MUCH. WE HAVE A FAIRLY FULL AGENDA TONIGHT. WE'RE GOING TO START WITH COUPLE BRIEFINGS AND SOME PUBLIC INPUT. AFTER THOSE BRIEFINGS. I KNOW WE HAVE SEVERAL SPEAKERS HERE TONIGHT FOR SOME OF THE PUBLIC HEARINGS, PARTICULARLY THOSE IN NORTH RIDGE ESTATES. I'M PROBABLY GOING TO JUST HOLD THOSE TO A PUBLIC HEARING. I THINK THAT MAKES A LOT OF SENSE. SO EVERYTHING'S TIED TOGETHER. IT DOESN'T GET LOST IN LOST IN THE DISCUSSION OF OTHER TOPICS TONIGHT. I'VE BEEN HERE TWO AND A HALF YEARS AND IT JUST KEEPS GETTING BETTER AND BETTER. AND SO I'M EXCITED. BUT I WILL SAY NONE OF THAT WOULD HAVE BEEN POSSIBLE WITHOUT YOUR LEADERSHIP. WE APPOINTED TWO NEW COMMISSIONERS ON JULY 8TH. I'M GOING TO TALK A LOT ABOUT THE NEW FIRE STATION IN NORTH LAKE. I WANT TO KIND OF GIVE YOU AN UPDATE ON THAT. TELL YOU ABOUT THE PROGRESS. SOME OF YOU WENT TO THE GROUNDBREAKING IN FEBRUARY. AND SO I WANT TO TALK ABOUT THE CONSTRUCTION OF WHERE WE ARE WITH THAT. AND THEN I'M JUST GOING TO END IT WITH SOME BRIEF KIND OF COMMUNITY OUTREACH, SOME THINGS THAT ARE GOING ON IN SEPTEMBER AND EVEN IN OCTOBER. WE'RE HERE NEXT SLIDE OKAY. SO WE'RE 35 OR 65MI. WE HAVE APPROXIMATELY 45,000 POPULATION. THAT POPULATION CONTINUES TO GROW, AS YOU CAN SEE, JUST BASED ON OUR CALL VOLUME FOR 2024, WE WE INCREASED BY ALMOST 19%, WHICH IS INCREDIBLE. IT'S IT'S REALLY ALMOST UNHEALTHY GROWTH.

TYPICALLY YOU WANT YOUR GROWTH ABOUT 3 TO 5%. SO BUT FOR FY 25 YEAR TO DATE WE'RE ABOUT FOUR A LITTLE OVER 4%. SO I DO THINK WE'LL HIT OVER 4000 CALLS. BUT WE'RE GROWING EACH MONTH. WE'RE GETTING BUSIER AND BUSIER, BUT WE'RE NOT GROWING AS CRAZY AS WE WERE LAST YEAR. SO THAT'S GOOD. THAT'S KIND OF ONE OF THE MAIN REASONS WE WANT TO GET A NEW STATION, BECAUSE WE'RE SEEING THIS IMPENDING GROWTH THAT WE'RE HAVING. SO THAT'S WHY WE WANTED TO DO THAT. SO AS YOU RECALL BACK LAST YEAR, I BRIEFED YOU ON OUR COMMISSIONERS ADOPTED A 20 2025, 2027 STRATEGIC PLAN. THEY HAD A WORKSHOP BACK AT THAT SUMMER. WE WORKED ON IT. THEY ADOPTED IN SEPTEMBER, WENT INTO EFFECT IN OCTOBER, AND 11 MONTHS LATER WE WERE ALREADY 42% COMPLETE. I JUST UPDATED THAT DASHBOARD. AND SO WE ARE MOVING RIGHT ALONG. JUST KEEP IN MIND THERE ARE THERE ARE SIX INITIATIVES, 24 GOALS AND SETTING OUT OBJECTIVES. AND SO WE'VE DONE QUITE A BIT IN A SHORT AMOUNT OF TIME JUST 11 MONTHS. HERE'S SOME OF THE HIGHLIGHTS. ONE OF THE THINGS WE DID WE PRESENTED THIS TO OUR COMMUNITY STAKEHOLDER MEETING IN APRIL.

