ITEM TONIGHT IS A BRIEFING ON DENTON COUNTY BOND PROGRAM AND TRANSPORTATION PROJECTS. MR. POLSTER. WELCOME. WELL, HELLO, JOHN POLSTER, INNOVATIVE TRANSPORTATION SOLUTIONS. SO AM I GOING TO ADVANCE THESE OR IS IT GOING TO. Y'ALL GOING TO DO THAT? EITHER WAY YOU CAN CLICK THE DOWN BUTTON. CLICK YOUR RIGHT LIKE THAT. YEP OKAY OKAY. SO THE FIRST PROJECT I WANT TO GO OVER IS THE FM 407 NORTH LAKE JUSTIN PROJECT. IT'S AN ENTIRETY FROM 1830 ALL THE WAY OUT TO WEST OF JUSTIN. A COUPLE OF THINGS I WANT TO POINT OUT ON THIS PROJECT IS WE ARE DOING IT IN SEGMENTS. THE SEGMENT THAT WE ARE FOCUSED ON FIRST IS THE SEGMENT IN THE JUSTIN AREA, FROM WHERE 407 EAST OF JUSTIN COMES OFF OF ITS EXISTING ALIGNMENT AND THEN MOVES THROUGH THE RED ALTERNATIVE. WE'VE BEEN ASKED BY JUSTIN TO ADVANCE THAT PART OF THE DESIGN. WE ARE IN NEGOTIATIONS WITH JUSTIN ON THAT. IF THE COUNTY ENDS UP DOING IT, WE'LL END UP PROVIDING AN INTERLOCAL WITH JUSTIN GIVING THEM THE MONEY, AND THEN THEY'LL GO HIRE AN ENGINEERING FIRM TO MANAGE THE PROJECT WITH ITS AND THE COUNTY'S OVERSIGHT ON ON DELIVERABLES. THE RED ALIGNMENT WAS THE PRODUCT OF PUBLIC MEETINGS. I THINK THE LAST PUBLIC MEETING WE HAD BEFORE THE RED LINE WAS SELECTED WAS BACK IN MARCH 21ST OF 2019, AND THERE WERE ESSENTIALLY FOUR ROUTES SHOWN. THE NORTHERN ROUTE CLOSER UP TO DISH, WHICH IS CALLED THE BLUE ALIGNMENT, WHICH BASICALLY COMPLETELY BYPASSED. JUSTIN. THE BROWN ALIGNMENT, WHICH ESSENTIALLY CAME STRAIGHT ACROSS

WHERE THE GREEN ALIGNMENT IS AND GOES STRAIGHT TO 156 DEAD ENDS AT 156 AND THEN 156 WOULD BE DUAL DESIGNATED AS ONE ONE, ONE 407 AND 156, AND IT WOULD THEN CONTINUE ON ITS EXISTING ALIGNMENT. THE RED ALIGNMENT, WHICH IS SHOWN HERE DOWN 12TH STREET, THAT SUBSEQUENT TO THAT BEING SELECTED, WE CAME BACK AND ADDED A JUGHANDLE GRADE SEPARATION TO THAT. AND THEN THERE WAS A FOURTH ALIGNMENT, WHICH IS ESSENTIALLY TRIED TO DO, WHICH WAS THE PINK ALIGNMENT, WHICH ESSENTIALLY TRIED TO DO A COUPLET THROUGH JUSTIN PROPER, WHERE IT WOULD BE ONE WAY, THREE LANES IN ONE DIRECTION, AND THEN 4 OR 5 STREETS TO THE SOUTH, ONE LANE ONE WAY DIRECTION, WITH THREE LANES GOING THE OTHER DIRECTION. THE PROCESS THAT WAS FOLLOWED.

