IN THIS CASE, PROBABLY A KEY ONE IS THAT FIRST ONE, AND THAT'S THE ABILITY TO PERFORM AND PROVIDE THE REQUIRED AND REQUESTED SERVICES. ONCE THAT CONSTRUCTION IS COMPLETED, AND WE SPEND ABOUT 10 MILLION OF THE $17.2 MILLION BUDGET, THERE'S ALSO THE CHADWICK COMMONS INFRASTRUCTURE, WHICH IS JUST TO YOU CAN SEE THE STAR CENTER, MULTI-SPORT NORTH LAKE IN THAT IMAGE, JUST TO THE LEFT OF THAT BIG BLUE AREA THAT IS ALSO AIMED AT HELPING TO DEVELOP OUT THAT ENTERTAINMENT AND SPORTS AREA OF THE SPORTS DISTRICT OF THE TOWN, AND ONCE AGAIN EXPECTING INCREASED PROPERTY AND SALES TAX AS COMMERCIAL AND MULTIFAMILY HOUSING COME INTO THAT AREA. WE GET IT FROM OTHERS, AND IT'S GOING TO INCLUDE A PUMP STATION, A GROUND STORAGE TANK, AND A SECOND POINT OF DELIVERY. IT'S ESTIMATED ABOUT 12.5 MILLION. IT'D BE FUNDED OVER TWO DIFFERENT YEARS, WITH ENGINEERING TAKING PLACE HERE IN 2026 FOR 2.5 MILLION, AND THAT'S ESTIMATED TO BE COMPLETED IN 2027. THE THIS IS A NEW PROJECT IS THE CLEAN RECONSTRUCTION. SO ABOUT $3 MILLION FUNDED USING CERTIFICATES OF OBLIGATION. THIS IS A ROAD PROJECT OVER WHERE NEAR PUBLIC WORKS CURRENTLY IS THE CURRENT PUBLIC WORKS BUILDING. AND THIS IS ONE THAT WOULD NEED TO BE COMPLETED EITHER BEFORE OR IN TANDEM WITH THE PUBLIC PUBLIC WORKS BUILDING ITSELF IN ORDER TO INSTALL. YOU CAN SEE ON THAT IMAGE THERE THOSE THREE DRIVEWAYS. YOU HAVE ONE FOR LANE US, TRINITY AND NORTH TEXAS CHURCH OF CHRIST. THIS WOULD HELP WITH ALIGNING THE HORIZON WAY INTERSECTION AND IMPROVE ACCESS, AS WELL AS TRAFFIC FLOW AND PUBLIC SAFETY.AND THAT ONE IS WOULD BE COMPLETED IN 2026 ALONG WITH THE PUBLIC WORKS BUILDING OR PRIOR TO IT. THERE IS THE THOMPSON ROAD RECONSTRUCTION PROJECT. SO THAT IS ABOUT 10.2 MILLION.
WE'RE LOOKING AT FUNDING OF CERTIFICATES OF OBLIGATION AS WELL AS CONTRIBUTIONS FROM DEVELOPERS. ABOUT 2 MILLION IN SPENDING IN FY 26 RELATED TO ENGINEERING AND MAYBE SOME CONSTRUCTION COMPLETED IN 2028. THIS IS IN ACCORDANCE WITH THE MASTER PLAN. IT PROVIDES THAT COLLECTOR CONNECTION BETWEEN FM 407 AND OLD JUSTIN, AND ALSO THE RECONSTRUCTION BETWEEN FM 407 AND THOMPSON ROAD AND TO HARVEST. THERE'S ALSO A ROAD RECONSTRUCTION PROJECT THAT WE'RE PROPOSING. THIS WOULD COVER BINGHAM, SCHOBER AND MULKEY. THOSE OLDEST SECTIONS OF THOSE ROADS THAT'S EXPECTED TO BE ABOUT $2 MILLION. NOTHING'S EVER GOING TO BE BUILT ON TOP OF IT, BUT THERE IS THE OPPORTUNITY TO PLACE A PATH ON THERE THAT COULD BE USED FOR GOLF CARTS OR FOR PEDESTRIANS TO ACCESS IT FROM THE HARVEST NEIGHBORHOOD HERE INTO NORTH LAKE COMMONS AND CREATE THAT MORE, MORE CONNECTIVITY AS WELL AS POTENTIAL FOR CUSTOMERS HERE FOR TO COME, COME SPEND, INCREASE THE SALES TAX OF THIS AREA AS WELL. ONE OF THOSE UNFUNDED MANDATES, AGAIN, 70,000 FOR VEHICLES AND EQUIPMENT. AND THEN SO FAR 120,000 RELATED TO PERSONNEL AND INTERNAL SERVICE COSTS. WE'RE EXPECTING ABOUT ANOTHER 120,000 IN FY 26. SO ONCE THOSE ALL SAID AND DONE, 460,000 TO BE SPENT OUT OF THE GENERAL FUND BY THE END OF FISCAL YEAR 2026 FOR STORMWATER ACTIVITIES, THERE IS AN OPPORTUNITY FOR A DEDICATED REVENUE SOURCE WITH THE STORMWATER DRAINAGE FEE. THAT WOULD BE A $5 FLAT MONTHLY FEE PER HOUSEHOLD FOR RESIDENTS, AND THEN COMMERCIAL WILL BE CHARGED BASED ON IMPERVIOUS, IMPERVIOUS SURFACE AREA. AND AS OF RIGHT NOW, WE DID A STUDY. IT'S BEEN PROBABLY A YEAR AND A HALF TO TWO YEARS NOW, BUT WE DID A STUDY THAT LOOKED AT HOW MUCH WOULD IT GENERATE AT THAT TIME.