WE COMPLETED A FIRE STATION MASTER PLAN. SO ESSENTIALLY THAT'S A 4050 YEAR PLAN.

LOOKING AT EVERYTHING FROM TAKING ALL THE COMPREHENSIVE PLANS FROM ALL THE TOWNS WE SERVE, THE GIS DATA FROM DENTON COUNTY LOOKING AT DEMOGRAPHICS, COMMUNITY RISK PROFILES, ALL THAT INFORMATION TAKEN INTO ACCOUNT, AND LOOKING AT A PLAN FOR WHAT IT WOULD LOOK LIKE, WHAT WE BELIEVE WOULD BE OUR FIRE STATIONS FOR THE NEXT 4050 YEARS. AS YOU CAN IMAGINE, WHENEVER YOU'RE LOOKING IN THE CRYSTAL BALL, YOU KNOW IT GETS A LITTLE FUZZIER THE FARTHER OUT YOU TRY TO PREDICT. SO, BUT IT IS SOMETHING WE LOOK AT BASED ON THE DATA WE HAVE. SO WE PRESENTED THAT TO OUR COMMUNITY STAKEHOLDERS IN AUGUST AND APRIL. SO GLAD TO HAVE THAT. BUT THE ONE WE'RE MOST PROUD OF, THE OBJECTIVE WE'RE MOST PROUD OF, IS YOU CAN IMAGINE WITH ALL THE AUDITING AND THE BEST PRACTICE WE'VE IMPLEMENTED AND CHECKS AND BALANCES AND THINGS WE PUT IN TO TO SUSTAIN OUR FINANCIAL STABILITY. ONE OF OUR OBJECTIVES WAS, HEY, WE SAID, LOOK, EVERYTHING WE'VE BEEN THROUGH, WE WE WANT WITH THE NEXT COUPLE OF YEARS, WE WANT TO HAVE NO MATERIAL WEAKNESSES ON OUR THIRD PARTY AUDIT. AND SO OUR VERY FIRST AUDIT COMES BACK, NO MATERIAL WEAKNESS. SO WE'RE VERY IMPRESSED, VERY EXCITED ABOUT THAT. OUR STAFF DID A REALLY GOOD JOB WORKING REALLY HARD ON THAT. IT'S A LOT OF HARD WORK TO GET THERE. BUT AND I'M NOT AN ACCOUNTANT, I DON'T EVEN REALLY KNOW WHAT THAT MEANS. BUT I'VE HEARD IT. THAT'S A PRETTY BIG DEAL. SO VERY EXCITED ABOUT THAT. MORE RECENTLY WE'VE RESTRUCTURED SO THE ASSET OWNERSHIP OF OUR ASSETS. SO BETWEEN ESD ONE AND TWO. SO ESSENTIALLY ESD TWO WHICH IS EMS ONE IS FIRE HAS GOT A VERY LARGE LOAN AND THEY PURCHASED HALF THE FIRE STATIONS AND ALL THE ANIMALS. SO NOW THEY HAVE SOME SKIN IN THE GAME. THEY HAVE SOME OWNERSHIP OF THE ASSETS. WE'RE STARTING TO MELD THOSE TWO TOGETHER, HOW THEY'RE GOING TO BE STRUCTURALLY WORKING TOGETHER. SO THAT'S IN THE WORKS. AND THAT WAS A BIG STEP FOR US. THE TRANSACTION FROM THAT ALSO ALLOWED US TO COMPLETE ANOTHER OBJECTIVE THAT I THOUGHT WOULD TAKE 3 TO 5 YEARS. AND ONE OF THE THINGS WE WANT TO DO, OUR COMMISSIONER SAID, WE WANT AN 180 DAY RAINY DAY FUND. WE NEED TO HAVE RESERVES IN CASE WE HAVE ANOTHER COVID. IN CASE ANY KIND OF SITUATION COMES UP. WE CAN GET THROUGH THAT. SO WE NOW HAVE THAT. WE LIVE WITH THIS NEW BUDGET WE'RE PASSING. WE WILL HAVE A 90 DAY RESERVE FUND. AND WE ALSO FROM THAT THIS BUDGET WILL ALLOW SOME SOME FUNDS ASIDE FOR FUTURE LAND. SO WE'LL BE LOOKING TO PURCHASE LAND IN THE FUTURE AS SOON AS MAYBE EVEN NEXT YEAR FOR OUR NEXT STATION. JUST KIND OF GOING BACK TO THE MASTER PLAN.

