AND THE NEW ASPECT IS THAT MUNICIPAL COURT HAS NOW BEEN MOVED UNDERNEATH FINANCE. AND JUST TO GIVE YOU A COUPLE MORE STAFFING UPDATES THIS YEAR, WE HIRED, AS PART OF THIS BUDGET YEAR, A PURCHASING AGENT FOR THE FIRST TIME, REALLY DIVING INTO OUR PURCHASING PROCESSES AND TRYING TO STREAMLINE THOSE AND MAKE THOSE MORE EFFECTIVE AS WELL AS SHE HAS BEEN HELPING WITH ASSISTING US WITH COMPLIANCE TO ENSURE THAT WE'RE COMPLYING WITH STATE MANDATES AND ENSURING THAT WE'RE APPLYING WITH INTERNAL POLICY, AS WELL AS MAKING SURE THAT WE KEEP UP WITH OUR TRACKING AND ACCOUNTABILITY FOR PURCHASING. AND THEN SHE'S WORKING RIGHT NOW ON A TRAINING ON TRAINING AND GUIDELINES FOR DEPARTMENTS TO HELP THEM WITH THEIR OWN INTERNAL DEPARTMENTAL PURCHASES. SO PROCESSING FINES AND FEES, TAKING MONEY, DOING REPORTING THINGS LIKE THAT. NOW REPORTS TO FINANCE THE FINANCE DIRECTOR ON A DAILY BASIS. THE THE COURT ADMINISTRATOR STILL WORKS WITH THE JUDGE TO HANDLE COURT RELATED ISSUES AND LEGAL ISSUES. BUT THE BIG THING WITH COURT RIGHT NOW IS THAT THEY'RE TRANSITIONING TO A COURT OF RECORD. THEY STARTED THAT IN JANUARY. THEY HAD THEIR FIRST ONE THE OTHER NIGHT. FROM EVERYTHING I HEARD, IT WENT REALLY WELL. THERE WERE A FEW HICCUPS, AS WITH ANY IMPLEMENTATION, BUT THEY'RE MOVING TOWARDS HAVING THAT COURT OF RECORD UP AND RUNNING AND GOING FULL BLAST. TRYING TO AUTOMATE OUR SYSTEMS AND STREAMLINE, JUST MAKE THINGS MORE EFFICIENT AND ENSURE THAT WE'RE TRACKING OUR RESOURCES AND REMAIN ACCOUNTABLE TO TO COUNCIL AND TO THE PLANS. SO WE'RE GOING TO GO OVER REALLY REALLY BRIEFLY OUR FISCAL YEAR FIRST QUARTER REPORTS. SO. THIS IS OUR INVESTMENT REPORT. SO FOR THE FIRST QUARTER WE HAD 99 MILLION ROUGHLY IN OUR INVESTMENT BOOK VALUE. AND WE EARNED ABOUT A MILLION IN THE FIRST QUARTER. JUST A LITTLE OVER NOW, WE DID SEE THAT INTEREST RATE EARNINGS DECREASED 15% FROM THE FOURTH QUARTER OF FISCAL YEAR 25, AS WELL AS OUR TOTAL BOOK VALUE DECREASED 13%. THAT IS DUE TO SPENDING DOWN OUR CAPITAL PROJECT RESOURCES, SPECIFICALLY THE STAR CENTER. WE'RE RAPIDLY APPROACHING COMPLETION OF THE STAR CENTER, AND AS SUCH, WE ARE PAYING DOWN THOSE OR DRAWING DOWN ON THOSE FUNDS FASTER AND FASTER. THAT MEANS OUR BOOK VALUE IS DECREASING, AND AS SUCH, OUR INTEREST ALSO DECREASES AS WELL. BUT IT WAS STILL NICE TO SEE THAT WE EARNED OVER A MILLION IN INTEREST THIS LAST QUARTER. AND THEN FOR OUR FINANCIAL REPORT, 25% OF THE YEAR HAS EXPIRED FOR THE FISCAL YEAR, IF JUST FOR THE PUBLIC. OUR FISCAL YEAR RUNS FROM OCTOBER 1ST ALL THE WAY TO SEPTEMBER 30TH. AND SO THE QUARTER MARK FOR OUR YEAR IS THE END OF DECEMBER. 23% OF BUDGETED REVENUES HAVE BEEN BOOKED, 39% OF PROPERTY TAXES HAVE BEEN RECEIVED FOR THE YEAR. IT'S PRIMARILY INTENDED FOR TRADITIONAL ECONOMIC DEVELOPMENT, FOCUSED ON DEVELOPING INDUSTRY AND ATTRACTING PRIMARY JOBS. IT'S FUNDED BY A 3/8 CENT SALES TAX CREATED BACK IN 1989 BY A VOTE OF RESIDENTS AT THE TIME, AND IT'S ADMINISTERED BY A SEVEN MEMBER BOARD APPOINTED BY THE TOWN COUNCIL. THE OTHER BOARD IS THE COMMUNITY DEVELOPMENT CORPORATION. IT'S A TYPE B DEVELOPMENT CORPORATION, AND IT CAN DO ALL THE THINGS A TYPE A CAN PLUS SOME PLUS SOME COMMUNITY DEVELOPMENT, QUALITY OF LIFE TYPE IMPROVEMENTS. SO HISTORICALLY, THESE TWO BOARDS HAVE WORKED WELL TOGETHER AND HAVE SPLIT MOST KIND OF ECONOMIC DEVELOPMENT PROJECTS IN TOWN. BUT AS YOU CAN IMAGINE, IT IS A LITTLE COMPLICATED. GETTING