JUSTIN'S SELECTED THE 12TH STREET ALIGNMENT, AND THEN ONCE THAT WAS SELECTED, IT'S WORKED WITH TXDOT AND JUSTIN TO MAXIMIZE THE DESIGN SUCH THAT WE WOULD TAKE THE PROPERTY ON THE SOUTHERN PART OF THAT ROADWAY, BECAUSE WE FOUND THAT PEOPLE THAT ARE THAT ARE IMPACTED PARTIALLY ARE USUALLY MORE UPSET THAN PEOPLE THAT ARE FULLY TAKEN. SO WE DECIDED TO GO AHEAD AND TAKE ONE SIDE OF THE STREET AND THEN THAT NORTHERN PART OF THE 12TH STREET WOULD BE TIED INTO 407 WITH A BACKAGE ROAD, SO THEY DON'T HAVE TO BACK IN OR DRIVE IN STRAIGHT OFF 407. AND THEN BECAUSE OF THE TIMING ON THE PROJECT, WE, THE STATE ADVANCED THE ACQUISITION OF THOSE HOMES BECAUSE OF THEIR THEIR HARDSHIP. SO THIS IS THE ALIGNMENT THAT IS SET. WE ARE CLEARING IT. WE ARE PLAN ON HAVING IT DONE BY JUNE OF 2026 OF THE OF NEXT YEAR. AND CONCURRENT WITH THAT, IF WE WORK OUT OUR ISSUES WITH JUSTIN ON FIRE MARSHAL STUFF, OUR STUFF I DON'T KNOW ANYTHING ABOUT, WE'RE GOING TO START ON THE RED ALIGNMENT WITH THE NEAR LOCAL WITH THEM TO DO THE PSA. GIBBS. WHEN ARGYLE AND NORTHLAKE AND HILLWOOD CAME TO THE COUNTY BACK IN, I'D SAY EARLY 22, MID 22, THEY ASKED US, THE COUNTY AND THE TXDOT TO LOOK AT DOING A BREAKOUT PROJECT ON THE 407 PROJECT THAT I JUST SHOWED YOU PREVIOUSLY. WE ANTICIPATED AT THAT TIME FOR THE PROJECT TO BE ABOUT $14 MILLION. IF YOU LOOK ON YOUR REPORT RIGHT NOW, IT'S A LITTLE NORTH OF 40 MILLION. THE COUNTY AGREED TO FUND THE CONSTRUCTION OF THE PROJECT. AND THEN SUBSEQUENT TO THOSE MEETINGS, WE FOUND THAT TEXDOT DID NOT HAVE A BUDGET FOR THE ENVIRONMENTAL CLEARANCE FOR THE BREAKOUT OR THE PSA. SO THE COUNTY WENT AHEAD AND PICKED UP. IT WAS CIVIL ASSOCIATES AT THE TIME. THEY CHANGED THEIR NAME TO BARTLETT, AND WEST PICKED THEM UP TO DO THE BREAKOUT PROJECT.

AND TO DATE, WE SPENT A LITTLE OVER $5 MILLION DOING THE ENVIRONMENTAL CLEARANCE AND THE PSA AND THE UTILITY RELOCATION WORK WITH TEXT ON ON THAT PROJECT. LOTS BEEN SAID, LOTS BEEN GOING ON. THE INTENT WAS TO HAVE THIS PROJECT READY TO BE READY TO LET, WHICH MEANS THE UTILITIES ARE CLEARED BY SEPTEMBER OF THIS YEAR. BUT THAT THAT ASSUMED A CERTAIN TIME FRAME ON THE UTILITY RELOCATIONS AND THE RIGHT OF WAY ACQUISITION THAT DIDN'T COME TO BEAR. AND QUITE FRANKLY. I'VE BEEN DOING THIS A LONG TIME. NO PROJECT SURVIVES THE FIRST SHOT. RIGHT.