IN THAT MASTER PLAN, WE ALSO IDENTIFIED IN OUR STRATEGIC PLAN THAT WE NEEDED TO IDENTIFY THE TOP FOUR LOCATIONS WHERE WE THINK THE NEXT STATIONS WILL BE IN THE NEXT 10 TO 15 YEARS. TWO OF THOSE ARE IN NORTHLAKE, IF YOU CAN IMAGINE. SO THIS WILL HELP US TO TO WORK TOWARDS BUILDING THOSE STATIONS. WE'LL TALK REAL QUICKLY ABOUT OUR COMMISSIONERS. SO FOR THOSE IN THE AUDIENCE WHO DON'T KNOW, THIS IS OUR GOVERNING BODY. I HAVE FIVE COMMISSIONERS ON ESD, ONE FIVE COMMISSIONERS ON ESD, TWO ONE FIRE, TWO EMS. THEY ARE NOT ELECTED. THEY'RE APPOINTED BY THE COMMISSIONERS COURT. SO JUDGE EADES, DON EMERSON, BOBBY MITCHELL, THOSE THEY DECIDE WHO OUR COMMISSIONERS ARE. THEY DO TWO YEAR ROTATING TERMS AND THAT'S WHO I REPORT TO. THAT'S KIND OF MY MAYOR AND COUNCIL. SO HERE'S OUR NEW COMMISSIONERS. WE WE ONE OF THEM YOU'LL RECOGNIZE RIGHT AWAY FORMER MAYOR OF NORTH LAKE DAVID REDDICK. HE WAS SUPPOSED TO BE HERE. DON'T KNOW IF HE MADE IT IN. HE WAS HE SAID HE HAD ANOTHER CONFLICT, BUT HE WAS GOING TO TRY HIM HERE. BUT I KNOW SCOTT THUNDERBIRD. HE'S HERE AND HE'S ALSO HERE AS WELL.

BUT WE ADDED THEM. THEY WERE APPOINTED ON JULY 8TH, AS YOU KNOW, OR MAY NOT KNOW, OUR FORMER PRESIDENT, SHELDON GILBERT. HE MOVED OUT OF THE DISTRICT. AND THAT'S A REQUIREMENT BY STATUTE. HE HAS TO LIVE IN THE DISTRICT. SO HE HAD TO RESIGN. SO WE APPOINTED THEM. JUST KIND OF FYI, THOSE POSITIONS, ARE THEY BY STATUTE, EVERY YEAR THEY ELECT THEIR POSITIONS AS FAR AS THEY DON'T COME IN AND AUTOMATICALLY BE A POSITION. THEY APPOINT THOSE TO EACH OTHER THROUGH AN ELECTION. AND IT'S IMPORTANT THE REASON WHY THESE ARE NOT ELECTED, BECAUSE THEY'RE ALL SUBJECT MATTER EXPERTS. TWO OF THEM ARE MAYORS, ONE OF THE FORMER CITY MANAGER. THREE OF THEM HAVE FINANCE BACKGROUNDS. FOUR OF THEM, TWO ON EACH BOARD, HAVE FINANCE, FIRE AND EMS BACKGROUNDS. SO THEY HAVE THEY BRING A LOT OF LEADERSHIP EXPERIENCE AND KNOWLEDGE AND HELP US PROVIDE OVERSIGHT FOR THE ESD. OKAY. TALK REAL QUICK ABOUT THE STATION. I WANT TO KIND OF DIG INTO THIS A LITTLE BIT. SO THE NEW STATION, WE DID THE GROUNDBREAKING BACK IN FEBRUARY. IT IS A MODULAR FIRE STATION. WE DID. THERE'S A COUPLE REASONS WHY WE DID THIS. ONE, IT WAS GOING TO SAVE THE TAXPAYERS ABOUT 10% IN COST. SO IT WAS ALSO GOING TO BE REALLY QUICK. THEY PROMISED THAT THEY COULD DELIVER THIS THING IN LESS THAN A YEAR. AND SO WE'RE ALL EXCITED. WE SIGNED THE DOCUMENTS ALL LIKE IN EARLY JULY. SO WE'RE THEY CAN BY JULY OF THIS YEAR IT'S GOING TO BE OPEN. WELL THAT DIDN'T EXACTLY HAPPEN. IT IS 5200FTā– !S MODULAR STATION. IT SITS ON 1.7 ACRES THAT WE PURCHASED FROM HILLWOOD.