TWO BOARDS OF SEVEN TOGETHER. WE'VE BEEN DOING JOINT MEETINGS, DO A SEPARATE AGENDA FOR EACH ONE, BUT THEY MEET TOGETHER THE SAME TIME AND TAKE SEPARATE ACTIONS THERE AT THAT SAME MEETING. SO THIS IS SOMETHING THAT MAYOR AND COUNCIL HAVE DISCUSSED. THIS WAS DISCUSSED SOME AT THE STRATEGIC PLANNING SESSION. THE POTENTIAL OF CREATING A MUNICIPAL DEVELOPMENT DISTRICT TO REPLACE AND REALLY ENHANCE THE EFFICIENCIES OF THE EDC AND CDC. SO WHAT IS A MUNICIPAL DEVELOPMENT DISTRICT OR A EMD FOR SHORT? IT'S VERY SIMILAR TO A TYPE B DEVELOPMENT CORPORATION CAN DO ALL OF THE THE TYPE OF PROJECTS. TYPE B CAN DO ECONOMIC DEVELOPMENT AND COMMUNITY DEVELOPMENT PROJECTS. IT CAN BE FUNDED BY UP TO A HALF CENT SALES TAX, BUT IT MAY NOT CAUSE A TOTAL LOCAL SALES TAX RATE TO EXCEED 2%. FUNDS ARE TO BE DEPOSITED IN A DEDICATED DEVELOPMENT PROJECT FUND AND TO BE USED FOR THOSE SPECIFIC PROJECTS. IT'S ALLOWED TO TO DO THE. THE BOUNDARIES CAN INCLUDE THE ETJ AS WELL AS THE TOWN LIMITS. SO THIS IS A BIG DIFFERENCE FROM THE THE DEVELOPMENT CORPORATION'S, WHICH ARE TIED TO JUST THE TOWN LIMITS. THEY CAN ALSO COLLECT THAT SALES TAX IN THAT AREA OF THE ETJ THAT'S INCLUDED WITHIN THE BOUNDARY OF THE DISTRICT, AND IT IS ADMINISTERED ADMINISTERED BY A BOARD APPOINTED BY TOWN COUNCIL. IT HAS TO HAVE A MINIMUM OF FOUR MEMBERS, BUT COUNCIL COULD CHOOSE TO HAVE MORE THAN THAT. AND THAT MEMBERSHIP CAN INCLUDE RESIDENTS FROM THE ETJ THAT ARE IN WITHIN THE DISTRICT. PROJECTS ARE TO GENERALLY BE DONE WITHIN THE DISTRICT, SO [00:35:03] THAT MEANS THE ETJ, EVEN THOUGH THEY'RE IF THEY'RE A PART OF THIS, WOULD BE PAYING ADDITIONAL POTENTIALLY HALF CENT SALES TAX. THEY WOULD ALSO GET THE BENEFIT OF BEING ABLE TO HAVE SOME OF THOSE PROJECTS IN THAT AREA, BUT IT ALSO ALLOWS FOR SOME OUTSIDE DISTRICT PROJECTS OUTSIDE THE DISTRICT, IF APPROVED BY THE BOARD, IS BENEFICIAL TO THE DISTRICT. SO THIS COULD PROVIDE SOME BENEFIT FOR SOME OF THOSE AREAS RIGHT ON THE EDGE OF A TOWN LIMITS OR ETJ LIMITS, WHERE THERE MAY BE SOME OFF SITE IMPROVEMENTS THAT COULD COULD BENEFIT THAT PROPERTY. SO THE TOWN'S CURRENT SALES TAX, LOCAL SALES TAX DISTRIBUTION IS IT'S A TOTAL OF 2%, WITH 1% GOING TO THE GENERAL FUND. THE 3/8 TO THE EDC AND CDC EACH AND A QUARTER TO THE SPORTS VENUE. THE PROPOSAL WOULD BE TO DISSOLVE THE EDC AND CDC, REALLOCATE THE MAXIMUM HALF CENT TO THE EMD, WHICH CAN ESSENTIALLY DO THE SAME THINGS THAT THE EDC AND CDC CAN DO. AND THEN AN ADDITIONAL QUARTER CENT COULD BE ADDED TO THE PORTION OF SALES TAX TO THE GENERAL FUND TO MAKE THAT A 1.25%. AND THEN YOU STILL GOT THE QUARTER CENT SPORTS VENUE TAX. SO IF IF THIS WERE TO BE APPROVED, THE PROPOSED MOVEMENT OF THOSE FUNDS IS THE EDC AND CDC HAS A FUND BALANCE AND THAT WOULD BE TRANSFERRED TO THE TOWN. BUT THE EDC AND CDC STILL HAVE SOME OBLIGATIONS FROM APPROVED AGREEMENTS. AND SO EVEN THOUGH THE EDC AND CDC GO AWAY, THE TOWN WOULD BE OBLIGATED TO FULFILL THOSE AGREEMENTS. BUT THOSE FUNDS THAT GO TO THE TOWN COULD BE TRANSFERRED TO THE EMD, AND THEY COULD TAKE ON THOSE OBLIGATIONS AGAIN THROUGH AN INTERLOCAL AGREEMENT. AND THAT WAY, ESSENTIALLY, THE EMD WOULD JUST BE TAKING OVER FROM WHERE? RIGHT FROM WHERE THE EDC AND CDC LEFT OFF. SO FOR THIS TO HAPPEN, IT WILL TAKE AN ELECTION. THERE'S AN ELECTION PROCESS. SO ON THIS SAME AGENDA, THERE'S A ITEM THAT CAN BE ACTED ON. NEED TO CALL A SPECIAL ELECTION TO CONSIDER TWO PROPOSITIONS.