YOU GOT A SCHEDULE YOU WANT TO TRY TO DO, AND YOU TRY TO YOU MAKE THAT SCHEDULE, BUT SOMETHING ALWAYS COMES UP. AND SO THERE WAS RIGHT OF WAY ISSUES THAT WE HAD TO ADDRESS THAT PUSHED OUR TIMELINE FROM ABOUT THREE MONTHS TO ABOUT 15 MONTHS. THAT PUSHED THE UTILITY RELOCATIONS OUT. AND I GUESS THE POINT I'D MAKE IS, IS THAT IF A GOVERNMENT HAS THE POWER TO EXPEDITE A PROJECT WITHOUT YOUR PARTICIPATION AND THEY HAVE THE POWER TO TAKE STUFF FROM YOU THAT YOU PROBABLY DON'T WANT THEM TO HAVE. SO IT WAS APPROPRIATE THAT WE TOOK THE TIME TO DO WHAT WE HAD TO DO WITH THE RIGHT OF WAY PARCELS TO GET THAT DONE. WE DON'T HAVE THE STATE OR THE COUNTY DOESN'T HAVE ANY CONTROL OVER THE UTILITY PROVIDERS IN THAT CORRIDOR. THEY

HAVE BETTER LOBBYISTS THAN THE COUNTY DOES. AND ONE OF THE THINGS WE SAID IN THAT VERY FIRST MEETING WAS, WE'RE GOING TO HAVE TO TAKE ALL THE RIGHT OF WAY OFF THE SOUTH SIDE OF THIS PROJECT BECAUSE THERE'S AN UPPER TRINITY LINE ON THE NORTH SIDE. AND HILLWOOD AGREED TO GIVE THE OR ALLOW THE LAND TO BE USED FOR THE ROAD, AND THAT ENDED UP TAKING THE GAS PUMPS AND ALL THE STUFF THERE AT CORRAL CITY. SO IT TOOK SOME TIME FOR THE FOR THE REMEDIATION OF THE TANKS AND WHATNOT AND TO GET THE RIGHT OF WAY ISSUES DEALT WITH. BUT WE'RE STILL IN THE UTILITY RELOCATION ISSUES. WE'RE STILL HAVING ISSUES. EVEN THOUGH WE MISSED OPPORTUNITY, WE MOVED ALL THE UTILITIES TO THE SOUTH SIDE OF THE ROAD. CO SERVE EVERYBODY, BUT THEY STILL GOT TO GET BACK ACROSS TO PROVIDE POWER TO THE PROPERTY OWNERS ON THE NORTHERN SIDE. AND RIGHT NOW WE'RE HAVING A RUN AND GUN BATTLE WITH MY LEAST FAVORITE UTILITY IN THE WHOLE WORLD. THANK YOU DREW.