IT'S GOT A LITTLE BIT OF A WASTE. WE DID HAVE TO BUILD SOME RETAINING WALL. IF YOU'VE BEEN OUT THERE, YOU CAN SEE ALL THE SLAB WORK AND THE DRIVEWAY FOR IT DOES HAVE TWO BAYS AND WE WILL HAVE OUR VERY FIRST AERIAL LADDER. SO WE CALL THAT A QUINT IN THE FIRE SERVICE.

THAT'S KIND OF A HYBRID BETWEEN A FIRE ENGINE AND A LARGER LADDER TRUCK, WHICH HAS A LOT MORE COMPARTMENT SPACE. SO THIS WILL BE OUR VERY FIRST ONE. BUT WE THOUGHT THAT WAS A VERY APPROPRIATE PIECE OF EQUIPMENT FOR THIS AREA OF OUR DISTRICT. AS YOU KNOW, THE SOUTHERN PORTIONS OF NORTHLAKE ARE VERY INDUSTRIAL HOTELS, APARTMENTS. SO WE THOUGHT THAT WAS VERY

APPROPRIATE. IT'LL ALSO HAVE AN AMBULANCE THERE. IT IS TENTATIVELY SCHEDULED TO OPEN IN APRIL OF 26. I SAY TENTATIVE BECAUSE WE STILL HAVE SOME A LITTLE BIT DELAYED. WE'RE KIND OF WORKING THROUGH, BUT THE SITE WORK ITSELF IS PRETTY MUCH DONE. THEY'VE DONE ALL THE UTILITY. EVERYTHING'S KIND OF WE'RE WORKING ON GETTING EVERYTHING READY FOR DELIVERY.

BUT UNFORTUNATELY THE MANUFACTURER, THEY KIND OF THEY JUST UNDERESTIMATED SOME OF THE LICENSING REGULATIONS. SO TO ADDRESS THAT, THEY HIRED A THIRD PARTY INTERNATIONAL FIRM CALLED INTERTEK. THEY'RE KIND OF LIKE UL LIKE UNDERWRITER LABORATORY. SO THEY BASICALLY PUT THEIR DESIGN PACKAGE INTO A PLAN TO SUBMIT TO THE STATE OF TEXAS. THOSE PLANS HAVE BEEN COMPLETED TO 738 PAGE DOCUMENT THAT EACH PAGE IS STAMPED BY ENGINEERS. AND SO THAT'S ALL COMPLETED. AND SO NOW THAT'S BEEN SUBMITTED TO THE STATE. AND SO WE'RE NOW KIND OF WAITING PATIENTLY AS THE STATE AUDITS THAT AND DOES SOME INSPECTIONS. WE'RE WORKING ON SEEING THAT PROCESS. THAT'S KIND OF THE PART. WE DON'T KNOW HOW LONG THE STATE WILL TAKE ON THAT BECAUSE OF THOSE DELAYS. THE ESD COMMISSIONER DID APPROVE EXTENDING OUR SERVICE AGREEMENT CONTRACT FOR THE TOWN OF ROANOKE. SO THAT AREA WE PAY ROANOKE A SIGNIFICANT AMOUNT OF MONEY TO COVER THAT AREA. AND SO WE DID LOOK AT OTHER OPTIONS. WE WERE LOOKING AT EVERYTHING FROM PORTABLE BUILDINGS TO EVEN SOME OF YOUR NICE HOTELS IN THAT AREA. BUT WE DECIDED FOR THE SHORT TERM, THE BEST DECISION TO MAKE WAS JUST TO EXTEND THAT CONTRACT. AT THE SAME TIME, WE WERE ALSO LOOKING TO TRY TO HIRE FIREFIGHTERS FOR THE STATION, SO WE HAD TO KIND OF MAKE A DECISION. WE DECIDED TO GO AHEAD AND HIRE THOSE FIREFIGHTERS. IT'S VERY COMPETITIVE PROCESS AND WE WERE AFRAID WE WOULD LOSE SOME OF THOSE TO OTHER NEIGHBORING AGENCIES. SO WE DID HIRE THE 12 FIREFIGHTERS. ON JULY 19TH. THEY WENT THROUGH A TWO WEEK EMPLOYEE ORIENTATION, AND WE THEY WENT IN SERVICE, STARTED DOING THE JOB ON AUGUST 2ND.

