STAFF HAVE BEEN DIRECTED TO DO AN ANNUAL STUDY EACH YEAR TO JUST TRY AND KEEP UP WITH THE ONGOING COSTS RELATED TO OPERATIONS AND RELATED TO INCREASING WHOLESALE COSTS, AND TO TRY AND AVOID ANY OF THESE REALLY LARGE CATCH UP PAYMENTS, BECAUSE WE PUT OFF ANY TYPE OF RATE INCREASES THAT WE NEEDED TO DO. BUT WHEN TALKING ABOUT RATE INCREASES, THERE'S A COUPLE FACTORS THAT AFFECT THE RATES AND WHAT THE RATES NEED TO BE NEED TO BE. ONE OF THOSE RIGHT NOW IS INCREASES IN WHOLESALE WATER AND SEWER COSTS. THOSE CONTINUE TO GO UP AND THOSE ARE PASSED ON COSTS FROM OUR PROVIDERS. FORT WORTH TRA, UPPER TRINITY. THERE'S ALSO INCREASED OPERATIONAL COSTS. SO THAT'S RELATED TO JUST THE COSTS AND PRICE OF GOODS AND SERVICE RELATED TO WATER AND SEWER SERVICES AND PROVIDING THOSE ON OUR OWN END HERE WITHIN THE TOWN. SO EMPLOYEES MAINTAINING ADDITIONAL LINES, EQUIPMENT, THINGS LIKE THAT. AND THEN THERE'S FUNDING FOR ADDITIONAL PROJECTS NEEDED, WATER AND SEWER PROJECTS THAT ARE ONGOING NOW OR IN THE FUTURE, AS WELL AS JUST CONTINUING TO MEET OUR EXISTING DEBT OBLIGATIONS FOR MONEY THAT WE'VE TAKEN OUT FOR PAST WATER AND SEWER PROJECTS TO HELP MAINTAIN THAT SAME LEVEL OF SERVICE HERE IN THE TOWN AND PREPARE FOR THE FUTURE. NOW, ALL OF THAT'S NECESSITATED A SMALL RATE INCREASE OF RECOMMENDED OF 4.75%, WITH THE PRIMARY DRIVER OF THAT BEING THE WHOLESALE COST AND INCREASES IN WATER AND SEWER WHOLESALE COSTS FROM OUR PROVIDERS. TO PROVIDE ADDITIONAL CONTEXT REGARDING NORTH LAKE WATER AND SEWER RATES. STAFF. WE'VE DEVELOPED THIS CHART RIGHT HERE JUST LOOKING AT PAST RATES AND UP TO 2025. WITH THIS, THE PROPOSED RATES, YOU CAN SEE IN 2014 TO 2020, WE DIDN'T DO ANYTHING THERE WASN'T ANY RATE ADJUSTMENTS. AND THEN IN 2020,

THERE WAS A LARGE INCREASE FROM THAT 2014 RATE FOR TWO REASONS. ONE WAS BECAUSE THE FUND BALANCE WAS GOING NEGATIVE. AND SO IT WAS TO CORRECT FOR THAT. AND THE OTHER WAS BECAUSE OF INCREASES IN OUR SUBSCRIPTION COST FROM OUR PROVIDERS. IN 23, THERE WAS A SLIGHT INCREASE, AND THEN 24 THERE WAS ANOTHER INCREASE, PARTICULARLY ON THE SEWER SIDE THAT WAS RELATED TO REGIONAL INFRASTRUCTURE PROJECTS, THAT NORTH LAKE HAS TO PAY A PORTION OF. IN ORDER TO MAINTAIN THAT SAME QUALITY SERVICE. AND THEN IN 2025, YOU CAN SEE IN THE CHART JUST PROPOSING A SMALL INCREASE. AND THIS IS FOR OUR RESIDENTIAL PLAN COMMUNITIES. THIS IS KIND OF WHAT THEIR BILLS HAVE LOOKED LIKE OVER THE YEARS. AND WE'VE ALSO PROVIDED ONE HERE FOR OUR LARGER ESTATE LOTS WHO ARE AFFECTED A LITTLE BIT DIFFERENTLY BECAUSE THEY TYPICALLY DON'T HAVE SEWER AND THEY TYPICALLY USE MORE WATER. AND YOU CAN SEE THE EFFECT OF THOSE RATES, ESPECIALLY IN 23 WHEN WE READJUSTED OR RESTRUCTURED JUST A LITTLE BIT AND INCREASED THAT HIGHER TIER.SO AS YOU GET TO 25,000 GALLONS AND MORE, THOSE LARGE LOTS ARE USING MORE WATER.
