AND THOSE REQUIRE A BOARD MEETING AND SOME PUBLIC HEARINGS. SO WE'LL GO THROUGH THAT REAL QUICK TOO. THIS IS THE PROPERTY. AND THEN JUST THIS IS THIS HAS BEEN A LONG PROJECT AND WE'VE HEARD FROM THE DEVELOPER HIMSELF. SO THIS STARTED IN 2021. PROJECT WAS BOUGHT AT THE END OF THE YEAR, KIND OF AS WE WERE GOING THROUGH THIS, THE DEVELOPER FLOATED A TRIAL BALLOON ABOUT POTENTIAL MULTIFAMILY. AND THAT KIND OF FOCUSED HIS TIME AND OUR TIME ON SOMETHING THAT WAS NOT THAT WHAT WE INITIALLY AGREED TO AND WHAT WE WANTED. WE STARTED DRAINAGE STUDY, THAT THERE'S A PRETTY LARGE CARRYING OF WATER THROUGH THAT AREA THERE. WE TALKED TO, AND THAT BEGAN EVEN BEFORE WE DID THE DEVELOPMENT AGREEMENT. FINALLY, IN SUMMER OF 2023, WE'VE GOT THE DEVELOPMENT AGREEMENT. IT IS WAS EXECUTED TOWARD THE END OF THAT YEAR, AND THEN THE DEVELOPER PURCHASED THE AREA ABOVE THAT. SO KIND OF BEHIND CREEK MEADOWS NEIGHBORHOOD. AND THAT DIVERTED ATTENTION OF STAFF AND HIM AND HIS STAFF AWAY FROM THE CORE PRODUCT. AND SO JUST KIND OF MENTIONING KIND OF THE TIMES THAT WE GOT OFF TOPIC AND WHERE OUR ATTENTION WAS DIVERTED AND[00:25:02]

WE HAVE A FEW TWEAKS TO THE DRAINAGE STUDY. ONCE THAT'S APPROVED, WE CAN WE CAN GET GOING ON THAT AS AS I SAID, THE ANNEXATION WAS IN 2024. WE ACTUALLY HAVE BEEN WORKING AS A TOWN TO HELP THIS DEVELOPMENT. WE ACQUIRED RIGHT OF WAY SO THAT PECAN PARKWAY WILL CONNECT AND GIVE A SECOND POINT OF ACCESS TO THIS DEVELOPMENT. WE HAVE WORKING WITH THE DEVELOPER OF PECAN SQUARE AND THE CHURCH TO GET A SEWER LINE EASEMENT FOR THIS TO DEVELOP. SO THE TOWN HAS BEEN WORKING PER PER HOUR. WHAT WE'VE AGREED TO IN THE DEVELOPMENT AGREEMENT, THE ZONING, WE HAVE A NEED TO GO THROUGH THAT PROCESS. A LOT OF TIMES, THESE ZONING CASES, IF THEY'RE ALREADY DETERMINED IN THE DEVELOPMENT AGREEMENT, SEEMED LIKE KIND OF A MINISTERIAL ACTION. OF COURSE, THE P AND Z OR THE COUNCIL COULD REJECT THE ZONING, BUT IT WOULD UNRAVEL THE ANNEXATION AND ALL THOSE OTHER THINGS. BUT THAT'S A PROCESS THAT WE HAVE TO GO THROUGH PER STATE LAW. AND THEN THAT WOULD BE THE P AND Z ACTIONS, AND THEN THEY WOULD MAKE A RECOMMENDATION, AND THEN THAT WOULD BE THE TOWN COUNCIL ACTION TIME FOR THE ZONING, WHICH WE AGREED TO. AND WE'VE AND WE'VE SEEN THE SITE PLAN AND WHAT HE INTENDS TO BUILD THERE.
AND THEN THE LAST STEP IS A TAX ABATEMENT. TO HAVE A TAX ABATEMENT, YOU HAVE TO HAVE A REINVESTMENT ZONE. TO CREATE A REINVESTMENT ZONE, YOU HAVE TO HAVE AN UPDATED ECONOMIC INCENTIVE POLICY. SO BACKING UP FROM THERE, IN FEBRUARY WE'LL UPDATE OUR. POLICIES AND GUIDELINES. ACTUALLY, NEXT WEEK THE EDC AND CDC WILL BE LOOKING AT THOSE GUIDELINES AND MAKING A RECOMMENDATION TO COUNCIL. AND THEN COUNCIL WILL WILL SEE THOSE ON FEBRUARY 13TH. WE ALREADY HAVE THESE EXIST. WE WITH A NEW STATE LAW. WE HAVE TO UPDATE THOSE. SO THAT'S WHAT WE'LL BE DOING IS ASKING YOU TO CONSIDER UPDATING TITLE CHANGES. BECAUSE OF OUR COMP PLAN, WE'VE NAMED OUR CHARACTER AREAS A LITTLE BIT DIFFERENT.