THAT ENGINE, WE'VE TAKEN ONE OF OUR RESERVE ENGINES UNTIL THE QUINT GETS HERE. IT'S OPERATING OUT OF STATION 514 ON, I BELIEVE THAT'S GIBBS ROAD. I THINK THAT'S WHAT WE CALL IT.

NOW, MAKE SURE I GET THAT RIGHT. SO WE'VE GOT TWO FIRE ENGINES OPERATING OUT OF THAT STATION.

AND SO THEY DO HAVE THEIR OWN DISTRICT. AND AND WE'LL BASICALLY USE THAT ENGINE UNTIL THE QUINT ARRIVES. THE QUINT HAS ARRIVED. IT'S ACTUALLY HERE. IT'S AT THE DEALERSHIP WE'RE GETTING WE'RE GOING TO GET IT NEXT WEEK. WE THINK IT'LL TAKE ABOUT WE'VE GOT TO DO SOME TRAINING. WE THINK WE'LL TAKE ABOUT THREE WEEKS OR SO TO INSTALL AND PUT ALL THE EQUIPMENT ON IT. SO WE'RE ANTICIPATING THAT THAT NEW LADDER TRUCK OR LADDER QUINT WILL BE AVAILABLE LATE SEPTEMBER. SO THAT'S WE'RE LOOKING FOR AND WE'LL DO A PUSH IN CEREMONY FOR THAT AS WELL. SO ONCE THE STATION OPENS, WE'LL OBVIOUSLY HAVE YOU CAN SEE THE PICTURE OF THE QUINT. WE'LL ALSO RELOCATE THE AMBULANCE STATION 511 TO WE'LL HAVE THREE CORNERS WHERE WE HAVE AMBULANCES ALL THREE CORNERS OF OUR DISTRICT. THERE WE GO REAL QUICK. SO ON SUNDAY, SEPTEMBER 7TH, WE DO HAVE A PUSH IN CEREMONY FOR ONE OF OUR NEWEST AMBULANCES, WHICH WE HIRED FOR THE FIREFIGHTERS BACK IN FEBRUARY, PUT IN SERVICE IN JULY. AND SO WE'RE GOING TO BE DOING A PUSH IN CEREMONY. FOR THOSE WHO ARE NOT FAMILIAR WITH WHAT A PUSH IN CEREMONY IS. IT'S JUST A TRADITION IN THE FIRE SERVICE, WHERE IT GOES BACK TO THE OLD HORSES AND PUSHING THE HORSES BACK IN. SO IT'S KIND OF A NEAT THING, BUT WE MAKE IT A FAMILY COMMUNITY EVENT. SALES TAXES RIGHT NOW ARE OUTPERFORMING WHAT WE ORIGINALLY ESTIMATED, WHICH IS ALWAYS A POSITIVE CONSIDERING THAT IS A MORE VOLATILE SOURCE OF REVENUE FOR THE TOWN. 86% OF GENERAL FUND OPERATING REVENUES HAVE ALSO BEEN COLLECTED. 35% OF BUDGETED EXPENDITURES HAVE BEEN SPENT TO DATE ACROSS ALL FUNDS. AFTER WE HAD QUERIED THEM ABOUT WHERE OUR PROPERTY TAXES WERE AT THIS TIME OF THE YEAR, WE NOTICED THAT THERE WAS A SOME DECREASES OCCURRING, AND WE FOUND THAT THERE HAS BEEN A $462,000 PROPERTY TAX ADJUSTMENT RELATED TO EXEMPTION ADJUSTMENTS. AND WE'LL TALK ABOUT WHY THAT IS CURRENTLY AND WHAT WE RECEIVED INFORMATION FROM THE APPRAISAL DISTRICT AND THE TAX OFFICE. BUT THOSE EXEMPTION ADJUSTMENTS ARE SPREAD OUT OVER MULTIPLE PAST YEARS. YOU CAN SEE HERE IN THE CHART WE'VE HAD 232,000 APPLIED FOR 25, GOING BACK TO 2000 185,000, 22, 35, AND EVEN ALL THE WAY BACK TO 21, WHERE THEY PROCESSED EXEMPTIONS. PAST EXEMPTIONS FOR $10,000 DOES CREATE A CHALLENGE FOR BUDGETING AND FOR TRACKING OUR PROPERTY TAX REVENUES. IT IS A AND SO WE REACHED OUT AND THIS IS THE INFORMATION THAT WE RECEIVED BACK. SO AFTER TALKING TO THE APPRAISAL DISTRICT AND THE TAX OFFICE THEY POINT US TO ONE CHANGES FROM THE STATE LEGISLATURE THAT OCCURRED THAT ARE IMPACTING HOW THESE ADJUSTMENTS ARE APPLIED. AND ALSO THE APPRAISAL DISTRICT THEMSELVES. THE STATE LEGISLATURE REMOVED DEADLINES FOR FILING EXEMPTIONS. SO NO LONGER IS THERE A DATE THAT IT HAS, ALL EXEMPTIONS HAVE TO BE APPLIED FOR AND THEN APPLIED. SO THAT DOES MAKE A CHALLENGE FOR REDUCING THE TAX RATE. THERE'S ALSO THE HOMESTEAD TAX EXEMPTIONS THROUGHOUT THE YEAR.