IT'S FULLY FUNDED BY THE COUNTY USING REGIONAL TOLL REVENUE FUNDS, WHICH ARE NOT TOLL REVENUE FUNDS. THAT'S A IT'S A MISNOMER, BUT THEY'RE COUNTY FUNDS AND WE'RE STILL COMMITTED TO THE PROJECT, ALTHOUGH IT'S GONE FROM 14 MILLION TO 40. WE ARE WORKING WITH TXDOT TO BECAUSE OF THE SOME ISSUES IN AUSTIN ABOUT THE LETTING ISSUES, WE'RE GOING TO CONVERT OUR CATEGORIES FROM THE CATEGORIES THAT ARE IN THE HIGHWAY. UTP UNIFIED TRANSPORTATION PLAN TO WHAT'S CALLED CATEGORY THREE. AND THE REASON THAT'S IMPORTANT IS BECAUSE CATEGORY THREE ARE LOCAL FUNDS TO, IN THE STATE'S EYES, AND A LOCAL FUNDED PROJECT DOESN'T COUNT AGAINST THEIR LEADING CAP. AND RIGHT NOW THEY'RE HOLDING US TO THAT LEADING CAP BECAUSE WE'RE IN CATEGORY TEN, WHICH IS THE REGIONAL TOLL REVENUE FUNDS. BUT REGIONAL TOLL REVENUE FUNDS ARE LOCAL FUNDS. SO WE'RE GOING TO TRY TO FIGHT THAT BATTLE SO THAT AS WE MOVE THIS AND WE WILL MOVE THAT DATE CLOSER EVERY MONTH, WE'RE GOING TO BE STEPPING ON SOMEBODY'S NECK TO GET IT MOVING. WHEN WE GET THE PROJECT WHERE IT'S READY TO LET THE FUNDS ARE ALREADY THERE, WE JUST NEED TO DO A TIP MOD TO SWITCH THE CATEGORY SO THAT WE CAN GET HEADQUARTERS TO SEE THIS AS A LOCAL PROJECT. BUT WE BELIEVE WE CAN CATCH UP A LITTLE BIT, BUT WE DON'T WANT TO OVER BUDGET. SO WE FOUND THAT BASED ON OUR ESTIMATES AND LOOKING AT THE PAST, THE 7% WE THINK IS A GOOD ESTIMATE FOR THIS UPCOMING YEAR. UTILITY REVENUE CONTINUES TO TREND UPWARD. THAT'S A FACTOR OF. WE HAVE HAD RATE INCREASES OVER THE YEAR. SO THIS GIFT CARD PROGRAM WAS FIRST DISCUSSED WITH THE ECONOMIC DEVELOPMENT CORPORATION AND COMMUNITY DEVELOPMENT CORPORATION AT A JOINT MEETING ON MAY 15TH. BUT BEFORE THAT MEETING, FOR A COUPLE OF MEETINGS, STAFF HAD DISCUSSED WITH THE BOARDS WAYS TO POTENTIALLY HELP BUSINESSES IN THE 114 CORRIDOR THAT HAD BEEN STRUGGLING DUE TO THE ONGOING ROAD CONSTRUCTION, KIND OF A SLOWDOWN IN SOME SOME TRAFFIC TO THEM BECAUSE, AS YOU'VE PROBABLY NOTICED, A LITTLE MORE DIFFICULT TO GET DOWN THERE. SOME WERE ADDING SOME SPECIFIC DIGITAL BILLBOARD ADVERTISEMENTS REMINDING PEOPLE THAT THESE BUSINESSES ARE STILL OPEN FOR BUSINESS, EVEN THOUGH CONSTRUCTION IS ONGOING. DID SOME SOCIAL MEDIA POSTS. I THINK THE BUSINESSES WERE VERY APPRECIATIVE OF THAT, BUT WE DID CONTINUE TO HEAR FROM SOME THAT THEY WERE DESPERATELY IN NEED OF ADDITIONAL HELP. AROUND THAT SAME TIME, WE HEARD ABOUT A GIFT CARD PROGRAM THAT IS DONE IN THE CITY OF COLLIERVILLE, WHERE THEY SENT OUT THESE GIFT CARDS TO EVERY RESIDENT THAT YOU COULD SPEND AT BUSINESSES IN THE TOWN THAT CHOSE TO PARTICIPATE. AND THEY ACTUALLY OPENED IT UP TO MOST OF THEIR THEIR BUSINESSES THAT ARE WILLING TO PARTICIPATE. SO IN LEARNING ABOUT THIS, WE THOUGHT, WELL, THIS MAY BE SOMETHING WE CAN DISCUSS WITH THE BOARDS AS POTENTIAL FOR SOME TARGETED ASSISTANCE TO THESE BUSINESSES. AND THAT CORRIDOR DEALING WITH ROAD CONSTRUCTION.

SO AS APPROVED BY THE EDC AND CDC. THEY SET A THIS PROGRAM WOULD HAVE A $25 VALUE GIFT CARD THAT WOULD BE DISTRIBUTED TO EVERY NORTH LAKE HOUSEHOLD. SO THESE WOULD BE JUST HOUSEHOLDS IN NORTH LAKE AND HOUSEHOLDS THAT RECEIVE UTILITY BILLS FROM US. THAT'S HOW YOU WILL KNOW THEM. AND SO THAT COULD BE WHETHER YOU'RE A WATER CUSTOMER OR MAYBE JUST GET TRASH SERVICE FOR US, FOR THOSE THAT ARE JUST ON WELL OR SEPTIC, BUT THAT WOULD NOT INCLUDE HARVEST BUT DOES NOT INCLUDE HARVEST.
