VERY COST EFFECTIVE WAY. AND THEN WE'RE ADDING THE VERY HIGH DEDUCTIBLE HSA PLAN. SO WE THINK THAT A LOT OF THE EXISTING HSA WILL MOVE BECAUSE THEY BUILT UP THEIR ACCOUNT. THEY'LL MOVE TO THE 5000. AND THAT THAT THOUSAND DOLLAR INSURANCE FOR HOSPITAL AND OUTPATIENT CARE WILL APPLY FOR THE $5,000 DEDUCTIBLE. DO IT. IT'LL BE A CROSS PLANS. OKAY. YOU'RE WELCOME. BUT I'LL GET YOU ON THE ON THE LAST ONE, I'LL GET IT BACK ON OR YOU'LL GET IT BACK ON THE LAST ONE. SO THIS ONE IS A LITTLE BIT DIFFERENT. AND AGAIN THIS IS ALL FOR THE BENEFIT OF THAT COMMERCIAL AREA NORTH OF 407, THIS ONE IS A OVERSIZING. BUT FOR THE TIME BEING, WE NEED TO EXPAND THE PLANT. AND SO IN NEGOTIATING WITH THE DEVELOPER, WE ARE GOING TO KIND OF MAX OUT THE PLANT AT ITS CURRENT PERMIT LEVEL. SO WE OBVIOUSLY WE'VE BEEN DOING IT IN STAGES MUCH LIKE OUR PLANT DOWN AT KATHERINE BRANCH INDUSTRIAL AREA. THEY HAVE BEEN TWO, BUT TO HELP THEM HAVE ENOUGH CAPACITY IN THE SEWER PLANT ARE OUR PARTICIPATION WILL BUILD THAT OUT. GIVE US OUR, NECESSARY AMOUNT OF SEWER TREATMENT. AND SO AND THAT'S THE ONE THAT'S A LITTLE BIT MORE EXPENSIVE. AND, FOR YOU, FOR THE COUNCIL MEMBERS ARE ON BOARD. WHEN WE DID THE KATHERINE BRANCH PLANT, REMEMBER THOSE COST INCREASES, JUST THE HITS KEPT COMING. WE HAVE GONE REALLY HIGH ON THIS. WE HOPE THAT THIS ALSO COMES UNDER THAT AMOUNT.