SO IF YOU APPLY AFTER TAX RATE HAS BEEN CALCULATED YOU CAN STILL GET A PRORATION BACK ON WHAT YOU'VE MISSED SO FAR. IF YOU'VE ALREADY MADE PAYMENTS OR THOSE CALCULATIONS. AND THEN THE HOMEOWNERS ARE ALSO PROVIDED A TWO YEAR ABILITY TO RECTIFY RETROACTIVELY APPLY FOR EXEMPTIONS. ALL THIS IS CAUSING AN ISSUE FOR DENTON COUNTY APPRAISAL DISTRICT. THEY ALREADY HAVE STAFFING SHORTAGES. IT'S ALSO CAUSING INCREASED WORKLOAD DUE TO THESE CHANGES BY STATE LEGISLATURE. IN THEORY, THEY'RE SUPPOSED TO PROCESS EXEMPTIONS WITHIN 60 DAYS. WHEN AN APPLICATION IS MADE. THEY'RE NOT REACHING THAT GOAL RIGHT NOW. THEY'RE ALL OF THIS IS A RESULT OF AN 18 MONTH BACKLOG. THEY'RE TELLING US THEY'RE REACHING THE SIX MONTH MARK. SO WE'RE HOPING THAT WE'RE NOT SEEING A TON OF THESE PAST ONES IN THIS FUTURE YEAR. WE'VE WORKED CLOSELY WITH HILLWOOD, WITH CVS, AND WITH OUR ARCHITECTS TO ENSURE THAT THE DESIGNS REFLECT THE SPIRIT OF PECAN SQUARE. THE BUILDINGS ARE THOUGHTFULLY DESIGNED. THEY'RE DESIGNED TO COMPLEMENT THE SURROUNDING DEVELOPMENT AND NOT COMPETE WITH IT. WE'VE TAKEN CARE TO BALANCE THE UNIQUENESS WITH HARMONY. THE UDC ALLOWS FOR EXCEPTIONS WHEN PROJECTS DEMONSTRATE STRONG ARCHITECTURAL DESIGN, CREATIVITY AND COMPATIBILITY, AND WITH ITS COMPATIBILITY WITH SURROUNDINGS.
