SO CAPTAIN COLEMAN STARTED HIS CAREER IN THE WHAT THE YOUNGER OFFICERS LIKE TO CALL THE 1900S. 1987 IS WHAT HE STARTED WITH THE DALLAS POLICE DEPARTMENT AND ROSE TO THE RANK OF DEPUTY CHIEF AFTER SERVING DALLAS PD FOR 30 YEARS. CAPTAIN COLEMAN RETIRED BRIEFLY FROM LAW ENFORCEMENT, THEN JOINED NORTHLAKE AND BACK IN 2020 AS OUR FIRST CAPTAIN THAT WE'VE EVER HAD. HE HOLDS A MASTER PEACE OFFICER LICENSE INSTRUCTOR CERTIFICATION AND OFTEN TEACHES AT THE CARUTH POLICE INSTITUTE IN DALLAS, TEACHING LEADERSHIP TO CIVILIANS. STAFF FROM MULTIPLE AGENCIES. THAT PROJECT ITSELF FOCUSED ON TRANSITIONING ALL THE TOWN'S TRADITIONAL METERS, WHICH WE READ BY GOING AROUND WITH THE TRUCK AND A SCANNER AND PICKING UP ALL THE SIGNALS TO CELLULAR METERS, WHICH WOULD UPLOAD DATA ON A REGULAR BASIS. I BELIEVE IT'S ABOUT A 15 MINUTE TO A HALF HOUR INTERVAL THAT IT UPLOADS DATA. AND THAT PROJECT, THE ORIGINAL SCOPE WAS FOR 6800M. AS YOU ALL KNOW, THERE'S SOME LOGISTICAL PROBLEMS, SOME BLEEDING OVER FROM THE COVID ERA, BUT GETTING ALL THE METERS AND IN THE TIME THAT IT TOOK TO GET THOSE 6800, WE ADDED ADDITIONAL HOMES AND ADDITIONAL METERS CAME ONLINE. SO THE FINAL PROJECT WAS ACTUALLY 8000 PLUS METERS THAT THE TOWN ENDED UP TRANSITIONING TO THE CELLULAR METER TO CELLULAR METERS. THE PROJECT ITSELF WAS ORIGINALLY BUDGETED AT 2.5 MILLION. WE FINISHED AT 2.3, SO CAME IN UNDER BUDGET, WHICH IS ALWAYS FANTASTIC. AND THAT FINAL UNDER BUDGET WAS ABOUT 112,000 IS WHAT WE SAVED, EVEN WITH THE EXPANDED PROJECT SCOPE TO MAKE SURE THAT EVERYBODY WAS ON THE CELLULAR METERS. SO THE PROJECT OUTCOMES WE WERE AIMING AT ONE IMPROVING THE CUSTOMER EXPERIENCE AND ALSO THE EXPERIENCE FOR OUR STAFF SO THAT THEY COULD PROVIDE BETTER CUSTOMER SERVICE. SO THE OUTCOMES INCLUDED THE ABILITY TO TRACK AND MANAGE WATER CONSUMPTION BY RESIDENTS, CREATING AND PRINTING THEIR OWN REPORTS SO THAT THEY COULD SEE THEIR USAGE. THE OWNERS APPROVED PLANS CALL FOR CONSTRUCTION OF ADDITIONAL TWO LANES ALONG THE PROPERTY FRONTAGE. THE FULL PROPERTY FRONTAGE PART OF IT, ACTUALLY HAS THE FULL FOUR LANES. THE ESTIMATED COST OF WHAT THEY'RE GOING TO BUILD IS BETWEEN 172,000 AND 250,000, SO IF WE DID A PART OF A LARGER PROJECT, IT WOULD PROBABLY BE CLOSER TO THE 172 IF IT WAS JUST THIS PROJECT ALONE, JUST BECAUSE OF THE SMALL AMOUNT, IT WOULD BE ABOUT 250,000. AND TOWN COUNCIL MAY WAIVE THE ROADWAY IMPACT FEES FOR PUBLIC IMPROVEMENTS, INCLUDING THESE ROADWAY IMPROVEMENTS. HE RETIRED BACK IN 2019. SO WE DID HIS SERVICE FOR ABOUT FIVE YEARS, HAD A TEMPORARY CONTRACT WITH FLOWER MOUND WHERE WE HAD TO TAKE THE ANIMALS TO FLOWER MOUND, SO THAT TOOK OFFICERS OFF THE STREET TO DELIVER THEM.
