SO BUDGET RESULTS ARE THERE ON PAGE 85. AS YOU CAN SEE, REVENUES EXCEEDED BUDGET REVENUES BY 1.6 MILLION. EXPENDITURES WERE OVER BUDGET BY 966,000. BUT OBVIOUSLY WITH THE WITH THE BIG BUMP IN REVENUE, THAT WAS JUST SPENDING DOWN SOME OF WHAT WAS BROUGHT IN OTHER FINANCING SOURCES, WHICH THAT'S A LOT OF TRANSFERS THAT WAS BELOW BUDGET BY 50,000. I BELIEVE THAT WAS JUST AN UNPLANNED TRANSFER THAT THAT ENDED UP HAVING TO HAPPEN. AND THEN THE OVERALL BUDGET, THERE WAS A NET POSITIVE OF 663,000. SO OBVIOUSLY A GOOD THING TO SEE. AND WITHIN THOSE STRATEGIC GOALS, WE UTILIZE THESE FOUR PRINCIPLES OF BUDGETING TO TRY AND ACHIEVE THOSE THOSE STRATEGIC GOALS. SO WHEN WE GO THROUGH THE BUDGETING PROCESS, WE HAVE THESE FOUR PRINCIPLES. WE ALWAYS ARE AIMING TO HAVE CONSERVATIVE ESTIMATES. WE WANT TO MAKE SURE THAT REVENUES ARE ALWAYS GOING TO EXCEED EXPENDITURES AT THE YEAR END. SO WE ALWAYS OVERESTIMATE EXPENSES, UNDERESTIMATE REVENUES. KIND OF ALLUDING BACK TO THAT WHOLE PROPERTY TAX CONVERSATION WE JUST HAD, WE WANT TO USE THE LOWER REVENUE NUMBER. THAT'S WHAT WE WANT TO USE TO BUDGET. IF WE COME IN HIGHER, THAT'S GREAT. BUT YEAR END EXPENDITURES NEED TO BE LESS THAN REVENUES. THEY WERE BUILT BY THE DEVELOPER WITH AN AGREEMENT FROM THE TOWN TO PAY THE DEVELOPER BACK. AND I HAVE LOOKED THROUGH THE CONTRACT AND I KNOW THE ORDER OF PAYMENT AND WHATNOT THAT'S ON THERE. ADDITIONALLY, AN AGREEMENT WAS SIGNED BETWEEN THE HOA, WHO IN 2018 WAS ALSO THE DEVELOPER. THIS IS THE FIRST YEAR THAT WE HAVE AN OWNER BOARD FOR CANYON FALLS AND THE TOWN FOR THE HOA TO MAINTAIN THESE PROPERTIES, AND NORTH LAKE CREATED THE TOURS AREA TO COLLECT TAXES TO PAY FOR THE HOA FOR THE MAINTENANCE. THEY DID AND PAID THE DEVELOPER FOR PUTTING THESE IN PLACE IN THE TOWN, WHICH DOESN'T HAVE A ACCORDING. WHEN I TALKED TO DREW, YOU DON'T HAVE A PARK AND REC DEPARTMENT HERE, SO THIS KIND OF STUFF IS DONE TO TAKE CARE OF THAT. AS MR. COHEN ALSO SAID, WHEN THIS AGREEMENT WAS PUT IN PLACE AND ALL, NOBODY REALLY HAD AN IDEA THAT IT WAS GOING TO BE THIS LARGE OF A THING. IT WAS GOING TO BE, HEY, CUT THE GRASS, MAINTAIN THE TRAILS A LITTLE BIT, THOSE KINDS OF THINGS. AND NEITHER THE HOA NOR THE TOWN APPARENTLY UNDERSTOOD THE SIZE OF SOME OF THIS. THAT WAS GOING TO HAPPEN.
HAPPY THAT MR. KORN CAME AND VISITED US AS WELL, AND HAD THE TOWN ENGINEER COME OUT AND DO THE ESTIMATES, BECAUSE WE WERE STRUGGLING TO HAVE US GET PEOPLE TO GIVE US ESTIMATES FOR THE TYPES. WHEN WE STARTED LOOKING AT IT. I CAN ECHO WHAT TODD SAYS. WE DON'T HAVE $1 MILLION IN THE HOA TO PUT INTO THE REPAIRS FOR THESE STRUCTURES AND THEN WAIT TWO, THREE, FOUR YEARS, WHATEVER IT WOULD TAKE TO REIMBURSE CANYON FALLS FOR THOSE THROUGH THE TOURS AGREEMENT.
ADDITIONALLY, DURING THIS TIME, WE ALSO SPEND OTHER MONEY DOING THE REGULAR DAY TO DAY MAINTENANCE ON THE TOURS AREAS, WHICH LAST YEAR CAME TO CLOSE TO $200,000 THAT WE'RE PUTTING OUT UP FRONT, AND HAVING TO WAIT ANYWHERE FROM 15, 12 TO 15 MONTHS TO GET REIMBURSED FOR THAT MONEY FROM THE TOWN. ADDITIONALLY, WHEN WE DO OUR RESERVE STUDY, THE PERSON THAT DID OUR RESERVE STUDY WITH US INDICATED THAT IT MIGHT BE A GOOD IDEA FOR THE TOWN TO DO A RESERVE STUDY JUST TO SEE WHAT KINDS OF OTHER THINGS MAY BE GOING ON, AND THAT TOURS AREA, SO THAT THAT CAN BE PLANNED FOR AS WELL, RATHER THAN WAITING FOR WHAT HAPPENED WITH THE RETAINING WALL AND SEEING WHAT HAPPENED. SO VERY COSTLY INFRASTRUCTURE. SO THE DEVELOPER HAS PROPOSED CREATING A FRESH WATER SUPPLY DISTRICT TO ASSIST WITH FINANCING THIS. THERE'S CURRENTLY A FRESH WATER SUPPLY DISTRICT THAT COVERS THE HARVEST DEVELOPMENT. ACTUALLY A COUPLE OF THEM. JUST ONE IN THE NORTH LAKE AREA. BUT THIS WOULD BE THE FIRST FRESH WATER SUPPLY DISTRICT OR FIRST DISTRICT LIKE THIS. THAT IS THAT IS FOR KIND OF COMMERCIAL OR INDUSTRIAL USE.
THE OWNER SUBMITTED A PETITION FOR CONSENT TO CREATION OF THE DISTRICT BECAUSE IT IS IN OUR ETJ. IT REQUIRES THE CONSENT OF THE TOWN.