IT PROJECTED MORE ABOUT 300 TO 320,000, WITH ADDITIONAL COMMERCIAL GROWTH AND WITH ADDITIONAL RESIDENTS HAVING MOVED IN, HOUSEHOLDS BEING HOUSES BEING CONSTRUCTED, WE'RE LOOKING MORE AT 350 TO $400,000 ANNUALLY. SO AND THAT COULD BE USED TO GO AHEAD, AND IT WOULD ELIMINATE THE NEED FOR THESE GENERAL FUND TRANSFERS AND FUNDING BY PROPERTY TAX TO CREATE A DEDICATED UTILITY REVENUE FOR STORMWATER PROJECTS, SUPPLIES AND EQUIPMENT. AND IT WOULD FREE UP THAT 120,000 PER YEAR THAT WE'RE CURRENTLY TRANSFERRING TO COVER STORMWATER, STORMWATER ACTIVITIES. AND THEN THAT FEE CAN ALSO BE USED TO GO AHEAD AND RETROACTIVELY REIMBURSE THE GENERAL FUND. SO IT WOULD TAKE A COUPLE OF YEARS BEFORE WE COULD ACTUALLY DO STORMWATER PROJECTS, BUT WE COULD ALSO REIMBURSE THE GENERAL FUND FOR WHAT'S BEEN SPENT ON STORMWATER ACTIVITIES. AND THIS IS JUST A LIST OF THE PROJECTS THAT COULD POTENTIALLY HAPPEN. THE PURPOSE IS TO PROVIDE FOR CONSTRUCTION, CONSTRUCTION, MAINTENANCE AND OPERATION OF THE TRAIL SYSTEM AND PARK AND RECREATIONAL FACILITIES. SO NOW YOU CAN SEE THE NICE TRAIL SYSTEM AND DOG PARK WITHIN CANYON FALLS. IT APPLIED TO THAT INITIALLY. THERE'S ALSO A PLAN FOR SOME STREET AND ROAD IMPROVEMENTS THAT COULD BE PAID FROM THIS. THAT WAS FOR A 35 W OFF RAMP AT CLEVELAND GIBBS ROAD. A FEW YEARS LATER, THE PROJECT AND FINANCING PLAN WAS AMENDED TO REMOVE THAT ASPECT BECAUSE TEXDOT IS TAKING ON THAT COST. ALSO AT THAT TIME, IT MOVED THE OPTIONAL REIMBURSEMENT OF THE HOA FOR MAINTENANCE OF THE TRAIL SYSTEM BEFORE DEVELOPER REIMBURSEMENT. THE TRAIL SYSTEM IN CANYON FALLS, THE RESPONSIBILITY FOR MAINTENANCE OF IT IS WITH THE HOA PER AGREEMENT WITH THE TOWN. THE TOURS CURRENTLY REIMBURSES THE HOA FOR MAINTENANCE COSTS.EARLIER THIS YEAR, THE HOA NOTIFIED US OF SOME FAILURES IN THE TRAIL SYSTEM, RETAINING

THE RECOMMENDATION IS THAT THE REPAIRS WERE NEEDED AS SOON AS POSSIBLE TO PREVENT MORE EXTENSIVE FAILURE. SO THE REPAIR PROJECT WOULD INCLUDE STONE RESTORATION, REPAIR OF THOSE WALLS, BUT ALSO SOME WATER DIVERSION MEASURES TO KEEP FROM HAVING THIS PROBLEM AGAIN IN THE FUTURE. THE ESTIMATED COST IS $1 MILLION FOR THOSE IMPROVEMENTS.SO THE REASON THIS AMENDED PLAN IS HERE BEFORE YOU. THIS ADDS THAT RETAINING WALL REPAIR PROJECT AS A PROJECT IN THE PLAN. IT ALSO PRIORITIZES REIMBURSEMENT TO THE TOWN OVER OVER HOA MAINTENANCE COST. SO WHAT THIS DOES IS THIS ENABLES THIS ENABLES THE TOWN TO TRANSFER $1 MILLION FROM THE GENERAL FUND TO THE TOURIST FUND FOR THE REPAIR PROJECT. THEN REVENUE FROM THE TOURS WOULD REPAY THE TOWN FOR THE PROJECT COST WITH WITH INTEREST, WITH THE ESTIMATED PAYBACK OF ABOUT 3 TO 5 YEARS. IT ALSO UPDATES EXHIBITS WITH. WE'VE GOT SOME ACTUAL NUMBERS BECAUSE WE'VE BEEN A FEW YEARS INTO THE TOURS AND WE HAVE SOME MORE ACCURATE ESTIMATES.
